A black rectangle drawn over text in a PDF usually只 hides that text on screen. The words underneath can often still be selected, copied, or extracted. To redact a PDF, use a redaction tool that removes the selected visible content from the file, separately sanitize hidden data such as metadata and embedded content, save the result as a new copy, and then check that the sensitive information cannot be found.
Why a black box does not redact anything
A black box is almost always a shape or an annotation placed on top of the page. Nothing in the file says that the content beneath it has been removed. If the text layer is still there, a reader can select it, copy it, or search for it, even though the page looks blank. The same is true for an image placed under a filled rectangle. The visual result tells a person what to look at; it does not tell a tool what to delete.

The fix is to remove the content itself. That is a different operation from covering it, and most general-purpose editing approaches do not perform it.

Adobe’s Acrobat Help page “Redact sensitive content in Acrobat Pro” (last updated August 31, 2026) describes a dedicated workflow. The steps below follow that process. Menu labels can change between releases, so check them against your installed version.

- Keep the original file in a controlled location and open a copy in Acrobat Pro. Redaction is destructive to the saved output, so the copy is the file you will work on.
- Choose All tools > Redact a PDF.
- Select Redact text and images.
- Mark every instance of the sensitive text and any sensitive images. For repeated terms, use Adobe’s search-and-redact workflow, then page through the whole document to catch instances the search missed, such as text in headers, footers, tables, or scanned pages.
- Apply the marked redactions. The selected text and graphics are removed from the page content, not just covered.
- When prompted, choose to sanitize hidden information. Adobe’s redaction guidance treats this as a separate step from redaction (see the next section).
- Save the sanitized output as a new, clearly named file, so the original and the released copy cannot be confused.
- Validate the saved file using the checks listed below before releasing it.
Redaction removes visible content; sanitization removes hidden data
Adobe’s guidance separates two jobs. Redaction removes visible text and graphics. Sanitization handles hidden information. In Adobe Acrobat Help’s “Redact and sanitize PDFs in Acrobat Pro” (last updated September 23, 2025), the point is stated directly: “Hidden data, such as metadata or embedded content, must be sanitized separately.”
In practice, hidden information can include document metadata such as author and title fields, embedded files, scripts, comments, and other embedded content. A file can look perfectly redacted on every page and still carry sensitive details in those places. Sanitization is the step that addresses them, and it has to be done on purpose.

The U.S. National Institute of Standards and Technology frames sanitization as a risk-based concept. Its SP 800-88 Rev. 2, “Guidelines for Media Sanitization” (published September 26, 2025), defines sanitization in terms of making access to target data infeasible for a given level of effort. That guidance is written for storage media rather than PDF files, so it explains the idea of sanitization but is not a PDF redaction procedure.

A removed string is not always the whole story. Two published sources show the kinds of leaks that can survive a visible removal, and both are specific to the files, tools, and versions they tested.

Glyph positions can reveal removed text
In “Story Beyond the Eye: Glyph Positions Break PDF Text Redaction” (Maxwell Bland, Anushya Iyer, and Kirill Levchenko, arXiv, posted June 5, 2022), the authors report that information about redacted text can leak through glyph positions, meaning the placement data that tells a viewer where each character sits. The paper reports that rasterizing a page increased security but did not remove all information leaks. The findings apply to the files and tools the authors tested and to their threat analysis, so they should not be read as proof that every current tool behaves the same way. arXiv paper 2206.02285
Older tests show that the creating application matters
The Australian Cyber Security Centre examined the redaction function of Adobe Acrobat Pro DC 2017 (first published July 2018, last updated October 2021). It tested PDFs created by several producers and recovered remnants from some of them. The results were:

These outcomes describe one tool version tested in that evaluation. The report notes it was unknown whether rendering engines it did not test would also fail, and it is not a guarantee about current releases or all PDF producers. The practical lesson is to test your own files from your own producer, rather than assume that a file which passed a test elsewhere is safe. Flattening, printing, and annotations are not redaction
Several common habits look like redaction but do not establish it. Treat each of these as concealment at most:

- Placing a filled shape or annotation over text. The content beneath it can remain in the file.
- Changing text color to match the background, which hides the words from a normal page view only.
- Printing to PDF or saving a new copy without a redaction step. Adding a new output does not remove the content from the page.
- Flattening alone. Flattening can merge layers, but it does not, by itself, prove that sensitive text or hidden data has been removed.
The goal is removal of the sensitive information, not just a more convincing picture of removal.
Checking the output before release
Validation is the step most often skipped. Use these checks on the saved copy, not on the working file:
- Search the saved PDF for each sensitive term, including variants, abbreviations, and terms that appear in headers, footers, and attachments.
- Try to select and copy text in the areas that were redacted. Nothing that should be gone should be selectable.
- Check any redacted image areas by viewing the file in a second PDF viewer, not only the tool that produced it.
- Inspect the document properties and confirm that metadata and embedded content were sanitized.
- Confirm the visible result is correct on every page, including scanned pages where text recognition may have been applied.
For especially sensitive disclosures, treat redaction as a controlled release. Identify all instances before you start, use an actual redaction feature, sanitize hidden information, save a new output copy, and have a second person check the released file against the list of protected information before it leaves your hands. Your organization’s approved procedure should govern this, since no single test has been established as sufficient for every PDF producer or tool.
