Start by closing suspicious prompts, then scan with a trusted security tool, review which apps can use the camera, and update and back up your system. Windows users can begin with the built-in Windows Security app; steps and settings differ on other operating systems.
What suspicious webcam activity can—and cannot—tell you
A camera indicator turning on unexpectedly deserves attention, but it does not identify the cause. An app, browser tab, or operating-system setting may be responsible; malware is another possibility. Likewise, pop-ups, redirects, slow performance, crashes, or unfamiliar toolbars can be warning signs of malware, but none diagnoses an infection on its own. The FTC describes these as possible symptoms, not definitive proof: FTC: How to recognize, remove, and avoid malware.
Do not call a phone number in an unexpected security pop-up or install software because an unsolicited caller or message claims a scan found malware. The FTC warns against buying security software in response to these unexpected claims. Close the prompt without following its links or instructions.
Scan and remove malware on Windows
Windows 10 and Windows 11 include Windows Security, which provides Microsoft Defender Antivirus scanning. The scan options differ in how much they examine and how disruptive they are:

Microsoft documents these options in Windows Security. The offline scanner can help with threats that try to hide from the normal operating system, including rootkits; Microsoft describes it as running outside Windows to remove such threats (Microsoft Defender Offline).
Run a quick, full, or custom scan
- Open Start, search for Windows Security, and open the app.
- Select Virus & threat protection.
- Choose Quick scan to begin. For a deeper check, select Scan options, choose Full scan or Custom scan, then start the scan.
- Follow any recommended action shown for detected threats. You can review outcomes in Protection history.
Labels can vary slightly across Windows releases. If Windows Security reports no threats but the problem continues, that result does not by itself explain the camera activity; continue with the checks below.

Use Defender Offline for a persistent concern
- Save open work. The offline scan restarts the computer, so unsaved work may be lost.
- In Windows Security, open Virus & threat protection, then Scan options.
- Select Microsoft Defender Antivirus (offline scan) and choose Scan now.
- After the computer restarts and the scan finishes, return to Windows Security and review Protection history for the result and any action required.
If a threat is not removed or keeps coming back
Microsoft recommends restarting and scanning before opening other applications; if the same malware recurs, it suggests Windows Defender Offline (Microsoft Support: help protect your PC with Microsoft Defender Offline). If scans cannot resolve the issue, or the computer contains sensitive personal or work information, contact a trusted technician or your organization’s IT team. Do not delete system files based on a generic online checklist: removing the wrong file can make Windows or other software unstable.
Check which apps can access the camera
After scanning, review camera access in the operating system and in the apps and browsers you use. Turn off access for apps that do not need it, and close camera-using apps or browser tabs you do not recognize. Permission controls and their exact paths vary by operating system version, so use the current privacy settings and support instructions for your device rather than assuming Windows steps apply elsewhere. Remove software you do not trust or no longer use, especially apps you do not remember installing. CISA recommends evaluating software settings and removing unused programs (CISA: Secure Our World). A permission change can reduce future camera access, but it does not remove malware already on the device.
Update your computer and protect your files
Install operating-system and application updates, and keep your security software current. Updates help address security issues; maintained antivirus protection can help detect threats. CISA recommends keeping software patched and antivirus protection maintained (CISA: Secure Our World; CISA: Secure Our World resources).

Keep a separate backup of important files on an external hard drive or a properly vetted cloud service, as CISA advises (CISA: Ransomware Guide). A backup helps protect data and supports recovery; it does not scan for, detect, or remove malware. If you suspect an infection, avoid treating a backup as proof that the computer is clean.

Use your device maker’s current security and privacy documentation to find the built-in malware checks, camera permissions, and update controls for your operating system. The steps here do not establish current menu paths for macOS or other platforms, so do not assume Windows Security or Defender Offline is available there.
