The best free Jira alternative depends on where your team plans work: alongside a code repository, in a dedicated issue tracker, in a broader project-management tool, or on infrastructure you control. For teams using coding agents, check one more thing before switching: whether agent or AI features are actually included in the free plan.
Jira itself is still a viable no-cost choice for small teams: Jira Cloud Free allows up to 10 users and includes 2 GB of storage, with limits on permissions and other capabilities. The options below are a discovery shortlist, not seven like-for-like Jira replacements. Plan details here were checked against vendor pages on October 7, 2026, and can change.

How to choose a free Jira alternative
Start with the work your team needs to coordinate, not the label “project management.” A team that mainly triages bugs and links pull requests has different needs from one running sprints across several teams or coordinating product, design, and engineering.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Code-centric planning: Pick a tool that keeps issues and project views close to repositories, commits, and pull requests.
- Dedicated issue tracking: Look for a backlog and sprint workflow that fits your development process, then confirm how its free-plan caps affect growth.
- Broader project management: Consider this when engineering work needs to share a planning space with nontechnical teams; verify that the tool still offers the issue and sprint structure you need.
- Self-hosting: Consider it when infrastructure and data control matter more than a managed service. Account for setup, upgrades, backups, and administration as part of the cost.
“Free” may mean a meaningful but capped plan, not unrestricted use. Check the limits that matter to your team—such as users, issues, teams, file uploads, storage, automation, or compute—and confirm whether agent features are included, paid, or usage-based.

1. Linear: a dedicated tracker with agent features on Free
Linear is the clearest fit in this shortlist for a team that wants a focused issue-tracking product and wants to try agent capabilities without first moving to a paid tier. Its pricing page lists Free at $0 with unlimited members, two teams, 250 issues, and 10 MB file uploads. The same page lists the Agent platform and Linear Agent on Free. The 250-issue and two-team caps are important: unlimited members do not mean unlimited use of the plan.

2. GitHub Issues and Projects: plan work where the code lives
GitHub Issues and Projects suit teams whose work is already organized around GitHub repositories. The official feature page describes issues and projects connected to repositories, commits, pull requests, and deploys, and says all users have access to the free tier. That makes it a natural option when the team wants planning attached to repository activity rather than a separate tracker.

- Complete portfolio kit — not a laminated poster: magnetic dry-erase board, 660 status magnets with organizers, wooden easel, markers, eraser, and wall-mount hardware.
- Track up to 20 projects on one board for PMO, program, and executive reviews — status, risk, budget, and timeline without digging through spreadsheets.
- 660 color-coded status magnets for health, milestones, risks, and priority so the room can read the portfolio in seconds (on-track / at-risk / blocked).
- Large 44" × 22.5" frameless EVA magnetic whiteboard — big enough for standups and leadership reviews, portable between rooms (lightweight board; kit ships as a full package).
- Write owners, sponsors, budgets, dates, and risks on the dry-erase fields — one living portfolio view instead of a slide deck that goes stale.
The cited feature page does not establish specific free-plan caps or whether AI-agent features are included, so check the current plan details against your expected usage. See GitHub Issues and Projects.
3. GitLab: combine code management and CI/CD, but check project planning needs
GitLab Free includes source management and CI/CD, but its pricing page places Team Project Management on Premium. That distinction matters if your reason for leaving Jira is to get a full team-planning workflow at no cost: GitLab Free may be attractive for repository and delivery work without covering that specific project-management feature set.

- ENHANCED STRATEGY: Elevate your Project L experience with strategic goals that test your finesse.
- EARN CREDITS: Perform finesses to earn valuable credits and gain an advantage during your turn.
- EXPAND YOUR GAME: The Finesse expansion adds depth to Project L by introducing new ways to play and score points.
- COMPROMISE OR DEVIATE: Completing goals may require strategic compromises or deviations from your original strategy.
- FAST-PACED FUN: Enjoy the same fast-paced gameplay of Project L with added strategic depth.
The Free plan lists five users per top-level group, 400 compute minutes per month, and 10 GiB of adjustable storage. GitLab says AI features can be accessed through GitLab Credits; the cited information does not establish that they are included in Free. Review the current details on GitLab pricing.

