Reconcile a cross-chain treasury by defining exactly which chains, addresses, assets, and contracts belong to it; comparing their activity and balances with authoritative treasury or custody records; matching transfers across source and destination networks; governing approvals and exceptions; and applying risk-based checks to sensitive transfers. The details—especially cadence, accounting treatment, legal obligations, and finality thresholds—depend on the treasury’s jurisdiction, role, custody arrangement, assets, and routes.
How do you reconcile a treasury across multiple blockchains? Treat it as one controlled process with chain-specific records and a distinct account for value still moving between networks. The five controls below provide a practical framework, not a universal legal checklist.

1. Define the reconciliation perimeter
A reconciliation is only as complete as the population it covers. Approve and maintain an inventory that makes clear which on-chain activity belongs to the treasury and which records will be used to verify it.

For each included chain, record the treasury and custody addresses, the assets held, and the relevant token contract identifiers. Include operational addresses and any routes used to move value across chains. Assign an accountable owner to each address or group of addresses, and specify the treasury, custody, accounting, or other authoritative records that will be compared with chain data.

Use unambiguous network and asset identifiers rather than relying on token names or tickers alone. A familiar symbol can represent different assets or contracts on different networks. The inventory should let a reviewer distinguish those cases without guessing.
Control changes to scope
Require approval and a recorded change history when a chain, address, asset, contract, route, owner, or comparison source is added, removed, or materially changed. Set a review cadence that fits the organization’s activity and risk. If a change occurs during a reporting period, retain enough information to establish which configuration applied at the time of each transaction.
These controls support a clear boundary around the records being reconciled. NIST describes blockchain networks as record-keeping environments, while ITU-T F.751.23 addresses cross-DLT addresses and management of cross-chain resources. See NIST IR 8301 and ITU-T F.751.23.

For each chain and reporting period, compare on-chain activity and the resulting balance with an independent custody, accounting, or other authoritative record. Keep chain-level comparisons visible; a consolidated total can conceal a missing transaction, a wrong-network entry, or an asset recorded under the wrong contract.

Preserve enough detail to reproduce the comparison
Retain the period covered, the data source and extraction method, transaction identifiers, network and asset identifiers, timestamps, units, fees, and the opening and closing positions used. Record how the reported balance was determined, including any conversion or aggregation method. A reviewer should be able to trace an item from the source record through the comparison to its conclusion.
Investigate differences rather than plugging them
List unmatched transactions and balance differences as exceptions, identify an owner, and document the investigation and resolution. Do not make an unexplained adjustment simply to force two totals to agree. Where a balance difference reflects a known accounting treatment, fee, timing issue, or other approved basis, retain the supporting explanation and approval.
Cadence is not one-size-fits-all. The UK Financial Conduct Authority’s CASS 17 rules describe at-least-business-daily reconciliation for the specified in-scope client cryptoasset safeguarding context, together with discrepancy investigation and reconciliation records. That is a scoped regulatory example, not a general frequency requirement for every corporate treasury. Read the FCA CASS 17 rules in context; NIST IR 8301 provides background on blockchain recordkeeping.
3. Track cross-chain transfers as linked events
A cross-chain movement is not a single balance change. It involves activity on a source network and, if successful, a corresponding result on a destination network. Reconcile the source and destination legs as related records while keeping the value identifiable as pending or in transit until the route’s defined completion condition is met.

