Accessibility and Assistive Technology: Devices, Digital Tools, WCAG and Legal Basics

A practical guide to assistive technology, digital accessibility, WCAG 2.1 and 3.0, product selection, implementation and legal responsibilities.

Assistive technology (AT) is any product, system or service that maintains or improves a person’s functioning. It ranges from white canes, wheelchairs, spectacles, prosthetic limbs and hearing aids to screen readers, speech recognition, captioning and memory software. The best solution is chosen around a person’s functional goal, environment, safety, training needs and long-term support—not around a feature list or the lowest price.

What assistive technology includes

The World Health Organization (WHO) defines assistive technology as “an umbrella term for assistive products and their related systems and services.” Products support cognition, communication, hearing, mobility, self-care and vision. Related services include assessment, fitting, training, repair, replacement and follow-up.

Many people use several products together. For example, someone with low vision may combine prescription lenses, magnification and a screen reader; a wheelchair user may also need seating and positioning equipment. Coordinated assessment helps prevent one device from conflicting with another or with the person’s home, workplace or transport.

How many people need it?

  • More than 2.5 billion people need at least one assistive product, according to the WHO’s 2024 estimate.
  • WHO estimates that 3.5 billion people will need assistive technology by 2050.
  • WHO data-portal materials accessed in 2026 report that two in three people aged 60 and older need at least one assistive product.
  • Those same 2026 portal materials report assistive-technology legislation in 62 of 70 reporting countries.
  • Access has been reported as low as 3% in some low-income countries and as high as 90% in some high-income countries (WHO, 2024). For people who need wheelchairs, access ranges from 5% to 35% depending on the country (WHO, 2024).
  • Hearing-aid production meets less than 10% of global demand. WHO estimates that unaddressed hearing loss costs US$980 billion annually (WHO, 2024).

These are global or cross-country estimates, not counts for a particular country or individual.

Main types of assistive technology

Area Examples What to assess
Mobility Wheelchairs, walkers, white canes, seating and positioning products Fit, balance, terrain, transport, maintenance and professional instruction
Vision Spectacles, magnifiers, screen readers and braille displays Visual task, lighting, text formats, device compatibility and learning time
Hearing and communication Hearing aids, assistive listening systems, speech recognition and captioning Hearing profile, room acoustics, connectivity, latency, language support and battery life
Cognition and self-care Time-management and memory tools, reminders and environmental adaptations Routine, cognitive load, alert clarity, privacy and caregiver involvement
Digital access Magnification, voice control, alternative input and content transformations Operating-system support, app compatibility, keyboard access, data handling and updates

White canes and mobility independence

A white cane can help a person with blindness or low vision detect obstacles, identify edges and travel with greater independence. A suitable cane depends on length, material, handle and tip style, the user’s technique and the environments they navigate. Orientation-and-mobility instruction is as important as the product itself; an online listing cannot determine the correct fit or teach safe travel.

How screen readers, captions and other digital tools work

Screen readers and braille

A screen reader converts an operating system or website’s semantic information into synthesized speech or refreshable braille. It can announce headings, links, form labels, table structure and status messages when those elements are correctly exposed by the software. Poorly labeled controls, images without text alternatives and keyboard traps can make otherwise visible content unusable.

WCAG 2.1 and WCAG 3.0: what is different?

WCAG 2.1 WCAG 3.0
Status and date W3C Recommendation dated 6 May 2025 W3C Working Draft dated 26 February 2026; it can change and is not a final conformance standard
How requirements are written Technology-neutral, testable success criteria. W3C says: “WCAG 2.1 success criteria are written as testable statements that are not technology-specific.” Uses broader, outcome-oriented approaches under development
Coverage Web content on desktop, laptop, kiosk and mobile devices Web content, applications, streaming, virtual and augmented reality, plus related user agents, authoring tools and testing tools
Disabilities addressed Includes blindness and low vision, deafness and hearing loss, limited movement, speech disabilities, photosensitivity and some learning or cognitive limitations Intended to broaden and reorganize coverage; details remain subject to the draft process

For a current accessibility audit or procurement requirement, identify which WCAG edition and conformance level the responsible organization actually specifies. Do not describe WCAG 3.0 as a replacement that is already final.

A practical process for selecting and using AT

  1. Define the functional goal. Describe the activity that is difficult—reading medication labels, crossing a street, joining a video call or entering text—rather than starting with a product name.
  2. Include the user and, where appropriate, family or support people. Preferences, routines and willingness to use a device strongly affect success.
  3. Assess the environment and compatibility. Check home layout, transport, workplace systems, lighting, noise, connectivity, operating systems and other devices.
  4. Select and fit the product. A clinician, rehabilitation professional, orientation-and-mobility specialist or other qualified provider may need to measure, configure or customize it.
  5. Train the user. Practice normal and emergency tasks, cleaning, charging, safe handling and privacy settings.
  6. Plan maintenance and replacement. Confirm warranty, consumables, batteries, repairs, software updates and what happens if the product fails.
  7. Review outcomes. Reassess after real-world use and whenever health, environment, technology or daily tasks change.

How to compare products or services

Compare options against the same criteria:

  • Does it solve the specific functional problem and increase independence?
  • Is it safe, comfortable and compatible with existing equipment?
  • How much training is required, and is qualified support available locally?
  • What are durability, portability, repairability and total ownership costs?
  • Are funding, reimbursement or public-service routes available?
  • For digital tools, what data is collected, where is it processed and how long is it retained?
  • Can the user test it before committing, and can it be adapted as needs change?

A lower purchase price may be more expensive over time if the product cannot be repaired, fitted correctly or used with essential software.

Why access remains limited

WHO identifies high prices, limited financing, physical unavailability, narrow product ranges, procurement problems, insufficiently trained workforces, limited awareness, fragmented services and policy gaps. Even high-income systems may ration equipment or exclude it from health and welfare schemes, leaving users with substantial out-of-pocket costs.

Availability also depends on geography. A product may exist nationally but lack a nearby assessor, repair provider, interpreter, training service or replacement parts. Digital products can add subscription fees, inaccessible customer support and privacy trade-offs.

Are websites legally required to be accessible?

Legal duties depend on jurisdiction, organization and service. In the United States, the Department of Justice published a Title II web-and-mobile-app fact sheet on 8 March 2024; the final rule appeared in the Federal Register on 24 April 2024. Title II concerns state and local government public entities. Applicability, technical requirements and compliance dates depend on the entity and rule provisions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That federal rule does not mean every private website has the same deadline or legal obligation. Businesses and organizations should obtain jurisdiction-specific legal advice and document an accessibility program based on the laws that apply to them. Technical conformance, such as using WCAG, is a practical engineering method but is not by itself a universal statement of legal compliance.

A useful accessibility checklist

  • Set a functional outcome and involve people who will use the product or service.
  • Test with the actual devices, browsers, operating systems and assistive technologies in scope.
  • Provide keyboard access, meaningful headings and labels, text alternatives, captions and understandable focus or status messages where relevant.
  • Offer human support, accessible documentation and a way to report problems.
  • Budget for assessment, training, maintenance, replacement and data protection—not only the initial purchase or development.
  • Recheck accessibility after content, software or hardware changes.
