ERROR_QUOTA_LIST_INCONSISTENT is not, by itself, evidence that your drive is full or damaged. Microsoft defines Win32 error 621 (0x26D) as “The specified quota list is internally inconsistent with its descriptor.” Use the steps below to identify which program raised it, check whether disk quotas are involved, and give the right evidence to an administrator or software vendor. Microsoft’s documentation explains the error and related APIs; it does not establish five universal fixes.
1. Find out which program and action produced the error
Note the application or Windows component that displayed the message and what you were doing immediately beforehand. Record the complete text, any numeric or hexadecimal code, the affected drive if one is identified, and whether the error happens again.

- If it appeared during a particular app operation, include that operation when reporting the error.
- If the message was copied from a log or dialog, preserve the original wording and code rather than relying on the name alone.
- Do not assume the code identifies a specific Windows component or proves that the disk itself has a problem.
2. Check what the code actually means
Microsoft lists Win32 system error 621 as hexadecimal 0x26D and gives the description “The specified quota list is internally inconsistent with its descriptor.” See Microsoft’s system error code reference.
A related Windows quota API status, STATUS_QUOTA_LIST_INCONSISTENT, has a more specific API-level description: “The SidList parameter did not contain a valid, properly formed list.” That wording is documented for the NtQueryQuotaInformationFile function. These descriptions concern quota information passed to an API; they do not establish the cause of a particular error on your PC.

If a log shows a different hexadecimal or NTSTATUS value, preserve it. An application may report or wrap a status differently, so do not treat every message containing similar words as confirmed Win32 0x26D.
3. Determine whether disk quotas apply to the affected volume
Disk quotas are controls for tracking or limiting disk usage associated with file ownership and security identifiers (SIDs). A warning threshold and a hard limit are quota-policy settings; they are not the definition of a quota-list consistency error. Microsoft explains these concepts in its Disk Quota Limits documentation.
Therefore, do not infer that the volume is out of space, that a user exceeded a quota, or that the file system is damaged from this code alone. First establish whether the operation involved a volume where disk quotas are relevant and whether the error came from an app, service, or administrative task handling quota information.
4. Query quota entries without changing policy
If the affected volume is an applicable NTFS volume and you have permission to inspect it, an administrator can open Terminal or Command Prompt with suitable privileges and run a read-only quota query. Microsoft documents fsutil quota for Windows 11 and lists query and policy-changing operations in its fsutil quota reference.

- Open an elevated Terminal or Command Prompt if access to the volume requires administrator privileges.
- Run
fsutil quota query C:, replacingC:with the affected volume’s drive letter. - Save the output and note whether quota entries are shown or whether the command itself reports an error.
The query displays quota information; it does not repair an inconsistent list. Do not use modify, enforce, or disable as trial fixes: those operations change quota policy, and the documented error definition does not prescribe them as remedies. Avoid editing quota descriptors or running filesystem repair commands solely because this code appeared.
5. Send the evidence to the party responsible for the operation
If an application or service produced the error, provide its vendor or your system administrator with the exact message and code, the action that triggered it, the affected volume, and any quota-query output. The API documentation describes callers supplying quota information, so the software or administrator that initiated the operation may need to investigate how its SID list and descriptor were constructed. This is an inference from the documented API inputs, not a confirmed diagnosis for an individual computer.
For software developers investigating a caller they control, review how the SID list and quota descriptor are built and validate the buffers against the relevant API contract. Microsoft’s NtSetQuotaInformationFile documentation describes quota-setting buffer structure and behavior; it does not identify the root cause of an unrelated user’s error.
