A Free GitHub PR Review Bot? What $0 Really Covers

Free AI code review is possible for public GitHub repositories under specific service terms. Learn what the runner covers, where Copilot Free stops, and what to check for private repos.

You can get AI code review for a public GitHub repository without paying for the standard GitHub Actions runner, and CodeRabbit says reviews of public repositories are free. That does not establish a universally free pipeline for every repository, model, or amount of use: the review service and the runner are separate cost components, and GitHub Copilot code review is not included in Copilot Free.

What can actually cost $0

For a public repository, the clearest documented route is to use a review service that offers free reviews for public projects alongside GitHub Actions’ free standard hosted runners for public repositories. CodeRabbit says public-repository reviews are free indefinitely. Eligibility and terms belong to the service, so check its current offer before installing it.

These are separate parts of the bill: an AI review service may have its own plan, limits, or credit system, while the runner executes the workflow. A free runner does not make a paid review service free, and a free review offer does not make private-repository runner usage unlimited.

GitHub documents standard GitHub-hosted runner usage as free for public repositories, and usage on self-hosted runners as free. For private repositories, included GitHub Actions minutes depend on the account’s plan; usage beyond the entitlement can be billed. See GitHub Actions billing.

Which free options fit a GitHub pull request?

Option Public repositories Private repositories Card and cost caveats
CodeRabbit CodeRabbit says public-repository reviews are free indefinitely. The cited offer does not establish that private-repository reviews are free. Its 14-day Team trial does not require a credit card; that trial is separate from the public-repository offer. Check CodeRabbit pricing and its FAQ for current terms.
GitHub Copilot Free Free plan includes completions, but not Copilot code review. Free plan includes completions, but not Copilot code review. GitHub lists Copilot Free at $0, with 2,000 code completions per month and no card requirement; code review is listed as a Pro feature. See GitHub Copilot plans.
GitHub Actions runner Standard GitHub-hosted runner use for public repositories is free. Plan-dependent included minutes; excess use can be billed. Self-hosted runner usage is free, but that does not make setup or maintenance cost-free. See GitHub Actions billing.

Why Copilot Free does not mean free Copilot reviews

GitHub’s plan listing separates Copilot Free from code review: Free includes monthly code completions and access to listed models, while code review is listed under Pro. A free completion allowance is not a free pull-request review allowance.

Copilot code review may use AI credits, and the amount varies with effort and pull-request size. GitHub’s documentation estimates $0.05–$1 for Lite effort and $0.25–$5 for Balanced effort; these are variable estimates, not fixed prices, and they exclude Actions minutes. The estimate can change with request size and other factors. Review the current Copilot code review documentation before relying on a budget.

Private repositories: check both meters

A private-repository review can draw on two distinct allowances: the AI review service’s plan or credits, and GitHub Actions minutes used to run the workflow. A private-repository plan allowance for one does not pay for the other. GitHub’s Actions billing rules make included minutes plan-dependent, with excess usage billed at standard rates.

Since June 1, 2026, Copilot code-review workflows on private repositories also consume Actions minutes. GitHub says those minutes use the account’s existing entitlement, with excess billed at standard rates; public-repository Actions minutes remain free. The effective date is stated in GitHub’s June 1, 2026 changelog.

Self-hosting is not automatically a simple zero-cost workaround for Copilot review. GitHub specifies ARC-managed runner scale sets and Ubuntu x64 for that configuration, which adds setup and operations requirements. Details are in the Copilot code review documentation.

No credit card is not the same as free indefinitely

CodeRabbit’s FAQ says its Team trial lasts 14 days and requires no credit card. That describes the trial, not permanent free use. Separately, CodeRabbit says reviews for public repositories are free indefinitely. Neither statement establishes a free private-repository plan. Confirm the current terms at its pricing page and FAQ before connecting a repository.

How to avoid surprise charges

  • Confirm repository visibility. The strongest documented free path applies to public repositories. Do not assume a private repository qualifies for the same review offer.
  • Check the review service’s eligibility and limits. Verify which repositories the offer covers, what the service counts as usage, and whether a trial converts to a paid plan.
  • Check the runner allowance separately. For private repositories, identify the account’s included Actions minutes and whether the workflow could exceed them.
  • For Copilot, budget AI credits as well as runner time. GitHub’s estimates vary by effort and scope and exclude Actions minutes.
  • Do not infer a free model API. The documented plan and service terms here do not verify a named model API with a no-card free quota.

What this evidence does—and does not—establish

The documented public-repository route can be free under the stated service terms: GitHub Actions standard hosted runners are free for public repositories, and CodeRabbit says it offers free public-repository reviews. The evidence does not establish a universal setup that is free for private repositories, identify a guaranteed free model API, or establish that any service’s limits will fit every project.
