Why Fighter Aircraft Take Years to Enter Service After an Order

A fighter order commits a buyer to acquire aircraft; it does not mean a finished, mission-ready fleet is waiting to be delivered. Development, testing, production, delivery and the service’s declaration of operational capability are separate milestones. They can overlap, but each depends on work that may take years—and there is no single standard interval from an individual order to service entry.

What does “enter service” mean?

The clock depends on which event you mean. An order or contract award is a procurement event. First delivery means an aircraft has reached its customer. Operational testing evaluates how the aircraft and its systems perform in intended use. Initial operational capability (IOC) is a service-level milestone indicating that a force has enough trained people, equipment and support to perform a defined set of missions. These dates are not interchangeable; a delivered aircraft may precede IOC, and IOC does not necessarily mean every planned capability is complete.

That distinction matters when comparing timelines. The U.S. Government Accountability Office (GAO) reports an expected average of almost 12 years from program start to initial capability for major defense acquisition programs—not fighter programs alone and not from the date of an individual order. It is not a reliable countdown for a newly signed fighter contract. GAO’s 2025 acquisition review describes the broader program challenge.

Why does the wait accumulate?

Requirements and design must become a workable aircraft

Before production can deliver the intended capability, a program has to settle what it is buying and develop a design that can meet those requirements. A fighter is not just an airframe: its sensors, weapons, controls, communications and software must work together. GAO describes major defense programs as often following a rigid, sequential acquisition process, with early cost, schedule and performance baselines that can leave technical challenges to be resolved later. Requirements or design changes can therefore ripple into testing, cost and schedule.

Testing uncovers problems—and depends on test systems

Developmental testing checks whether the design and components work as intended; operational testing examines whether the system can perform its missions under relevant conditions. Defects may require redesign, fixes and further tests. Testing also depends on facilities, simulators, data and other support being ready.

The F-35 illustrates how a test bottleneck can affect production decisions. In 2023, GAO reported that simulator-development delays prevented the Department of Defense from completing testing needed to demonstrate readiness for full manufacturing rates. Yet the program was already producing more than 125 aircraft a year. Production and testing can proceed at the same time; one does not automatically wait for the other to finish. GAO’s F-35 report describes this issue.

Building aircraft at scale takes a capable supply chain

Once a design is being produced, manufacturers still need engines, components, skilled labor, quality control and reliable suppliers in sufficient quantities. Expanding or stabilizing that capacity is difficult, and a shortage in one part can hold up a completed aircraft or disrupt the planned delivery rate.

For the F-35, GAO reported that all 110 aircraft delivered in 2024 were late, by an average of 238 days. Those figures describe that year’s deliveries, not a general fighter-production rate. GAO identified Technology Refresh 3 (TR-3), a hardware and software upgrade, as the primary driver of the delays; supply-chain challenges also strained schedules. Its 2025 report called for schedules to account for production capacity and supply-chain constraints. GAO’s findings on F-35 deliveries and development provide the program-specific details.

Software and upgrades affect what can be delivered and used

Modern fighters depend on software as well as physical hardware. Integrating an upgrade can involve developing and verifying code, ensuring it works with the aircraft’s systems, and testing the resulting configuration. If a delivery depends on an upgrade being ready, the aircraft itself may be built before it can be handed over in the intended configuration. GAO identified TR-3 as the primary driver of late F-35 deliveries in 2024 and reported broader delays to new capabilities in the program. That is an F-35 example, not proof that every fighter program faces the same upgrade issue.

Delivery is not the same as operational capability

After aircraft arrive, the service still needs personnel, training, maintenance, spare parts, support equipment and procedures. Operational testing and integration must also support the missions included in the service’s capability declaration. Services can set different IOC milestones for the same aircraft program, reflecting different roles, configurations or readiness needs. Consequently, “the aircraft entered service” may refer to a first delivery, a limited operational capability or a later, broader milestone.

What the F-35 timeline does—and does not—show

The F-35 is a useful example of how far apart program milestones can be, but it is a complex, multi-service program and its history should not be treated as a forecast for every fighter order. GAO’s timeline records development beginning in October 2001, initial-capability milestones for the Marine Corps and Air Force in 2015 and 2016, and the start of operational testing in December 2018. It treats production decisions, service capability milestones, operational testing and full-rate production as distinct events. These dates measure the program’s history, not time from a particular production order. GAO’s 2024 weapon-systems assessment sets out the timeline.

In March 2024, the F-35 completed the final phase of its original development, more than a decade behind schedule and $250 billion above original acquisition estimates, according to GAO’s 2025 report. That describes the F-35’s original development, not a typical fighter program. GAO Director of Contracting and National Security Acquisitions Jon Ludwigson wrote of the F-35: “After nearly 20 years of aircraft production, however, the F-35 program continues to overpromise and underdeliver.” The criticism is specific to that program. GAO’s 2025 F-35 report provides the figures and quotation.

Can a faster acquisition route shorten the timeline?

Some capabilities can use the Department of Defense’s Middle Tier of Acquisition pathway, which GAO describes as intended to field prototypes or proven technologies requiring minimal development within five years. That is the pathway’s intended scope, not a guarantee or a typical order-to-service timeline for a new, complex fighter. A capability that requires substantial design, integration and testing still has to clear those technical and operational hurdles. GAO’s 2025 review of acquisition pathways discusses the approach.

How to read a fighter-service timeline

  • Check the starting date. Program start, contract award and a later production order are different events.
  • Check the endpoint. First delivery, start of operational testing, IOC and full operational capability describe different stages.
  • Check what is being acquired. A new design and an existing aircraft adapted for another customer do not necessarily face the same design and integration work.
  • Check whether milestones overlap. Aircraft may be produced while testing continues, so production volume alone does not establish that a program has completed testing or reached full-rate production.
  • Check the scope of any duration. A program-wide figure or a single service’s IOC date cannot be presented as the time from an individual order without evidence tying those dates together.
