Not directly. YouTube’s latency mode—not an encoder bitrate setting—determines whether a live stream uses Normal, Low, or Ultra-low latency. Encoder settings affect the video sent to YouTube, and an overloaded or unstable upload can cause problems that make lower-latency streams buffer. Choose the latency mode for the kind of interaction you need, then set and test the encoder for a stable ingest.
What controls YouTube Live delay?
YouTube defines stream latency as the delay between an encoder or camera capturing an event and the event appearing on the stream. In Live Control Room, you choose the latency mode separately from encoder settings: open the stream’s settings and select Normal, Low, or Ultra-low under Stream Settings. The encoder sends YouTube video at the chosen resolution, frame rate, codec, and bitrate; it does not select the platform’s latency mode. Bitrate is primarily a quality and delivery-capacity choice, not a latency dial. YouTube does not publish a controlled measurement showing how much delay changes when you alter only bitrate, codec, keyframe interval, or another encoder parameter. Lowering a bitrate that exceeds what your connection can reliably upload may help with ingest trouble, but lowering an already suitable bitrate is not a documented way to change latency mode or guarantee a faster stream.
Choose a latency mode for the stream

Set an encoder bitrate that your connection can sustain
YouTube’s current English-language encoder guidance gives the following recommended ingest bitrates. These are starting points for encoder configuration—not latency targets. The appropriate rate depends on resolution, frame rate, and codec.

For example, a 1080p30 H.264 stream should use YouTube’s 14 Mbps recommendation as a starting point, not as a promise of a particular viewer delay. Leave room for network variation
YouTube recommends keeping 20% upload-bandwidth headroom beyond the total stream bitrate. That margin matters because other devices and users may share the connection, reducing bandwidth available to the encoder. Check upload capacity under realistic conditions rather than relying only on an ideal speed-test result. If possible, connect the encoder computer to the router by Ethernet; this can support a more reliable connection, but does not itself change YouTube’s latency mode or guarantee against buffering. Use YouTube’s encoder recommendations as a baseline
For RTMP/RTMPS ingest, YouTube lists H.264, H.265/HEVC, and AV1; frame rates up to 60 fps; constant bitrate (CBR); and a recommended two-second keyframe interval that should not exceed four seconds. YouTube recommends RTMPS for encrypted transport. Its advanced recommendations include progressive scan, two B-frames, one reference frame, CABAC, and Rec. 709 for SDR. For HDR, it recommends H.265; AV1 is not supported for HDR. Confirm codec availability in your encoder and check YouTube’s current documentation before relying on a particular configuration.

OBS is one no-cost encoder option listed by YouTube. The exact menu labels and available codec controls vary by encoder and version, so use the settings your software exposes to match YouTube’s recommendations rather than assuming every interface is identical. Test and troubleshoot before changing bitrate
- Set the latency mode in Live Control Room. Choose Normal, Low, or Ultra-low under Stream Settings based on how quickly viewers need to respond.
- Configure the encoder. Match the intended resolution and frame rate, choose a supported codec, use CBR, and set a two-second keyframe interval where available.
- Check upload capacity. Leave YouTube’s recommended 20% headroom beyond the total stream bitrate, accounting for other network use.
- Run a realistic test. Preview before the event and test scenes with motion and audio, not just a static screen. Monitor Stream Health and check audio and video continuously.
- Adjust based on the symptom. If ingest is unstable, check whether the connection is shared or the selected bitrate is too demanding for the available upload. If viewers buffer in Ultra-low, test Low or Normal; the lower-latency mode makes viewers more sensitive to ingest problems.
YouTube also advises setting up the encoder in advance, previewing the stream, and considering a backup encoder where appropriate. These checks help identify delivery problems; they do not promise a fixed end-to-end delay. See YouTube’s streaming tips.
