Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →A 403 means a request was rejected, but it does not identify one universal YouTube streaming problem. First determine whether the response came from a YouTube API request or from FFmpeg’s RTMP(S) publishing connection. Then check the matching cause: channel eligibility and account permissions for API errors; current stream key, destination URL, and transport settings for encoder startup failures. A codec or bitrate adjustment will not fix an authorization rejection.
First identify which operation returned 403
Keep the full FFmpeg command and verbose output, but redact the stream key before sharing either. Look at the surrounding log lines to establish what FFmpeg was doing when the error appeared:

- YouTube API operation: An HTTP 403 associated with an API request can indicate insufficient permissions, live streaming not enabled, rate limits, or a restriction on modifying or binding a stream resource. The right remedy depends on the API error detail and the operation that failed.
- RTMP(S) publish attempt: If FFmpeg is connecting to YouTube’s ingest server and publishing media, investigate the endpoint, key, and transport. Do not assume that an occurrence of the text “403” in a log has the same meaning as a documented YouTube API 403.
If the log does not make the failing layer clear, inspect the complete error context before changing settings. A new stream key may help an encoder-start problem, but it is not a general fix for API authorization or resource-state errors.

Check the channel and account when an API request is rejected
Live streaming eligibility
If the API error detail is liveStreamingNotEnabled, Google defines it as the authorizing user not being enabled to stream live video on YouTube. Check the channel’s live-streaming eligibility and settings, and look for account or channel restrictions. Changing FFmpeg’s resolution or buying streaming equipment will not enable a channel to stream.

Permissions for the requested action
If the detail indicates insufficient live permissions, verify which Google account authorized the API request and whether it has the permissions required for that specific operation. A channel owner’s permissions and the authorization granted to an API client are not interchangeable assumptions; check the account and requested action rather than repeatedly changing the encoder.
Resource state, rate limits, and operation constraints
Other API 403 conditions can involve rate limits or restrictions on binding, modifying, or changing a broadcast or stream resource. Read the error detail together with the method being called and the resource’s current state. YouTube documents that some stream properties cannot be changed after creation and that some operations are unavailable in particular states. Follow the constraint for that operation; resetting a key does not resolve every resource-state error.

Refresh and verify the stream key and destination
Get the current key from Live Control Room
For a third-party encoder that will not start, YouTube’s guidance is to get a new stream key in Live Control Room and update the encoder. YouTube says, “You’ll create a stream key in YouTube, and then enter it into your encoder.” A channel owner or manager is needed to reset the key. After a reset, replace the old value everywhere FFmpeg obtains it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsTreat the key like a password. Do not publish it in a command screenshot, issue report, shell history shared with others, or unredacted log. If it has been exposed, reset it and update the encoder configuration.

Copy the endpoint and key for the intended stream
Copy the current stream URL and key for the live stream you intend to use. Check for a stale endpoint from an older scheduled stream, leading or trailing whitespace, a key that was reset but not updated, and URL/key values entered in the wrong fields.
FFmpeg configurations differ in how the destination is assembled. Some take the server URL and stream name separately; others use a combined form such as STREAM_URL/STREAM_NAME. Confirm which form your command expects. Do not append the key twice or place it in a field intended for the server URL.

Validate RTMPS transport settings if you use RTMPS
RTMPS is RTMP over TLS. Google’s RTMPS guidance specifies port 443 and requires the server hostname for authentication through SNI. If the log points to a TLS, SSL, or connection problem, check these details:
- The destination uses the correct RTMPS protocol and hostname, not an unrelated or mistyped server name.
- The connection targets port 443.
- The TLS client sends the hostname through SNI; some custom connection setups can omit it.
- The connection is not accidentally using cleartext RTMP when RTMPS is expected, or using an SSL configuration that conflicts with the chosen endpoint.
These are transport checks, not proof that every 403 is caused by TLS. If the request is being rejected for an API permission or channel-eligibility reason, changing the RTMPS hostname will not fix it.

Check encoder format and stream health after the connection is accepted
Once the connection reaches YouTube, use YouTube’s encoder recommendations and the Live Control Room stream-health feedback to diagnose format or quality warnings. YouTube lists RTMP/RTMPS as encoder protocols; supported video choices include H.264, H.265/HEVC, and AV1. It recommends constant bitrate (CBR), AAC or MP3 audio, and a keyframe interval of 2 seconds, not exceeding 4 seconds.
- Unsupported audio codec: Use an audio codec supported by YouTube’s listed recommendations, such as AAC or MP3.
- Keyframes too far apart or open GOP: Adjust the encoder’s keyframe/GOP configuration to match YouTube’s guidance and the health warning.
- Insufficient incoming video: Check that FFmpeg is actually sending video, that the input is progressing, and that the chosen encoding settings are valid for the source.
- Bitrate or other health warning: Use the specific warning shown in stream health to guide changes; a general 403 message alone does not establish a bitrate fault.
Test with representative audio and video motion, then monitor stream health. These format checks can resolve ingest and quality problems, but they do not substitute for fixing a genuine permission rejection.
Common symptoms and the next check
| What the error context shows | Likely area to investigate | Next action |
|---|---|---|
API detail is liveStreamingNotEnabled |
Channel live-stream eligibility or restrictions | Check channel settings and eligibility. |
| API detail indicates insufficient live permissions | Authorizing account or permissions for the requested API action | Verify the account and its authorization for that operation. |
| Third-party encoder fails to start; key may be stale | Key mismatch, key reset, or outdated encoder configuration | Get the current key in Live Control Room and update FFmpeg. |
| Endpoint appears wrong or key is not accepted | Old URL, whitespace, reversed fields, or incorrect combined/separate URL format | Copy the current stream settings and confirm how the command expects them. |
| TLS/SSL or connection issue while targeting RTMPS | Protocol, hostname, port, TLS, or SNI configuration | Verify the RTMPS endpoint, port 443, and hostname/SNI behavior. |
| API reports a resource cannot be bound or modified | Resource state or operation constraint | Check the resource’s state and the API method’s documented constraints. |
| Connection works but stream health shows warnings | Codec, keyframe/GOP, bitrate, or missing input | Address the specific health warning using YouTube’s encoder recommendations. |
Or let it run in the cloud
If the goal is to keep uploaded videos looping on a YouTube channel 24/7, StreamNeo is an alternative to keeping FFmpeg running on a local computer. It does not diagnose or repair an API permission error or a bad key in an existing FFmpeg command, and it streams uploaded videos rather than going live from a camera.
- Upload a recording or build a playlist.
- Add your YouTube stream key once.
- Go live; StreamNeo loops the content from the cloud.
Nothing has to stay on at home. Each slot streams the uploaded quality up to 4K 60fps at one flat price, without re-encoding or quality tiers; automatic recovery is included if YouTube drops the stream. The first day is free with no card. Monthly is $9.99 per month. Learn more at StreamNeo, or start the free day.
