At its 57th meeting on 8 October 2026, the GST Council recommended process changes covering registration, refunds and enforcement—not a new round of rate cuts. The package proposes more automated portal decisions in specified cases, withdrawal of GST arrest powers by omitting section 69 of the CGST Act, and broader refund eligibility. These are recommendations, not proof that the law or procedures have changed; taxpayers should check for the required Acts, rules and notifications before relying on them.
What did the GST Council recommend?
The meeting took place in New Delhi under Union Finance and Corporate Affairs Minister Nirmala Sitharaman. The Ministry of Finance’s Press Information Bureau release dated 8 October 2026 says the 57th meeting focused on process reforms in registration, returns, refunds and adjudication, alongside trade facilitation and compliance streamlining. The previous, 56th meeting had focused on rate rationalisation.

The GST Council is a constitutional body established under the 101st Constitution Amendment Act, 2016. Its institutional account says decisions are generally made by consensus. A Council recommendation is not, by itself, an amendment to the CGST Act or an operational change to a GST portal process.

Not across the board. The release recommends automation in specified registration and refund processes, but does not describe a blanket faceless GST system. Some cases remain subject to exceptions, risk screening or evaluation.
#1 Best Overall
Registration changes
The Council recommended clearer requirements for registration documents and changes to the registration form. It also proposed automatic portal acceptance for many changes to registration details. A change to the principal place of business would generally be an exception; registrations under the Rule 14A route would have broader automatic acceptance. The release refers to an automatic Rule 14A route associated with an input-tax-credit pass-through threshold of ₹2.5 lakh per month.
Refund processing
The Council proposed system-based processing and sanctioning in phases for specified claims: excess balance in the electronic cash ledger, zero-rated supplies and inverted-duty-structure refunds. Acknowledgement would follow system verification. For certain acknowledged zero-rated refund claims, it recommended full automated sanction after adjustment of pending dues, subject to system risk identification and evaluation.
Automation here describes recommended steps for specified claims; it does not establish that every refund will be issued without review or that these procedures are already live.
What is proposed for GST arrest powers and prosecution?
The Council recommended “complete withdrawal of arrest powers under GST by omission of section 69 of CGST Act, 2017,” according to the Ministry of Finance’s PIB release. It also recommended raising the prosecution monetary threshold from ₹1 crore to ₹5 crore and changing several offence provisions.
Omitting section 69 requires statutory change. The meeting release records the recommendation; it does not establish that section 69 has been omitted or that the proposed threshold now applies. Check subsequent legislation and notifications before treating either proposal as current law.
How could GST refund eligibility change?
The recommendations would expand when accumulated input tax credit (ITC) can be refunded and alter how some credits are treated. The start dates below are dates stated in the Council’s recommendations, not confirmation that the provisions have taken effect.
Rank #4
| Refund issue | What the Council recommended | Date or condition stated |
|---|---|---|
| Inverted-duty-structure refund | Allow input-services ITC to qualify. | Credit availed on or after 1 November 2026. |
| Capital-goods ITC in zero-rated and inverted-duty cases | Allow refund, spread over 60 months. | Credit availed on or after 1 April 2027. |
| Zero-rated goods refund cap | Remove the cap linked to 1.5 times the domestic value of like goods. | No separate start date is stated in the release. |
| Minimum refund threshold | Apply the ₹1,000 minimum to the combined refund across CGST, SGST/UTGST and IGST. | No separate start date is stated in the release. |
Before applying these dates to a claim, check the applicable notification and rules: the release’s recommended dates do not alone establish the operative legal position.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat other compliance changes were recommended?
- Show-cause notices: a proposed minimum threshold of ₹10,000.
- General penalty: a proposed reduction in the maximum penalty under section 125 from ₹25,000 to ₹10,000.
- Interception of goods in transit: more specific authorisation and intelligence requirements.
- Quarterly payment option: an in-principle proposal for an optional Annual Return Quarterly Payment scheme for eligible businesses with turnover up to ₹5 crore that supply exclusively to unregistered consumers.
These are also recommendations in the meeting release, not a statement that the changes are already in force. The release reports policy parameters, not measured effects or savings for taxpayers.
Quick Recap
What should taxpayers and businesses do now?
- Separate proposals from current requirements. Continue to follow the applicable CGST Act, rules, notifications and portal procedures unless an official legal change or implementation notice says otherwise.
- For registration or refund matters, check the relevant official portal guidance. Do not assume a proposed automatic route applies to your case, especially where the principal place of business, eligibility conditions or system risk checks are involved.
- For arrest, prosecution or penalty questions, seek advice against the law currently in force. The Council’s recommendations alone do not change enforcement powers or thresholds.
- Track official enactments and notifications. The PIB release says FAQs are being issued, but an FAQ does not replace an amending Act, rules or notification where those are required.
