Transfer failures in Skype for Business are one of those issues that look simple—until you see how many layers can break: client state, call routing rules, Enterprise Voice, and SIP/Media reachability. The good news is most transfer errors trace back to one of a few predictable categories.

This guide gives you four concrete ways to fix errors in transfer on Skype for Business (2024). You’ll find step-by-step checks for end users and separate, IT-focused diagnostics for when the problem is server-side.

As an Amazon Associate I earn from qualifying purchases.

Use the methods in order. Stop as soon as your transfer works, and note the exact wording of the error message and the call scenario (internal user, PSTN number, conference, or group).

Why transfer errors happen in Skype for Business

Skype for Business call transfer relies on a clean client session plus correct routing for the target you’re transferring to. If routing can’t be completed, the client typically reports a generic transfer failure.

Common root causes include stale authentication, a broken call-control state in the client, target number formatting issues, call delegation/forwarding conflicts, or enterprise voice components (like Mediation Server or SBC) rejecting the transfer.

What you need before troubleshooting

Before you change anything, gather a few details. This shortens the time from “it doesn’t work” to “it’s fixed.”

  • Exact error text (copy it, or write it down)
  • Call type: internal-to-internal, internal-to-PSTN, PSTN-to-internal, or conference transfer
  • Transfer type: blind transfer (immediate) vs attended transfer (consult first)
  • Target identity: SIP address, phone number, distribution group, or Response Group
  • Your client: Skype for Business (Windows desktop), and whether you’re on the latest available update for 2024
  • Network condition: office LAN, VPN, or home connection; any proxies or firewalls

If you’re an admin, also capture: approximate time of failure, user account UPN, and whether it happens for all callers or only specific numbers.

How to fix transfer errors (4 proven methods)

These four methods cover the most frequent causes. Each one is designed to either resolve the issue quickly or narrow it down to a specific layer.

1) Restart the client and remove local causes (cache, add-ins, stale sign-in)

Local client state issues are the fastest to check. A stale session can cause transfer flows to fail even when basic calling works.

Start with a clean restart, then remove common local inhibitors.

  1. Quit Skype for Business completely (not just minimize it).
  2. Restart your computer.
  3. Launch Skype for Business and sign in again.
  4. Try a simple internal blind transfer first (transfer to another user inside the same tenant).
  5. If you use plugins or add-ins (including call recording integrations), temporarily disable them and retest.
  6. If the issue persists, clear the local client cache by following your organization’s standard “client reset” procedure (some deployments use the built-in cache folder cleanup; your IT team may have a supported method).

What to look for: If internal transfers work after the restart but PSTN transfers still fail, you can skip ahead to the routing/policy checks.

2) Verify the transfer target, call type, and presence/availability

Many “transfer failed” cases are really target-validation issues. Skype for Business can’t complete the transfer if it can’t resolve the target into a valid routing path.

Use these checks to confirm the transfer target is resolvable and the call type is supported.

  1. Confirm the target user is reachable and has the correct presence state (at least available or do-not-disturb is handled by policy).
  2. For phone-number transfers, ensure you’re using the correct digits and format your org expects (for example: include country code when required).
  3. Test transfers in this order:
    • Internal user transfer (best-case baseline)
    • Transfer to another internal user’s extension
    • Transfer to a PSTN number you’ve previously called successfully
  4. If you’re transferring to a Response Group or a distribution group, confirm it’s configured for voice routing and isn’t blocked by policy.
  5. Try both blind transfer and attended transfer. Some environments support one method but not the other for certain call scenarios.
  6. If you’re on VPN, temporarily switch to a more stable network (office or known-good Wi‑Fi) and retry the same transfer.

What to look for: If transfers succeed for internal users but fail for specific numbers, the problem is usually number normalization, routing, or PSTN constraints—not your client.

3) Check your call control features and routing policies (forwarding, delegation, Response Groups)

Transfer errors can be caused by how Skype for Business decides where to send the call—especially when forwarding, delegation, or hunt groups are involved.

These steps target the most common policy conflicts.

  1. Verify whether you have call forwarding enabled for the relevant scope (simultaneous ring, call forwarding rules, or delegation).
  2. If calls to you are forwarded to another endpoint, test whether transferring into that endpoint works or triggers a loop.
  3. Check delegation settings. If your delegate configuration is out of sync, attended transfers can fail when the delegate is offline or not authorized.
  4. For Response Groups, confirm the queue exists and is associated with the correct service (and that your account has permissions to route to it).
  5. If you use team call handling or shared lines, test transfers while making a call that comes from the same routing domain as your failing calls.
  6. Try the transfer while setting your own presence to a simple state (e.g., Available) to rule out policy blocks tied to your presence.

What to look for: If attended transfers fail but blind transfers succeed (or vice versa), the most likely cause is routing rules or call control permissions on the target.

