Monetize, track, and block are policies a rights holder applies to a video matched by Content ID: monetize can direct revenue to the rights holder, track lets the rights holder monitor viewership, and block makes the video unavailable in specified territories. A live stream is different: YouTube can detect third-party content while the stream is happening and interrupt or terminate it. That real-time response is not the same as a Content ID claim on an archived stream.
What do monetize, track, and block mean on YouTube?
For a standard Content ID claim on a video, the policy describes what the rights holder chooses to do with the matched material. These are not settings that a regular creator necessarily chooses for their own claimed video.

| Policy | What it does to a standard claimed video | What it means for you |
|---|---|---|
| Monetize | The rights holder monetizes the matched video; in some cases revenue is shared with the uploader. | The video generally remains viewable, but the claim can affect who receives revenue. |
| Track | The rights holder monitors the matched video’s viewership statistics. | The video generally remains viewable while the claim is active. |
| Block | The video is made unavailable in the territory or territories covered by the block. | Availability can be restricted in some countries or regions, or worldwide. |
Policies may differ by geography, so one video can be monetized in one country and blocked or tracked in another. When multiple partners have valid claims in the same territory, YouTube applies the policy resulting in the more restrictive action. YouTube’s explanation of copyright claims and its guidance on how policies are applied describe these differences.
Can a copyright claim stop a YouTube live stream?
Yes, third-party material can cause a live stream to be interrupted, but the interruption during the broadcast and a Content ID claim on its archive are separate events. YouTube scans live streams for third-party content, including another live broadcast. If it detects a match, it may show a warning and replace the stream with a placeholder image. If the content continues, YouTube may temporarily interrupt or terminate the stream. YouTube’s live-stream copyright guidance explains this real-time handling.

An interruption does not by itself establish that a standard Content ID claim has been placed on the archived video. A claim on a live-stream archive happens after the stream ends, if the creator chooses to archive it. The resulting archive is then subject to standard video claim policies such as monetize, track, or block.
Why can a stream be interrupted even if you have a license?
A license does not automatically prevent YouTube’s live scanning from responding to the material. YouTube says that even a creator with a license may have a stream interrupted if the rights holder has not added the channel to its Content ID allowlist.

- Check the warning or notice YouTube showed during the stream and identify the matched material.
- Contact the rights holder or licensing contact and ask them to add your channel to their Content ID allowlist. Provide the channel details and the relevant license information.
- Confirm that the allowlisting has been applied before relying on the licensed material in another live broadcast.
A license and an allowlist serve different purposes here: keep documentation showing that you have permission, and address allowlisting with the rights holder when live scanning is interrupting the broadcast.

YouTube also offers a separate live Content ID matching feature to eligible Content Manager partners. It is not the ordinary claim workflow available to a typical creator. For this feature, partners need global rights and exclusive ownership of the content used as a reference. YouTube compares a partner’s live stream against other live streams; a match can trigger a warning, replacement of the stream, and eventually termination. The matching process does not create a claim.

Track is not available as a policy for live matches. As YouTube puts it, “Track policies will not work for Content ID matching on live streams.” The available match policies are monetize or block. Details are in YouTube’s live Content ID matching guidance.
| Standard claim on a video or archived stream | Live scanning or partner live matching | |
|---|---|---|
| When it happens | A standard claim on a live-stream archive follows the end of the stream and the creator choosing to archive it. | Scanning or eligible partner matching can respond while a stream is in progress. |
| Possible result | Monetize, track, or block policies affect the claimed video, including its availability by territory. | A warning, placeholder image, interruption, or termination may affect the live broadcast. |
| Does it create a claim? | Yes, this is a claim on a matched video. | YouTube says its separate live-matching process does not create a claim. |
Does a Content ID claim give you a copyright strike?
A Content ID claim is not automatically a copyright strike. YouTube’s matching system generates claims; a copyright removal request is a separate process. A valid removal request can remove a video and result in a copyright strike, while a claim on its own usually affects the video rather than the channel or account. Read the notice in YouTube Studio carefully so you know whether it concerns a Content ID claim, a live-stream interruption, or a removal request.

What happens to revenue if you dispute a claim?
Revenue handling during a dispute depends on when you file. If you dispute within five days of the original claim, YouTube says revenue is held from the date of that claim while the claimant reviews it. If you file later, revenue is held starting on the date of the dispute or appeal. After resolution, held revenue is paid to the appropriate party. See YouTube’s guidance on monetization during copyright claim disputes.

What to do when a claim or live-stream warning appears
- For a claim on a video or archive: open the claim details in YouTube Studio and review the matched content, policy, territories, and available options before deciding how to respond.
- For an interrupted live stream: identify and remove or replace the detected third-party material. If you have a license, contact the rights holder about allowlisting your channel before streaming that material again.
- If the notice is a removal request: treat it separately from a Content ID claim; a valid request can remove the video and result in a strike.
- If you dispute or appeal: check the claim status and timing because the date revenue is held depends on when you filed.
