When several people contribute to a task, more than one person can be Responsible for doing the work, but a RACI assignment gives one named person Accountability for the finished deliverable. Record that owner, make sure they have authority to oversee completion, and document who else must be consulted or kept informed. RACI is a project-management convention, not a universal determination of legal liability.
Responsible and Accountable mean different things
Responsible people carry out the work. There can be several, including people delegated to help. The Accountable person is answerable for the deliverable being completed thoroughly and has the oversight and decision authority needed to see it through. In practice, a team might assign several contributors to prepare, check, or implement parts of a deliverable, while naming one owner to coordinate the work and answer for its completion. If that owner cannot make necessary decisions or secure missing input, the assignment may be clear on paper but ineffective in practice.
What the RACI letters mean
- R — Responsible: carries out the work; multiple people may share this role.
- A — Accountable: owns the outcome and is answerable for completion; the RACI convention calls for one owner per task or deliverable.
- C — Consulted: provides expertise or input through two-way communication.
- I — Informed: receives progress or completion updates, generally through one-way communication.
Some organizations use RASCI, which adds Support as a separate role. NHS England describes that variant in its quality impact assessment guidance. Define the letters your team uses rather than assuming another organization uses the same vocabulary. NHS England: Quality impact assessment framework

How to assign ownership clearly
- Break the work into tasks or deliverables. Be specific enough that people can tell what completion means. A high-level matrix can be supplemented with a separate matrix for detailed subtasks.
- List the participants or roles. Include the people doing the work and those whose decisions, expertise, or updates matter.
- Assign R, A, C, or I to each task. Name the people behind the roles; avoid leaving ownership implicit in a team name.
- Check the Accountable owner’s authority. Confirm they can oversee the result and make or obtain the decisions needed to complete it.
- Agree the assignments with the people involved. Discuss the work, roles, and actions together, then revisit them when the task, participants, or risks change.
A responsibility assignment matrix puts tasks or deliverables in rows and team roles in columns. The Open University describes the matrix as a way to make participation and communication visible; its guidance also notes that matrices can be created at different levels of work breakdown. Include suppliers and automated systems in the record
When outside suppliers or AI systems contribute, document responsibility for the relevant parts of the work rather than treating the contribution as an unowned handoff. The UK Government Data and AI Ethics Framework also calls for records of data origins and uses, important decisions, and how a system was designed, developed, tested, and implemented. For AI-assisted work, record which tasks the system performs and who can review, escalate, or decide when the result needs intervention. A RACI label helps organize project work; it does not make the system itself a substitute for a human owner where human oversight is required.

When the one-owner rule needs qualification
The single-Accountable-owner approach is a feature of RACI guidance, including the UK Government HR guidance and the Open University explanation. It is useful for avoiding confusion about who answers for a deliverable, but it is not a universal law of organizations. Contracts, employment duties, governance arrangements, and regulated responsibilities may create additional or different obligations. A RACI chart does not decide legal liability across jurisdictions or replace those obligations.
Choose the matrix vocabulary and level of detail that fit the work. Use RASCI if distinguishing support from hands-on responsibility improves clarity; use more than one matrix if a single high-level view hides meaningful subtasks.