4) Troubleshoot server-side routing and Enterprise Voice constraints (for IT admins)

When client restarts and target validation don’t solve the issue, transfer failures often originate in Enterprise Voice configuration: SIP routing, Mediation Server reachability, PSTN policy, or SBC interoperability.

This method is written for IT and UC support teams, but it also helps end users describe the problem accurately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with scope: Does the issue affect only one user or many? Only PSTN transfers, or also internal transfers? Those answers determine where you look first.

  1. Confirm affected call scenarios
    • Internal user-to-user transfers
    • Internal to PSTN transfers
    • PSTN to internal transfers
    • Conference transfers
  2. Check sign-in health and topology basics
    • Verify the user is enabled correctly for Enterprise Voice (if applicable).
    • Validate policies tied to PSTN usage and call transfer behavior.
    • Confirm Mediation Server and SBC reachability from the client network and from the server side.
  3. Review SIP tracing / server logs
    • Capture the SIP error codes around the transfer attempt.
    • Correlate the timestamp with client event logs if your environment supports it.
  4. Validate numbering and normalization
    • Confirm dial plans and voice route patterns match the numbers being transferred.
    • Check whether the failing numbers require a different country code or prefix.
  5. Examine policy constraints for groups and Response Groups
    • Confirm the target group is configured for voice and not restricted for transfer-only scenarios.
    • Verify hunt/queue settings aren’t rejecting the transferred leg.
  6. Test with a controlled user
    • Repeat the transfer with a known-good account.
    • If it works for the test account, focus on user-level policy, group membership, and forwarding/delegation rules.
  7. Apply known fixes cautiously
    • If Microsoft updates or UC platform hotfixes have recently changed SIP/transfer behavior, confirm you’re on the recommended cumulative update baseline for your deployment.
    • Track what changed during the period you noticed failures (network change, SBC firmware, dial plan edit, Response Group change).

What to look for: Specific SIP failures (like routing rejections or unreachable destinations) almost always point to dial plan/voice route, SBC/mediation path, or policy authorization—not the user’s local device.

Common error messages and what they usually mean

Exact wording varies by client build and server response. Still, patterns show up often.

When none of the fixes work

If you’ve tried the four methods and the issue still occurs, treat it like a structured case instead of random clicking.

  1. Reproduce consistently: try the same transfer 3–5 times, from the same call type and target, and record timestamps.
  2. Reduce variables: switch between blind and attended transfer, and switch target from internal user to PSTN number.
  3. Use a second device: try the same account on another PC or in a clean environment (if your org allows).
  4. Compare accounts: if possible, test with another user who has similar permissions and voice configuration.
  5. Escalate with evidence: include error text, call scenario, timestamps, and whether SIP tracing shows a specific rejection reason.

If your environment is undergoing voice infrastructure changes (SBC, dial plans, or Response Group edits), ask for the change log around the first day the failures appeared.

Prevention checklist for future transfer stability

Once you get transfers working, lock in the conditions that made it possible. These are low-effort checks that prevent repeat issues.

  • Keep Skype for Business updated to your organization’s supported build baseline for 2024.
  • Standardize how users enter PSTN numbers (country code + correct formatting rules).
  • Document which queues/Response Groups support transfer and under what conditions.
  • Review call delegation and forwarding changes after every policy update.
  • For admins: monitor SIP routing errors and SBC/mediation health alerts tied to transfer attempts.

FAQs

Why do internal transfers work but PSTN transfers fail?

That usually points to dial plan, voice route, or Enterprise Voice policy constraints for outbound calling. The client can place internal SIP calls, but can’t route the transferred PSTN leg.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What’s the difference between blind and attended transfer for troubleshooting?

Blind transfer sends the call immediately without a consult leg. Attended transfer involves a consult step, which often triggers additional permission checks (delegation, presence-based routing, or Response Group behavior).

Does restarting Skype for Business fix transfer errors?

Often, yes—if the issue is caused by a stale sign-in session or broken local call-control state. If the same target keeps failing after a restart, focus on target formatting, policies, or server-side routing.

Can VPN cause Skype for Business transfer failures?

It can. VPN can break SIP signaling or media reachability depending on split tunneling and firewall rules. If internal calls work but transfers fail on VPN, test from an alternate network and check network policies with IT.

Is Skype for Business still supported in 2024?

Many organizations still run it during long migration timelines, but Microsoft support status and update availability depend on whether you’re on-prem or online. Your internal IT team should confirm your supported patch baseline and any migration/retirement constraints.

Bottom Line

Most Skype for Business transfer errors fall into four buckets: local client state, target/presence validation, call-control and routing policy conflicts, or server-side Enterprise Voice routing constraints. Work through the methods in this order and you’ll usually find the cause fast.

When you escalate, include the exact error message, transfer type (blind vs attended), call scenario, and timestamps. That evidence turns a vague “transfer failed” report into an actionable fix.
