How do you measure AI adoption? Start by counting who has tried or used a tool—but don’t mistake that figure for durable use. To understand whether an AI rollout is working, track the same eligible people or teams over time: whether they return, how often they use AI, whether it becomes part of a workflow, and whether it improves a defined outcome. A period with no recorded activity is a signal to investigate, not proof that someone abandoned AI.
Why adoption alone gives an incomplete picture
An adoption rate measures a starting condition, not what happens next. A person may try an assistant once and never return; another may use AI every week across several tasks. Both count as adopters under a simple “ever used it” measure, even though their use is very different.

Adoption figures also depend on what is counted. The Federal Reserve Bank of San Francisco’s 2025 review found firm AI adoption estimates ranging from 5% to about 40% across the surveys it reviewed, while worker estimates ranged from 20% to 40%. The review notes that differences in measurement help explain the variation; these ranges are not estimates of a single shared population or definition. Federal Reserve Bank of San Francisco, 2025.
A Federal Reserve Board note illustrates why those numbers cannot be read as competing answers to one question. It reports three U.S. estimates for November 2025 or the end of that year: 18% firm-weighted AI adoption in the Census Bureau’s Business Trends and Outlook Survey (BTOS) at year-end; AI use at firms accounting for 78% of employment in the Atlanta Fed’s Survey of Business Uncertainty (SBU) in November; and 41% work-related generative AI use among workers in the Survey of Working Arrangements and Attitudes (RPS) in November. These figures have different units, scopes, and weighting. The Federal Reserve note also says BTOS broadened its question in November 2025, from AI used in producing goods or services to AI used in any business function. The distinction matters for internal reporting, too. A dashboard that says “60% adopted AI” does not tell leaders whether that means 60% of all staff, eligible staff, survey respondents, paid seats, or teams; whether AI includes any tool or only approved enterprise systems; or whether “adopted” means one trial or sustained work use.
Define what counts before measuring abandonment
There is no universal AI abandonment rate, standard inactivity window, or common definition established by the cited sources. An organization can still measure continued use, but it should publish its own operational rule and avoid calling every quiet account abandoned.
Choose a unit and denominator
Decide whether the unit is an individual employee, team, account, or business, then define the eligible population. For example, report repeat use among employees provisioned for a specific approved tool, not among all employees if many never had access or a relevant task. State whether the denominator includes people on leave, new hires, role changes, or contractors, and how those cases are handled.

Define a qualifying use and a follow-up window
Specify what activity counts: a logged-in session, a prompt, or use on a qualifying work task. Then set a period—such as a week, month, or quarter—that fits the work’s natural cadence. A monthly analysis tool and a daily writing assistant should not necessarily be judged by the same inactivity threshold. Treat that threshold as a declared local rule, not an industry standard.
Separate inactivity from confirmed discontinuation
Use “no observed use during the follow-up window” when telemetry shows no qualifying activity. Reserve “stopped using” or “discontinued” for cases where the evidence supports that interpretation, such as a user confirming they no longer use the tool. A quiet account may reflect leave, a role change, a different tool, shadow AI, an uninstrumented workflow, or a lack of current need. Telemetry alone may not distinguish these cases.
Build a dashboard that follows use from reach to outcomes
Track a small set of measures in sequence. Keep the denominator, scope, activity rule, and reference period visible beside every rate; otherwise a change in the dashboard may reflect a definition change rather than changed behavior.

Frequency adds useful context that reach cannot. In a UK Department for Science, Innovation and Technology (DSIT) survey based on 3,500 telephone interviews with the person responsible for or overseeing technology, fielded from 12 February to 2 May 2025 and weighted by business size and sector, 16% of surveyed businesses reported using at least one AI technology. Among businesses currently using AI, 53% said use was constant and 27% said it was at least weekly—80% in total reported weekly or more frequent use. The report also estimated that, on average, 30% of staff in AI-adopting businesses currently used AI. These are UK business and manager-reported results, not a benchmark for an individual organization; DSIT says the method does not capture shadow AI. UK DSIT, 2026 report based on 2025 fieldwork.

OpenAI’s 2025 analysis matched usage data with survey responses in its enterprise-user context. It reported that users engaging across roughly seven task types said they saved five times more time than users engaging across roughly four task types. It also found that 19% of monthly active ChatGPT Enterprise users had never used data analysis, compared with 3% of daily active users. This is evidence about one product’s enterprise users, not a general relationship that can be assumed for every AI tool or workplace. OpenAI, 2025.

When a cohort’s activity falls, first check whether the signal is real. Confirm that instrumentation still works, the tool remains available, the eligible-user list is current, and activity has not shifted to another approved tool or an unobserved channel. Product logs show activity within their scope; they do not necessarily show all workplace AI use.

Then ask users and managers what changed. Possible explanations include low need, poor fit for the task, friction, output quality, trust, skills, policy constraints, data access, or a changed workflow. These are investigation prompts, not a universal diagnosis. A decline may indicate a product problem, but it may also mean the original use case was seasonal, the work changed, or users found a more suitable process.
Interpret survey and telemetry evidence according to how it was collected. The UK DSIT results are manager-reported and do not capture shadow AI; product telemetry may miss personal accounts or systems outside organizational visibility. Employee surveys can surface those gaps, but self-reported activity and instrumented activity are not interchangeable.

Gartner reported in 2025 that 45% of high-maturity organizations in its Q4 2024 survey said their AI projects had remained operational for at least three years; the survey included 432 respondents in the U.S., U.K., France, Germany, India, and Japan. The Conference Board’s 31 March 2026 release said 60% of surveyed organizations were at early AI-maturity stages, primarily focused on experimentation, based on a survey of more than 250 HR leaders. Neither figure is an abandonment rate, and neither establishes that a particular tracking method causes sustained use. Gartner, 2025; The Conference Board, 2026.
Use the evidence to choose whether to improve, redesign, scale, or retire
Do not retire a tool because one aggregate rate fell, or scale it because many people tried it. Decide only after checking whose use changed, whether the measurement captured it, what users say caused the change, and whether the intended outcome improved against a credible baseline. If reach is high but repeat use is low, investigate fit and friction; if recurring use is broad but outcomes are unclear, strengthen outcome measurement; if use is low because the task is rare or no longer needed, a low retention figure may not indicate failure.
The available adoption, frequency, maturity, and usage-depth figures provide context for asking better questions, but they do not establish a comparable cross-organization AI abandonment benchmark. The useful measure is the one your organization defines transparently and follows consistently across eligible cohorts.
