There is no objectively settled “best” RPG combat system: the right one depends on whether you want tactical planning, precise action, flexible builds, or some mix of all three. This ranking weighs meaningful choices in encounters, responsiveness, party and build agency, enemy variety, and how well combat rewards learning without becoming a chore. It spans turn-based and action RPGs, so the order reflects the breadth and depth of each game’s combat—not a claim that one style suits every player.
How to read this ranking
RPG combat styles ask for different skills. A 2020 qualitative study of player discussions found that participants tended to associate real-time combat with physical skill and quick thinking, and turn-based or real-time-with-pause combat with tactical depth. Those are reported perceptions, not universal rules: the study also found that players often did not explain why they liked particular systems. Its examples included Dark Souls, Tales, Ys, and Xenoblade for real time; Divinity: Original Sin, turn-based Final Fantasy games, XCOM, and Dragon Quest for turn-based play; and Baldur’s Gate, Dragon Age, and Might & Magic for real-time-with-pause. The study’s discussion of combat-style preferences is useful context, not a scoreboard.

GamesRadar describes Dragon Quest XI S as approachable, turn-based RPG combat. Its place here recognizes the value of clarity: turn-based encounters let players consider their next move rather than demand fast input. It is a good fit for someone who wants a familiar, legible format, though the available descriptions do not support a more detailed claim about its tactical mechanics.

9. Persona 5 Royal
GamesRadar identifies Persona 5 Royal as an expanded version of Persona 5, while Plarium characterizes its combat as stylish and turn-based. That combination earns it a spot for players who value a strongly presented turn-based experience. The sources establish the broad style, but do not provide enough mechanic-level detail to rank its tactical options more finely.
8. Final Fantasy XVI
TechRadar describes Final Fantasy XVI as action-oriented rather than turn-based, with cinematic set-piece battles. It offers a distinct alternative to menu-driven turns: the appeal is action execution and spectacle. That focused identity makes it a worthy entry, although the available comparison does not establish the breadth of its systems relative to the more tactically varied games above it.
7. Horizon Forbidden West
In TechWiser’s description of Horizon Forbidden West, combat rewards targeting machine components to strip armor or disable weapons, alongside the use of elemental loadouts. That makes encounters about more than simply attacking until an enemy falls: choosing a target and preparing an appropriate approach matter. It is an open-world action RPG, rather than a representative of every RPG combat tradition, and earns its place through enemy-specific preparation.

Rank #2

- The Anniversary Edition includes a pixel character sticker sheet.
- Universally updated 2D pixel graphics, including the iconic FINAL FANTASY character designs created by Kazuko Shibuya, the original artist and current collaborator.

6. Dragon’s Dogma 2
Dragon’s Dogma 2 makes physical interaction with enemies part of its appeal. TechWiser notes that players can grab and climb large monsters to attack weak points, and that Pawn companions fight independently. TechRadar highlights the choice among archetypes such as an archer or sword user. The result is a combat identity built around vocation choice, large foes, and companions acting alongside you—not just selecting an attack from a menu.
5. Divinity: Original Sin 2
GamesRadar calls Divinity: Original Sin 2’s combat rewarding and notes its co-op play. It also belongs to a broader family of turn-based games often mentioned positively in the 2020 player-discussion study. Those sources support its tactical appeal and cooperative option, but do not establish a single best ranking or prove that every player values the same aspects. It sits in the middle of this list because it represents the considered, turn-based side of RPG combat particularly well.
4. Elden Ring
Plarium identifies Elden Ring as an action RPG for fans of Soulslike combat, and TechRadar points to customizable playstyles and challenging bosses. Its strengths, by those criteria, are the interplay between build choices and demanding encounters: players must adapt their approach rather than assume one setup solves everything. It ranks high for action players who want combat to test timing and preparation.
Rank #3
- Total Warfare Edition includes additional playable characters, mini-games, and content previously available as DLC
- Combines roguelike-style deckbuilding with turn-based SRPGs for a brand-new experience
- Over 100 cards to collect and build a deck with, all with unique designs
3. Baldur’s Gate 3
Baldur’s Gate 3 uses turn-based combat and Dungeons & Dragons mechanics. TechRadar emphasizes its improvisational spirit and creative ways to approach encounters. That combination makes its combat a strong choice for players who prefer evaluating a situation and trying a plan over relying on reflexes alone. Party composition and situational problem-solving are central to its appeal, placing it near the top for tactical agency.

2. Dark Souls
Dark Souls is one of the real-time RPG examples that appeared commonly in the 2020 study’s discussion of player preferences. The study supports its relevance to conversations about action combat, but does not explain in depth why participants liked it or establish it as a universal favorite. Its place here recognizes the action-combat tradition it represents: the key contrast in this list is between encounters that ask for immediate execution and those that give players more time to plan.
1. Divinity: Original Sin
Divinity: Original Sin is among the turn-based examples commonly mentioned positively in the 2020 player-discussion study. It takes the top position in this editorial ranking for representing the appeal of tactical combat: a turn structure gives room to weigh choices and plan an encounter rather than making speed the central test. The study does not establish that it is objectively the best, nor does it deeply explain respondents’ preferences; this ranking treats it as the strongest fit for a list prioritizing tactical decision-making.