Maintain a transfer record from initiation to clearance
For each transfer, link the source transaction to the expected destination asset and amount. Capture the route, fees or conversion effects, current status, and destination transaction identifier when available. Use a persistent internal reference to connect the legs if the networks or systems do not share a transaction identifier.
Do not treat a source-side debit as proof that the destination-side credit has arrived. Keep the item in the in-transit category until the organization’s route-specific finality condition is satisfied, then match the destination result and clear the pending record. Define that condition in advance for each route: no single finality threshold is established for every chain and bridge.
Define the exception paths
- Delayed: Keep the transfer pending, monitor it against the route’s expected timing, and escalate when it crosses the defined threshold.
- Failed: Record the failure evidence and any return or recovery transaction; do not assume the original amount has been restored until the records support that conclusion.
- Replayed or duplicated: Investigate repeated or unexpected events against the approved transfer and route records before recognizing a second movement.
- Manually executed: Record who acted, what action was taken, the approval basis, and the resulting transaction evidence.
ITU-T F.751.23 discusses transaction consistency, isolation, recovery, and querying execution results. The Basel Framework treats settlement finality as a material risk consideration, and CCIP service-responsibility documentation notes that manual execution can require monitoring and action. These sources support controlling pending states and exceptions, but they do not establish a universal route-independent finality rule. See also the Basel Framework material on cryptoasset exposures.
4. Govern approvals, monitoring, and exceptions
Reconciliation should be governed as an operational control, not left to an informal comparison performed without clear authority. Define who may initiate or approve transfers, change route settings, alter the reconciliation scope, and authorize adjustments. Where practical, separate the person preparing a comparison from the person reviewing or approving its resolution.

Make exceptions actionable
Route each exception to a named owner and define an escalation path for unresolved, high-value, or otherwise sensitive items. The record should show when the issue was identified, who investigated it, the evidence considered, any approvals obtained, and how and when it was closed. Monitor relevant network and route status as well as the risk indicators the organization has defined.
Retain evidence of key operations
Keep records sufficient for a reviewer to reconstruct what happened, which controls applied, and who authorized or resolved the matter. ITU-T F.751.23 addresses governance, operations, security monitoring, risk alerts, and auditing key operations. The Basel Framework highlights risk governance, operational resilience, data integrity, third-party risk, and AML/CFT considerations. In the EU, MiCA Article 34 is a specific example of governance and internal-control requirements for in-scope issuers of asset-referenced tokens; it should not be read as a rule applying to every treasury. See the ESMA MiCA Article 34 rulebook.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.5. Apply risk-based checks to sensitive transfers
Assess the risks of transfers involving self-hosted addresses and determine which controls apply to the organization’s role and jurisdiction. Depending on the circumstances, useful controls can include identifying and verifying relevant parties, obtaining information about the origin or destination of assets, and applying enhanced ongoing monitoring. Document the basis for the assessment and the resulting action so that a reviewer can see why a transfer received a particular level of scrutiny.
EU Regulation 2024/1624, Article 40, describes measures for covered crypto-asset service providers that may include risk-based identification and verification, collection of information about origin or destination, and enhanced ongoing monitoring. It also directs AMLA to issue the referenced guidelines by 10 July 2027. This is a jurisdiction- and entity-specific statutory example: it does not establish that every corporate treasury is a covered provider or that identical measures apply everywhere. Consult Regulation (EU) 2024/1624, Article 40, and obtain jurisdiction-specific legal advice where needed.

What a reviewer should be able to verify
A useful reconciliation record makes the comparison understandable without relying on the preparer’s memory. It should identify:
- The reporting period and reconciliation time.
- The chains, addresses, assets, and units included.
- The source of each record and how the data was obtained.
- Opening and closing positions, movements, and fees.
- Cross-chain items still pending and their current status.
- Exceptions, their responsible owners, and the evidence of resolution or approval.
- The preparer and reviewer, where the process requires separate review.
For the FCA’s in-scope CASS 17 context, the rules call for recording reconciliation time, discrepancies, reasons, and actions, and retaining reconciliation records for five years. That retention period belongs to that specified UK regulatory scope and should not be generalized to all treasuries. See CASS 17.
How to assess tools without mistaking them for controls
Digital-asset reconciliation software or cross-chain transaction-monitoring infrastructure may help organize records, but a tool does not by itself establish that the treasury’s scope is complete, that a pending transfer has reached finality, or that an exception was properly resolved. Assess options against the control outcomes the organization needs:

- Dependencies on data providers or underlying infrastructure.
These are evaluation criteria derived from the control framework, not a vendor benchmark or a claim about any particular product. Confirm actual coverage, evidence exports, dependencies, and retention behavior against the organization’s requirements before relying on a system.