ClickUp, Trello, and Asana appear in a secondary roundup of free Jira alternatives. That establishes them as candidates to investigate, not that their current free tiers provide a particular issue cap, sprint feature, integration, or AI capability. Treat them as broader work-management options and check each vendor’s official plan information before migrating.

- Hegemony is an asymmetric politico-economic card-driven board game for 2-4 players that puts you in the role of one of the socio-economic groups in a fictional state: The Working Class, the Middle Class, the Capitalist Class and the State itself.
- WILL YOU BE THE ONE TO LEAD YOUR CLASS TO VICTORY? Players have their own separate goals, they are all limited by a series of policies that affect most of their actions.
- INTRIGUE: You will decide how Hegemony plays out. Will you build alliances and negotiate to lead your class to victory, or will you resort to Machiavellian maneuvers to seal the fate of your enemies?
- MECHANICS: Hegemony is an asymmetric card-driven politico-economic game that makes use of mechanics like Resource Management, Hand Management, Voting and Variable Player Powers.
- ClickUp: Evaluate whether its work-management approach supports the engineering team’s backlog and handoffs.
- Trello: Check whether the board-oriented workflow provides enough structure for the team’s issue and sprint process.
- Asana: Consider whether shared planning across technical and nontechnical work is more important than developer-specific issue tracking.
The discovery list is from Atlassian’s roundup of free Jira alternatives. Its listing should not substitute for checking current official plan details.
7. Plane: investigate a self-hosted route
Plane appears in the same secondary roundup as a self-hosted option. Self-hosting can suit teams that prioritize control over where their project data runs, but it shifts responsibility for deployment and ongoing operations to the team. The available source does not establish Plane’s current free-plan limits or hosting terms, so verify both directly before choosing it.
Is Jira itself still a free option?
Yes. Atlassian’s current Jira Cloud plan information lists a Free plan for up to 10 users with 2 GB of storage. Free also has limits around permissions, roles, work-level security, audit logs, email notifications, apps, and advanced roadmaps. If the team fits within those constraints, staying on Jira may require less migration work than switching tools. See Jira pricing and Atlassian’s Jira licensing information.
Which free project tracker supports AI agents?
Among the verified plan details in this shortlist, Linear explicitly lists an Agent platform and Linear Agent on Free. Atlassian says Rovo is included on paid plans, not Jira Free; it also describes using an AI agent as an automation step on paid plans with Rovo enabled. GitLab says AI features can be accessed through GitLab Credits, which is not the same as establishing that those features are included in its Free plan. See Linear pricing, Jira pricing, and GitLab pricing.
Do not treat the word “agent” as a guarantee that a coding agent can automatically read, create, or update work items. Confirm what the product’s current agent capability does, what access it needs, and whether usage or plan restrictions apply before relying on it in a team workflow.
Quick Recap
How to make the switch without choosing on a misleading free-plan headline
- Write down the workflow you need: Include issue triage, backlog grooming, sprints, repository links, pull-request handoffs, and any cross-team planning.
- Check the current free-plan limits: Compare the caps that will affect your team, not just the number of seats. Confirm issue, team, storage or upload, automation, and compute limits where applicable.
- Verify agent access separately: Look for explicit free-plan inclusion, a paid-plan requirement, or a credits/add-on model. Confirm which actions agents can take and what permissions they require.
- Test with a representative slice of work: Use a small project or backlog to see whether the tool’s workflow and repository connections fit before committing to a full migration.
- Plan migration and administration: Account for moving issues and links, retraining the team, and—for self-hosted software—deployment, upgrades, backups, and ongoing maintenance.
