Choose PuTTY for a focused Windows-oriented client
PuTTY is described by its project site as an open-source SSH and Telnet client originally developed for Windows. If your goal is a straightforward Windows-oriented client rather than an Android shell or a cross-device app, it is the clearest fit of these three.
The available project information does not establish a complete current feature comparison against Termius or Termux. If a particular advanced capability is decisive, confirm it in current PuTTY documentation rather than assuming feature parity or a limitation.

Choose Termux for a command-line environment on Android
Termux describes itself as an Android terminal emulator and Linux environment. It installs a minimal base system and offers additional packages through APT; its official site says users can access remote servers with the OpenSSH client. In practice, SSH is a command-line tool within a broader Android environment, rather than the whole purpose of the product. Read the Termux project site and help pages.
Termux is therefore a stronger fit when you also want to work with command-line packages on Android. Its project site notes that users can connect a Bluetooth keyboard, use keyboard shortcuts, and connect an external display. Those are optional ways to make a phone-based terminal workflow more comfortable, not requirements.
