No. A GCLID appearing on a later page—whether passed along in a URL or otherwise—is an ad-click identifier, not a visitor’s consent choice. It does not grant ad_storage. A site’s consent solution must communicate the user’s choice to Google tags separately.
What ad_storage, a GCLID, and URL passthrough mean
ad_storageis a consent state for advertising-related storage. It is communicated to Google tags as a value such asgrantedordenied; a URL parameter cannot set that state by itself. See Google’s Consent mode overview.- GCLID (or, in some cases, DCLID) is an ad-click identifier that may appear in a landing-page URL. It is information about an ad click, not evidence that the visitor agreed to advertising cookies or storage.
- URL passthrough is an optional measurement feature that can carry eligible ad-click information across qualifying URLs. It does not ask for consent, change a visitor’s choice, or turn
ad_storagetogranted. Google describes it as a way to preserve information when advertising storage is denied. See its Consent mode overview and website setup guidance.
Why a GCLID may appear on the next page
When someone arrives after clicking an ad, click information may be appended to the landing-page URL. Ordinarily, Google tags can store that information in first-party cookies. If ad_storage is denied, consent-aware tags do not read existing advertising cookies or write new ones. If URL passthrough is enabled and its requirements are met, eligible click information can instead be carried through URL parameters on a same-domain link.

For Google Ads or Floodlight, Google’s documentation describes these conditions for URL passthrough:
- Consent Mode is implemented, and consent-aware Google tags are present on the page.
- URL passthrough is enabled.
- The outgoing link is to the same domain.
- A GCLID or DCLID is available in the URL.
For a Tag Manager setup using a Conversion Linker, Google’s guidance describes enabling linking on all page URLs. Check the current setup guidance against your tag architecture; the exact configuration depends on how the site deploys its tags.

What happens to measurement when ad_storage is denied
Denial means consent-aware Google tags do not read or write advertising cookies. It does not necessarily mean all measurement requests stop. Depending on the implementation and tag behavior, Google documents that some cookie-free pings or measurements may still be sent while storage consent is denied. That is not the same as permission to use advertising storage, and the presence of a GCLID does not establish consent or prove that a particular site complies with privacy law.
Two settings and behaviors are easy to confuse:
- URL passthrough carries eligible click information between URLs when configured and applicable; it does not grant consent.
ads_data_redactionis a separate configuration. Google says that whenad_storageis denied and redaction is enabled, ad-click identifiers in Google Ads and Floodlight consent and conversion pings are redacted. See Google’s Consent mode documentation.
Do not infer from a continuing request, a URL parameter, or a conversion record alone that cookies were used or that a visitor granted consent. What is sent depends on the consent state, tag configuration, and applicable settings.

Basic and advanced Consent Mode are different implementations
Google describes two broad ways to implement Consent Mode. They differ in when tags load and whether measurements may be sent while storage consent is denied; neither description, by itself, establishes legal compliance in any jurisdiction.

| Implementation | When Google tags load | Behavior before a choice or while storage is denied | Modeling described by Google |
|---|---|---|---|
| Basic Consent Mode | Tags are blocked until the visitor interacts with the consent banner. | No Google tag data is sent before that interaction under this pattern. | Google describes conversion modeling based on general models. |
| Advanced Consent Mode | Tags load with default consent settings. | When storage consent is denied, tags can send cookie-free measurements. | Google describes conversion modeling using advertiser-specific data from consent-denied measurements. |
These are technical patterns, not substitutes for a consent banner or widget. Google states that “Consent mode doesn’t provide a consent banner or widget.” The site must use a banner, widget, or consent management solution to obtain the visitor’s choice and communicate it to Google. See Google’s overview.
Set and inspect consent separately from URL parameters
Consent defaults need to be set before Google tags or other code use or update consent. When the visitor makes a choice, the consent solution should update the state accordingly. A GCLID carried between pages is not a substitute for either step.

- Configure the site’s consent solution to set a default consent state before tags use consent.
- When the visitor makes a choice, have the consent solution communicate the corresponding update to Google tags.
- Use Tag Assistant’s consent troubleshooting guidance to inspect the page’s consent state and identify missing or late defaults.
Google identifies a missing consent state and consent being set too late as implementation problems. Tag Assistant can help diagnose those conditions; it does not determine whether the site’s consent flow meets the law.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a GCLID does not prove
- It does not prove that the visitor accepted advertising cookies or granted
ad_storage. - It does not show, on its own, whether the site sent a cookie-free measurement ping.
- It does not establish whether the site’s consent configuration or privacy practices comply with applicable law.
Google’s documentation explains tag behavior and setup. Whether a particular consent flow is legally valid depends on jurisdiction and implementation details beyond what the presence of a URL parameter can establish.
