3GPP AT commands and Android Developer options are different tools at different layers. AT commands are a standardized text-command interface for supported mobile-equipment functions; Developer options is a screen in Android Settings for configuring debugging, profiling, and other system behaviors. Turning on USB debugging enables ADB communication—it does not make Developer options a general-purpose AT-command console.
What are 3GPP AT commands?
3GPP TS 27.007 is titled “AT command set for User Equipment (UE)”. It defines commands that terminal equipment can use, through a terminal adaptor, to control supported functions of mobile equipment and network services. A command is sent as text over a supported terminal-to-device interface, and the device returns a response.
The standard is maintained under change control, and the 3GPP portal associates it with multiple radio generations, including 2G, 3G, LTE, 5G, and 6G. That scope describes the specification, not a promise that every phone implements every command or exposes an AT-command port to its owner. Specific command details also depend on the specification release and device implementation.
What are Android Developer options?
Android Developer options is a Settings screen, not a telecom command language. Android Developers describes it as a place to configure system behaviors that help profile and debug app performance. Examples include USB debugging, bug reports, visual feedback for taps, and GPU-related settings. Options available can differ by Android version and device.

How to enable the screen
On Android 4.2 and later, Developer options must be enabled; on Android 4.1 and earlier, Google says it is available by default. The usual method on newer devices is to locate Build number in Settings and tap it seven times, then return to Settings. The exact menu name and location vary by manufacturer and Android version. Google’s current instructions are in Configure on-device developer options.

Does USB debugging give ADB access to AT commands?
No—not by itself. Google documents USB debugging as the way Android Studio and SDK tools communicate with an Android device through ADB. Its documentation also describes Wi-Fi debugging on supported versions. Neither path is described as a universal way to reach a cellular modem’s AT interface. ADB, Developer options, and modem AT commands are related only in the broad sense that developers or technicians may use them for diagnosis; they are not interchangeable interfaces.

How to decide which one you need
- To debug or profile an Android app: use the relevant Android Developer option and, if needed, the ADB workflow documented by Android.
- To send a modem or mobile-equipment AT command: check the documentation for the exact device or modem and confirm that it supports and exposes the required interface and command.
- If you only enabled Developer options: that action alone does not establish that an AT port is available. Do not assume a generic ADB command, cable, or adapter will expose one.
Why command examples need a version and device
The archived 3GPP TS 27.007 Release 1999 text provides historical context for the terminal-equipment and terminal-adaptor model and for command syntax, including test and read forms where applicable. It is not a substitute for the current specification release or the device maker’s documentation when deciding whether a particular command works. A valid command in one implementation may be unsupported or behave differently on another.
