There is no evidence here for a universal best VPS for Docker. DigitalOcean and Amazon Lightsail publish concrete low-cost VM bundles; Hetzner, Linode/Akamai, and Vultr remain plausible options, but current comparable pricing and Docker details are not established for all five. The available independent benchmark is a useful snapshot for three providers—not a head-to-head test of the full shortlist.

Use this guide to narrow the choice by workload and operating model. Prices and plan details below reflect provider pages reviewed October 7, 2026, where noted; verify volatile plan details and the target region before ordering.

What you are comparing: a VM or a managed container service?

A cloud VPS is a rented virtual machine. DigitalOcean calls its Linux VM a Droplet and describes it as a VPS; Hetzner also describes its cloud servers as virtual machines. On a general-purpose VM, you provision the operating system and manage Docker yourself unless the provider explicitly offers a managed alternative.

That distinction matters for AWS Lightsail: its VM bundles and its container service are different products. A managed container service can reduce some deployment work, but it does not provide the same general-purpose server access as a VM with Docker installed. Do not compare a container-service price with a VM price as though they buy the same thing.

How the five options differ for Docker workloads

Provider Docker workflow supported by the evidence Pricing and comparison status
Hetzner Cloud General-purpose VM for self-managed Docker; the cited plan information does not establish a Hetzner-managed Docker service. No like-for-like current plan price is established here. Public IPs are not automatically included; a Primary IP must be added for a public network interface. Check IP cost and the live plan selector.
DigitalOcean Droplets General-purpose Linux VM; DigitalOcean lists a preconfigured Docker 1-Click App. Official plan examples and billing terms are available below. Confirm the exact configuration because plan menus and prices can change.
Linode/Akamai Suitable to consider as a VM option, but current official Docker setup details are not established here. AIMultiple includes Linode in its 2026 benchmark, but a current official price and comparable plan details are not established here.
Vultr Current official Docker options are not established here. Current official plan pricing and comparable configuration details are not established here.
Amazon Lightsail Linux/Unix VM bundles can be used as general-purpose servers; AWS also offers a separate managed container service that accepts public-registry or custom images. Official Linux/Unix VM bundle examples and the distinct container-service pricing example are listed below.

This is a shortlist, not a verified ranking. In particular, do not fill the gaps for Linode/Akamai or Vultr with old comparison-table prices: instance shapes, transfer allowances, billing, and regional availability need checking against each provider’s current official information.

What the published VM prices actually buy

The following are specific provider-listed examples, not normalized estimates for an application. RAM, storage, transfer, CPU allocation, and included extras differ, so the lowest monthly number does not by itself identify the best value.

Provider and plan example Price and included resources Billing or comparison caveat
DigitalOcean Basic $6/month for 1 CPU, 1 GiB memory, 25 GiB storage, and 1,000 GiB bandwidth; $24/month for 4 GiB memory, 80 GiB storage, and 4,000 GiB bandwidth; $48/month for 8 GiB memory, 160 GiB storage, and 5,000 GiB bandwidth. DigitalOcean pricing page reviewed October 7, 2026. DigitalOcean also says bundled plans start at $4/month; that starting figure is not the same configuration as the $6 example. Bundled Droplets are billed per second with a 60-second minimum and capped at the monthly price. v5 resource-configured Droplets do not have that monthly usage cap.
Amazon Lightsail Linux/Unix bundles $5/month for 0.5 GB memory, 2 vCPUs, 20 GB SSD, and 1 TB transfer; $7/month for 1 GB memory, 2 vCPUs, 40 GB SSD, and 2 TB transfer; $12/month for 2 GB memory, 2 vCPUs, 60 GB SSD, and 3 TB transfer. AWS pricing page reviewed October 7, 2026. Lightsail bundles hourly charging up to the plan’s monthly maximum. Allowances and bundle variants can differ by operating system and IP type; check the exact plan and region.
Hetzner Cloud Not stated as a current like-for-like plan price in the cited materials. Hourly billing is subject to a monthly cap, but a server continues to be billed while powered off until deleted. Add the cost of a Primary IP when a public interface is needed.
Linode/Akamai and Vultr Not stated as current official comparable plan prices in the cited materials. Check current official plan specifications, transfer and overage terms, public IP pricing, and billing behavior before comparing.

DigitalOcean says inbound bandwidth is free and each Droplet includes outbound transfer according to its plan; its pricing page says plan allowances start at 500 GiB/month. The particular Basic examples above list their own bandwidth figures. Treat the allowance on the exact selected configuration as the relevant one.

Lightsail’s managed container service is a separate cost

AWS documents container-service cost as the selected power multiplied by node scale. Its example is $40/month for a medium power at scale one node, or $120/month at scale three. AWS documentation reviewed October 7, 2026. This is a managed container-service example, not a price for the Linux/Unix VM bundles in the table.

