The difference is which clock setting stays: permanent daylight saving time keeps clocks one hour ahead of standard time, shifting daylight later on the clock; permanent standard time keeps the standard setting, with daylight relatively earlier. Neither policy creates more daylight—the choice changes how daylight lines up with daily schedules.
What changes under each permanent policy?
In the United States, daylight saving time (DST) advances clocks by one hour from standard time. Permanent DST would keep that advanced setting all year. Permanent standard time would keep the standard setting all year. Both would eliminate the spring and fall clock changes; they differ in where daylight falls against clock time.

NIST explains that DST shifts an hour of daylight from morning to evening; ending DST shifts it back toward morning. The sun’s schedule does not change. Actual sunrise and sunset clock times vary with season, location, and time-zone boundaries. NIST’s daylight saving time rules and local-time FAQs explain the basic shift.
Would permanent daylight saving time mean darker mornings?
Yes, compared with permanent standard time: sunrise would appear one clock hour later, as would sunset. That can mean more light during after-work or evening activities, but less light for people who begin school, work, or travel early. The effect is most consequential in winter, when days are shorter.

The American Academy of Sleep Medicine (AASM) projected in a 2022 fact sheet that under permanent DST winter sunrise would be after 8 a.m. in much of the country and after 9 a.m. in some northern states. Those are AASM’s projections, not a universal time for every U.S. location. AASM’s 2022 fact sheet discusses the regional and school-travel concerns.
Which is better for sleep and health?
Why the AASM favors permanent standard time
The AASM’s 2024 position statement recommends year-round standard time. It argues that morning light is an important cue for the body’s circadian timing, and that keeping clocks an hour ahead year-round can push social schedules later relative to the sun. The Academy states: “Current evidence supports the adoption of year-round standard time, which aligns best with human circadian biology and provides distinct benefits for public health and safety.” This is the Academy’s policy position, not a government rule or a finding that every person will experience the same outcome. The AASM position statement appeared in the Journal of Clinical Sleep Medicine in 2024.

What a 2026 systematic review found
A systematic review by Aiste Steponenaite and colleagues, published in the European Journal of Epidemiology on February 21, 2026, assessed 157 studies from 36 countries, searching five databases through June 2025. The authors wrote: “This review indicates that transitions and living with DST (as opposed to Standard Time) during summer months are not uniformly detrimental; however, the evidence base remains limited and heterogeneous.” The review reports associations, not proof that a particular permanent U.S. policy will cause the same outcomes.

- When DST began: Studies were associated with increased acute myocardial infarction and fatal traffic accidents, and decreased crimes involving physical harm.
- When DST ended: Studies were associated with decreased all-cause mortality and workplace accidents, and increased crimes involving physical harm.
- DST compared with standard time during summer: The review found associations with decreased all-cause mortality and traffic accidents.
- Sleep and mental health: Standard time may be associated with shorter sleep duration in winter. The review found no clear, consistent psychiatric-outcome effects and said evidence on other sleep and circadian measures was limited.
These population-level patterns do not establish a universal health winner. The review emphasizes that geography and social context—including fixed school and work schedules—matter.
Does either option save more energy?
The cited sources do not establish a clear energy winner between permanent standard time and permanent DST. NIST says energy savings from DST remain debated. The United States extended DST in 2005 partly with energy reduction in mind, but that history does not show which permanent policy would use less energy today. Effects can vary with location, season, energy sources, heating and cooling needs, and when people are active. NIST’s FAQ notes the continuing debate.

What time policy does the United States use now?
As of 2026, most of the United States still observes seasonal DST. NIST lists the 2026 period as beginning March 8 at 2 a.m. local time and ending November 1 at 2 a.m. local time. In March clocks skip from 2 a.m. to 3 a.m.; in November the clock returns from 2 a.m. to 1 a.m., repeating that hour. The Department of Transportation oversees U.S. time rules.
Hawaii, American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands, and most of Arizona do not observe DST; the Navajo Nation does. NIST’s schedule documents the current rule and exceptions. A proposal or bill to make DST permanent is not the same as a change in force. See NIST’s 2026 schedule and geographic exceptions.

What did the 1974 permanent-DST trial show?
Congress enacted a two-year U.S. trial of permanent DST, starting January 6, 1974, during the energy crisis. AASM’s 2022 fact sheet recounts that support for the concept fell from 79% in a December 1973 survey to 42% in February 1974 after implementation; it identifies darkness during children’s winter school travel as the primary reason for opposition. Congress restored standard time during winter beginning in November 1974, after one winter. These historical figures describe that trial and period, not present-day public opinion or a definitive test of current health effects.
