CEO Josh Foulger told EE Times on November 18, 2025 that backward integration should improve cost and quality control. The plan fits India’s broader push to raise domestic electronics value addition, but the interview describes a forward-looking strategy—not independently verified results.
What Zetwerk says it is changing
EMS typically covers activities such as sourcing, printed-circuit-board assembly, testing and production management for another company’s product. Zetwerk’s stated direction is to add more upstream component capability and more product-design expertise to that manufacturing base.
“Our next step is backward integration into components, which is critical for cost and quality control,” Foulger said in the EE Times interview. He also described investment in design solutions and said the intended balance is manufacturing, component integration and design. “These initiatives will take time,” he added, so the five-year horizon should not be read as evidence that the full capability is already operating.
Why components matter
Buying more inputs locally or making them within the group can reduce exposure to imported parts, currency movements, shipping delays and supplier changes. It can also give a manufacturer tighter control over tolerances, testing and quality feedback. Those benefits are strategic aims; the sources do not establish Zetwerk’s eventual savings, yields or product-level localization.

The design layer
Design-for-manufacturability can connect engineering decisions with factory realities: component choices, test access, assembly sequence and supply availability. Zetwerk presents design solutions as an addition to manufacturing and integration rather than a replacement for EMS.
What Zetwerk already offers
On its electronics capabilities page, Zetwerk describes a service range spanning EMS, component manufacturing, design-for-manufacturability, supply-chain management and testing. The company lists consumer and industrial applications including wearables, telecommunications, displays, appliances, IT hardware and automotive electronics. These are the company’s capability descriptions, not an independent audit of every service or product category.
A blended, multi-region supply chain
Foulger told EE Times, “At Zetwerk, we already follow what we call a blended supply chain.” The interview says Zetwerk has factories in the United States, Europe and India, alongside suppliers in multiple regions. That model can combine local production with geographic redundancy, rather than requiring every part of a product to come from one country.

Reported antenna localization
In the same interview, Foulger said Zetwerk had announced antenna manufacturing and localized up to 65% to 70% for domestic consumption and exports. This is an attributed company claim reported by EE Times, not an independently measured or audited localization result. The statement also does not specify a single product, bill of materials, accounting method or continuing rate.
Concrete capacity: the Chennai facility
A March 15, 2025 Zetwerk announcement said its new Chennai facility would produce control boards for appliances and IT hardware. The site was announced with five surface-mount technology (SMT) lines, and Zetwerk projected approximately 1,200 employees when the facility reached full capacity.
Those details show a specific manufacturing expansion, but they do not by themselves demonstrate component ownership or achieved output. SMT lines assemble electronic components onto circuit boards; that activity is part of electronics manufacturing and should not be conflated with making the components themselves.

How India’s ECMS changes the context
India’s Electronics Components Manufacturing Scheme (ECMS) provides the policy backdrop. In an October 27, 2025 release, the Government of India announced a first batch of seven approved projects.

ECMS and Zetwerk’s component strategy address the same broad problem—raising domestic value addition—but the reviewed announcements do not establish that Zetwerk is one of the seven ECMS beneficiaries. Policy targets must therefore be kept separate from Zetwerk’s corporate plans.

More value than assembly alone
Assembly can be scaled, but upstream components and engineering know-how can capture more of a product’s value and create stronger customer lock-in. They also give manufacturers a role earlier in the product-development cycle.

Control over cost, quality and supply
Backward integration can shorten feedback loops between a factory and its inputs. It may help a company qualify alternatives faster or tailor components to a customer’s design, although those outcomes depend on execution, volume and certification.
Resilience across regions
India-based capacity combined with factories and suppliers elsewhere can support customers that need both domestic production and continuity during logistics or geopolitical disruptions. A multi-region footprint is not the same as complete localization; it is a way to balance resilience and sourcing flexibility.

For an electronics buyer or partner, the practical diligence questions are which components Zetwerk makes in-house, which remain sourced, what design ownership and intellectual-property terms apply, where testing occurs, and whether quoted capacity is installed, qualified and producing at the required volume.

What the strategy could mean for India’s electronics chain
If executed, Zetwerk’s approach would place one EMS provider across more stages of the chain: component sourcing or production, board and product assembly, testing, supply-chain coordination and selected design work. That could simplify vendor management for customers and support higher local content. It could also increase capital requirements, process complexity and the need for specialist engineering and quality systems.
The evidence available today supports a strategic shift and several announced facilities and targets. It does not support declaring that Zetwerk has already completed backward integration or that India’s ECMS projections have become operating results.
