Your Public CSV Looks Fine Until Excel Opens It: Charset, BOM, and Time Zone Traps

A CSV can be valid and still change appearance in Excel. Import UTF-8 deliberately, protect identifiers as text, and choose locale and timestamp handling explicitly.

A CSV can be valid text and still look different after Excel opens it. The main risks are UTF-8 detection on direct open, automatic conversion of values that look like dates or numbers, and locale-dependent interpretation. For predictable results, import the file explicitly and set sensitive columns’ types and locale rather than relying on a double-click.

Why Excel can change what a CSV appears to contain

CSV stores text fields, not dependable spreadsheet column types. A value that represents an identifier, date, or timestamp may therefore be interpreted by Excel or Power Query rather than preserved as-is. The file can also be structurally valid while its characters are decoded using an unexpected encoding.

Keep three separate issues in view: encoding determines how bytes become characters; CSV quoting determines where fields begin and end; and type or locale interpretation determines how a field’s text becomes a number or date. Fixing one does not fix the others.

UTF-8, BOM, and direct opening

UTF-8 itself does not require a byte order mark (BOM). But Microsoft’s practical guidance for direct opening in Excel is specific: “You can open a CSV file encoded with UTF-8 normally if it was saved with BOM (Byte Order Mark).” A BOM can act as a compatibility signal for Excel; it does not repair malformed CSV or guarantee identical handling in other applications. For a UTF-8 CSV without a BOM, Microsoft documents two ways to import rather than relying on direct opening:

  • Power Query: in Excel, go to Data > Get Data > From File > From Text/CSV. The preview and import workflow can make the chosen interpretation more visible.
  • Get Data From Text: use the text-import route that opens the Text Import Wizard, when available in your Excel version and interface.

Menu labels and availability can vary by Excel version. If the file contains important non-ASCII characters, inspect the imported preview or result instead of assuming that a successful open means the encoding was recognized correctly.

Prevent unwanted number and date conversions

Excel may automatically convert text-like values. Microsoft documents behaviors that include removing leading zeros, keeping only the first 15 digits of long numbers, treating digits around “E” as scientific notation, and converting some continuous letter-and-number strings to dates. The exact outcome can vary by Excel build and settings. Microsoft: Keep leading zeros and large numbers

Before accepting an import, identify fields whose characters are labels rather than quantities. Account codes, postal codes, and long IDs generally need to remain text: arithmetic or numeric conversion can change their meaning. In Power Query, automatic type detection examines values in unstructured sources such as CSV, and is enabled by default. Check the inferred type and change sensitive columns to Text before loading if their exact characters matter. Excel also provides settings to disable conversion behaviors individually or globally for data loading. If you use those settings, verify the imported result; for a specific file, explicitly importing sensitive fields as text is a more targeted safeguard.

Choose a locale for ambiguous dates and numbers

Locale changes interpretation, not just how a value is displayed. For example, 03/04/2026 can mean March 4 or 3 April depending on the date convention. Do not assume the recipient’s regional settings match the file creator’s.

Power Query uses the operating-system locale by default for a new workbook’s queries, but a workbook setting or a per-operation Using Locale choice can specify another one. Microsoft documents this precedence for interpretation: the Change Type setting takes priority, followed by the Power Query locale, then the operating-system locale. Microsoft: Data types in Power Query

When importing, select the intended type and locale for ambiguous dates or numbers instead of letting inference decide. If a field is an identifier, import it as text rather than trying to resolve it as a number. Make the locale choice explicit where the file will be reused by people in different regions.

Handle time zone-bearing timestamps deliberately

A timestamp with an offset describes more than a clock reading: the offset helps identify how that local time relates to UTC. ISO’s date/time overview describes an ordered representation using year, month, day, hour, minutes, seconds, and milliseconds, and includes local time with an offset to UTC. ISO: Date and time format

Power Query distinguishes Date/Time from Date/Time/TimeZone; the latter is described as a UTC date/time with a time-zone offset. Power Query also infers types from CSV values, so inspect both the inferred type and the resulting values rather than assuming a timestamp string stayed untouched. Microsoft: Data types in Power Query Microsoft: Automatic data type detection in Power Query

  • If the value represents a particular instant, use a consistent representation that includes an explicit offset.
  • If exact source text matters, preserve the raw string or import the column as text before converting it.
  • If the value is a wall-clock time rather than a particular instant, document that meaning separately; an offset should not be assumed.

There is no established universal rule here for how every Excel version and opening route handles every offset-bearing timestamp format. For a workflow that depends on a particular result, validate the exact input through the Excel version and import route recipients will use.

Keep CSV structure separate from spreadsheet behavior

Correct CSV quoting protects the field boundaries, but it does not prevent Excel from interpreting a field as a date or number. RFC 4180 documents a common CSV format: records contain comma-separated fields, and fields containing commas, quotes, or line breaks use double-quote escaping. It is an informational RFC, not an Internet standard. RFC 4180

Likewise, exporting a workbook as CSV does not preserve the workbook. Microsoft says CSV saves the text and values displayed in cells from the active worksheet; formatting, graphics, objects, and other worksheet features are not retained. Keep a workbook copy as well if formulas, multiple sheets, formatting, or other Excel features matter. Microsoft: Save a workbook to text format

A practical import checklist

  1. For a UTF-8 CSV without a BOM, choose Data > Get Data > From File > From Text/CSV or the available Get Data From Text/Text Import Wizard route instead of relying on direct opening.
  2. Review the preview for character-decoding problems and confirm that fields are separated and quoted as intended.
  3. Set identifier columns such as postal codes and long IDs to Text before loading; do not rely on automatic type detection to preserve them.
  4. Choose the intended locale for ambiguous dates and numeric values, and assign types deliberately.
  5. For timestamps, decide whether the field represents an instant or wall-clock time, preserve the raw text if needed, and verify the converted value and offset.
  6. Retain the original workbook separately when CSV export would discard features you need.
