Your AI Policy Doesn’t Run in Production. Your Gateway Does.

A prompt can guide a model, but production authorization belongs in the request and execution path. Learn how gateways, tool proxies, and backend checks work together.

A system prompt can tell an AI model what it should do; it cannot reliably authorize what the system may do. Production controls need to sit outside the model’s reasoning path—in a gateway, tool-execution proxy, service mesh, backend authorization layer, or combination of these—where a request can be allowed, denied, or escalated before action. The key qualification: a gateway enforces policy only on traffic that passes through it.

Why a system prompt is not a production control

Prompt instructions shape model behavior, but they are not an access-control boundary. A model may misunderstand or ignore an instruction, and even a well-behaved model should not be the component that decides whether a user is authorized to perform a consequential operation. OWASP’s general AI security controls recommend enforcing controls at the infrastructure layer, with a synchronous permit-or-deny decision before an action proceeds.

That changes the design question from “Did we tell the model not to do this?” to “Can the system prevent this request from reaching the component that performs it?” Keep policy evaluation outside the model’s discretion, then enforce the decision in the request or execution path.

What a gateway can—and cannot—enforce

An inline gateway can inspect traffic that traverses it and apply controls before forwarding. For example, Microsoft’s Azure API Management AI Gateway policy documentation describes content-safety checks, IP filtering, and token rate limits. It says applicable policies run before forwarding and that a blocked request does not reach the backend. Those are documented Azure capabilities, not guarantees that every gateway offers the same controls or behavior.

Ubiquiti Unifi Security Gateway (USG) (Renewed)
  • Designed for UniFi Controller-based networks, the USG is a reliable firewall/router solution for small business and home networking within the UniFi ecosystem.
  • No Built-in WiFi – Requires Separate Access Points This is a wired security gateway only. WiFi is not included and must be provided by UniFi Access Points or other wireless solutions.
  • UniFi Controller Integration Required Full setup, configuration, and monitoring are managed through UniFi Controller software, enabling centralized network management and advanced routing control.UniFi Controller Integration Required Full setup, configuration, and monitoring are managed through UniFi Controller software, enabling centralized network management and advanced routing control.
  • High-Performance Routing Capabilities Supports up to 3 Gbps total line rate (packet size dependent) and up to 1M packets per second under ideal conditions, suitable for high-speed wired networks.
  • Includes NAT, VPN support, VLAN segmentation, and UniFi security features for managing secure and segmented networks

The boundary is just as important as the controls: calls that bypass the gateway are outside its reach. Map every route to a model and every tool or outbound action, then decide where each route is mediated. A gateway may cover model requests while a separate tool proxy or backend authorization check protects execution. This follows OWASP’s guidance to enforce controls across gateways, proxies, and backends; it does not mean any single gateway automatically covers an entire application.

Authorize tool calls when they execute

Do not treat a model’s earlier reasoning, or the user’s initial request, as blanket permission for every later tool call. At execution time, bind the call to a verified principal and check that the principal may perform that specific operation on that target in the relevant tenant and session or task context. Use deny-by-default permissions and narrowly scoped tool and action allowlists.

OWASP’s AI Agent Security Cheat Sheet recommends independently validating agent actions and using step-up authentication for critical actions. Examples include initiating a payment, changing privileges, deleting data in bulk, or deploying to production. The backend or execution component should make the final authorization check for operations with meaningful impact, even when an upstream gateway has already approved the request.

Separate policy decisions from enforcement

Policy evaluation can be centralized while enforcement remains distributed along the data path. A policy decision point evaluates identity, scope, and context; an enforcement point—such as a gateway, tool proxy, or backend—blocks or permits the operation. This separation makes it possible to maintain common rules without assuming that one network component sees every action.

Re-evaluate permission when an agent invokes a tool and when material context changes. A grant for one user, resource, task, or operation should not silently become permission for another. For sensitive actions, require an independent backend check or additional authentication rather than relying on a model-generated explanation or a prior model request.

Put guardrails in the request and response path

Gateways and proxies can also apply content checks in the path between an application and a model. WSO2’s versioned 2026-09-24 guardrails documentation describes request/response-pipeline guardrails that validate, filter, or transform content. This is another implementation of the proxy-pipeline pattern, documented by the vendor rather than independently evaluated here.

Content screening, IP rules, and token quotas address different risks from authorization. A content check may detect or block certain content; an IP filter constrains network origin; a token limit manages usage. None establishes that a specific user may invoke a particular tool against a particular resource. Combine these controls with identity-aware permissions and application-specific validation instead of treating any one of them as a complete policy system.

Build policy operations into the architecture

  • Inventory paths: Identify model endpoints, tool invocations, and outbound calls, and mark which enforcement point sees each one.
  • Carry trustworthy context: Bind requests to verified identity, tenant, operation, target resource, and relevant task or session context.
  • Default to deny: Grant only the tool actions and scopes required, and require an explicit authorization decision before execution.
  • Check at the point of impact: Validate high-impact operations at the backend or execution component; add step-up authentication where appropriate.
  • Version and test policy: OWASP recommends version control, peer review, automated testing, and staged rollout for policy management. Test both permitted and denied cases before broad deployment.
  • Measure operational effects: Compare approaches using coverage, enforcement and failure behavior, backend validation, auditability, measured latency, and false-positive rates. The cited materials do not provide comparable performance figures, so latency or accuracy claims require separately documented tests.

What standards and product documentation establish

NIST’s SP 800-53 Control Overlays for Securing AI Systems (COSAiS) project is developing control overlays for AI use cases, including LLMs and agent systems. The project page does not establish a finalized, universal blueprint requiring one gateway architecture. Treat it as standards work in progress, not as certification of a particular product design.

Azure API Management AI Gateway and WSO2’s documented guardrails illustrate ways to place controls in an inline gateway or proxy pipeline. Their documentation explains product capabilities; it is not a comparative evaluation of performance, quality, latency, or cost. The architectural choice depends on which paths must be covered and where the application can make reliable authorization decisions.
