Set the encoder bitrate below the upload your connection can sustain, leaving headroom; a 4G label or a fast download result does not tell you what the stream can reliably send. YouTube recommends 20% bandwidth headroom, and mobile connections can fluctuate. YouTube’s streaming tips explain why upload capacity and network reliability matter.
Why a 4G hotspot can make a stream look pixelated
Your encoder must continuously upload the video feed to YouTube. If the connection cannot sustain the selected bitrate, frames or data may be lost, and YouTube’s stream-health indicators can report problems. Mobile upload capacity may vary with location, time, signal conditions and shared network use, so a speed result from somewhere else—or a download-speed figure—cannot establish a safe streaming bitrate for your hotspot.

Bitrate is only one part of the picture. Resolution, frame rate, scene movement and fine detail all affect how much data is needed to make the picture look clean. Fast gameplay, for example, changes more from frame to frame than a mostly static presenter. YouTube recommends testing with movement and audio similar to the planned broadcast, rather than relying on a still image as a preflight test. Its guidance also says to choose a quality that can produce a reliable stream for your connection. YouTube’s encoder settings and testing guidance cover these choices.
Measure the hotspot’s upload before choosing a bitrate
- Test at the actual streaming spot. Connect the computer or streaming device to the 4G hotspot you will use. Run an upload-speed test near the time of the event, not just at a different location or on another network.
- Use upload, not download, as the reference. The stream travels from your device to YouTube, so a strong download result does not show that the hotspot can send a live feed at the same rate.
- Allow headroom. YouTube recommends keeping about 20% bandwidth headroom. Treat the test result as an upper reference, not a target bitrate: the stream bitrate should be lower than the available upload capacity, with room for variation.
- Repeat the test if results vary. A single measurement cannot describe a connection that changes. Check again at the intended time and place, especially if the first result is close to the bitrate you hope to use.
- Run an unlisted or otherwise non-public test stream. Use representative motion and audio, then check YouTube’s stream health and messages while it is running. Adjust settings and test again if the feed is unstable.
YouTube does not publish a universal safe bitrate for Indian 4G. The figures below are its encoder recommendations, not measurements of Indian carrier performance. Your carrier, plan, device, location and time all matter; use the local upload test and an actual test stream to decide what is sustainable.

YouTube bitrate reference points for H.264
These figures are from YouTube’s current encoder guidance; the reviewed page does not state a publication year. “Minimum” and “recommended” are platform settings guidance, not a promise that a particular hotspot can maintain the rate.

If your sustained upload measurement is below a listed recommendation, do not force the recommended value. Choose a lower bitrate and resolution your encoder supports, then verify them in a test. If 720p is unstable, try 480p30; if 60 frames per second are not important for your content, 30 fps is a reasonable lower-demand test. These changes may help, but the visual result depends on the available upload and how much movement and detail are in the scene.

YouTube’s Live Control Room transcodes an incoming stream into multiple output formats for viewers using different devices and network conditions. That automatic transcoding does not compensate for an unstable or incorrectly configured upload feed from your encoder.
Encoder settings to check
- Rate control: Set constant bitrate (CBR), as YouTube recommends.
- Keyframe interval: Use two seconds; YouTube says not to exceed four seconds.
- Protocol: YouTube’s encoder guidance supports RTMP and RTMPS.
- Codec: H.264 is a straightforward baseline in YouTube’s guidance. YouTube also lists H.265 and AV1; use them only if your encoder and workflow support the chosen option.
- Resolution and frame rate: Pick a combination your encoder can output and the tested hotspot can sustain. Lowering either is a practical test when the current stream is unstable; the best choice depends on the content.
- Audio and motion: Include both in the preflight stream. A test without the movement and sound of the actual broadcast may not represent its upload demand.

Make a controlled change if the picture breaks up
- Check YouTube’s stream-health messages while live and note whether the issue is persistent or intermittent.
- If the measured upload cannot comfortably support the configured bitrate, lower the bitrate rather than trying to match the speed-test result.
- If 720p remains unstable, test 480p30. If 60 fps is unnecessary, compare 30 fps using the same scene and connection.
- Retest with representative motion and audio. Change one setting at a time where practical, so you can tell which adjustment helped.
- For a new test, YouTube advises using a quality appropriate to your connection; its live stream settings guidance also discusses latency and buffering. Choose a reliable feed over a higher setting that repeatedly breaks up.
Troubleshooting pixelation and unstable delivery
- Download speed is high but the stream is pixelated: Recheck upload speed on the hotspot. Download does not establish the capacity for sending video.
- A bitrate that worked earlier now causes problems: Retest at the same location and around the same time as the stream. Available mobile upload can vary; reduce the bitrate if the connection no longer sustains it.
- 720p is unstable: Try 480p30 at a bitrate your connection can sustain, then run another representative test. A lower resolution is a troubleshooting step, not a guaranteed cure.
- The bitrate seems adequate but the picture still breaks up during fast scenes: Test with the planned content’s movement and detail. Compare a lower frame rate or resolution, since fast motion can be more demanding than a static scene.
- Settings look right but YouTube reports stream-health issues: Confirm CBR and a two-second keyframe interval (no more than four seconds), then check YouTube’s messages during a test. A correct encoder setup cannot make a fluctuating upload link stable.
- Viewers report different playback quality: YouTube transcodes the incoming feed into multiple output formats, but those outputs do not repair problems in the feed sent by your encoder. Check the incoming stream’s health first.