What the available benchmarks show—and do not show

AIMultiple’s August 12, 2026 benchmark reports roughly 1,200 automated tests per server across CPU, memory, disk I/O, and network, using sysbench, fio, and speedtest-cli. It says the compared plans were shared 4-vCPU/8-GB configurations with no extras or services added. The values below are that publisher’s results and prices, not tests conducted by this article’s author.

Provider in AIMultiple’s test Price reported by AIMultiple CPU events/sec Memory write Random read Sequential read/write Network download/upload
Hetzner $18.59/month 14,493 (±35) 5,423 MiB/sec 59,558 IOPS 3,728 / 3,013 MB/sec 1,811 / 1,689 Mbps
Linode $48/month 6,133 (±150) 2,836 MiB/sec 71,068 IOPS 8,187 / 4,983 MB/sec 1,603 / 1,145 Mbps
DigitalOcean $48/month 3,408 (±174) 4,400 MiB/sec 54,295 IOPS 2,298 / 350 MB/sec 1,673 / 1,172 Mbps

These results are useful as workload clues, not a universal ranking. The top figure differs by dimension: Hetzner leads the listed CPU and network results, Linode’s listed random-read and sequential-read/write results are higher, and DigitalOcean’s listed memory-write result is higher. The listed prices and test conditions belong to AIMultiple’s benchmark snapshot; they are not interchangeable with the current provider plan examples above.

The displayed benchmark comparison does not include Vultr or Lightsail, even though AIMultiple reports testing six providers. It cannot establish long-run availability, performance in a different region or on another plan, or results for a developer’s own container workload. Shared-CPU contention, storage behavior, application mix, concurrent load, and network path can change observed performance.

How to choose for your own Docker setup

Choose a VM when control and portability matter

A VM running Docker gives you control over the host and lets you operate containers with the tooling you choose. It also leaves more operational work with you: operating-system patching, firewall rules, backups, monitoring, scaling, and recovery. DigitalOcean’s preconfigured Docker app can simplify initial setup, but it remains a Droplet rather than a managed container platform.

Consider bundled pricing when a predictable bill matters

Lightsail’s VM plans bundle compute, memory, SSD storage, and transfer, while DigitalOcean’s bundled Droplets have a monthly cap. Compare the exact resource bundle with your minimum viable workload, then check the transfer allowance, IP assumptions, and any backup or storage add-ons. A low entry price is only useful if the included memory and transfer fit the service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate performance against the bottleneck you have

For CPU-heavy builds or batch jobs, compare CPU results and whether the plan uses shared or dedicated resources. For database or image-processing workloads, inspect memory and storage behavior as well. The AIMultiple snapshot gives distinct measurements rather than one overall score; use those as a reason to test the specific application, not as a substitute for it.

Choose region before treating benchmark numbers as predictive

Place the VM near the users, services, or data it must reach. Latency and throughput depend on region and network path, and a benchmark from another setup may not predict them. Hetzner documents cloud server locations in the USA, Singapore, and Europe; confirm current regional availability for every provider and plan you are considering.

Calculate the real monthly cost, not just the VM line item

Before committing to a production Docker host, price the same workload across providers with the full bill in view. Depending on provider and configuration, the following items can change the comparison:

  • Public IPv4 or other public IP charges, especially when the selected plan does not include a public address.
  • Backups, snapshots, and attached volumes beyond the base disk.
  • Outbound transfer included in the plan, what counts toward it, and overage charges.
  • Billing when an instance is powered off, deleted, or used only for a short-lived development environment.
  • The CPU allocation and whether resources are shared or dedicated.
  • Region-specific plan availability and network performance.

For short-lived environments, read the billing rule closely: DigitalOcean documents a 60-second minimum for per-second Droplet billing, with different monthly-cap treatment for bundled and v5 configurations. Hetzner continues charging for a powered-off server until deletion, subject to its monthly cap. Lightsail’s hourly charge is capped at the bundle’s monthly maximum.

A practical decision

  • Start with DigitalOcean if a VM with an available Docker 1-Click App and clearly listed Basic configurations fits your resource needs.
  • Consider Lightsail if you want a small Linux/Unix VM with a bundled monthly maximum; consider its container service separately if a managed deployment model is more important than general-purpose VM control.
  • Investigate Hetzner if you want a self-managed VM and can verify a suitable current configuration, regional fit, and the added public-IP cost.
  • Include Linode/Akamai in a performance comparison if its current plan and target region fit; AIMultiple has benchmark data for one tested configuration, but current official pricing needs separate confirmation.
  • Keep Vultr on the shortlist only after checking its current official details for plan resources, Docker workflow, transfer, billing, and target region.

For any provider, launch a representative instance and measure the actual container workload before standardizing on it. Record the exact plan, region, test duration, workload, and billing assumptions so that performance and cost comparisons remain meaningful.
