But a trust-line count is not automatically a holder count, and even a correctly calculated count measures addresses—not distinct people or beneficial owners.
What an XRPL holder count actually measures
For an issued token, define the asset by both its issuer account and exact currency code. The same currency code can be used by different issuers, so the code alone does not identify one issuance.

A trust line is a bilateral ledger relationship between two accounts for one currency code, recorded as a RippleState entry. Each side has its own settings, but the line has one shared balance. As the XRP Ledger documentation puts it, “A trust line is recorded in the ledger as a RippleState entry.”

That means three different counts are possible: RippleState entries, unique counterparty addresses, or unique addresses with a positive balance. Only the last is a direct on-ledger measure of addresses holding a positive amount under a stated counting rule.

Does a trust line mean someone actually holds the token?
No. A trust line records a relationship, not a positive holding. It can exist with a zero balance, including after a line is created before any tokens are transferred.
Zero-balance lines are automatically removed only when the balance is zero and both sides’ settings have returned to their defaults. A non-default setting can keep a zero-balance line in the ledger. Therefore, counting every line overstates the number of positive-balance addresses whenever zero-balance lines are present.

Why balance perspective matters
The line has one balance, but its sign depends on which account’s perspective is used. One side sees a positive balance when it holds value; the other sees the same amount as negative. A meaningful count must identify the holder perspective and include balances strictly greater than zero.
The ledger’s serialized RippleState entry orders the two accounts as low and high, with the stored balance expressed from the low account’s perspective. Account-oriented API responses can present the queried account’s view instead. Do not interpret a raw serialized sign as the holder’s sign without applying that low/high convention. The RippleState reference describes the canonical ordering and balance perspective.

How to make a count reproducible
- Identify the issuance: record the issuer account and exact currency code.
- Choose a snapshot: query a validated ledger and record its ledger index and timestamp. Counts from different ledger versions can differ.
- Retrieve all trust lines: use account_lines from the relevant account perspective. The API documentation states: “The account_lines method returns information about an account’s trust lines, which contain balances in all non-XRP currencies and assets.”
- Follow pagination: continue using the response marker until no further pages remain. The method may return fewer records than requested even when more results are available.
- Apply the rule: use the queried account’s balance perspective and retain only balances greater than zero if the target is positive-balance addresses.
- Deduplicate and disclose scope: count each counterparty address once, and state how issuer-side lines, zero balances, and authorized accounts are treated.
The issuer can also inspect issuer-side totals with gateway_balances, but a total is not itself a count of holders.
What can still make the number misleading
Addresses are not people
A ledger can show addresses and balances, but it does not establish which addresses belong to the same person or organization. One party may control multiple addresses; a count of positive-balance addresses therefore cannot prove the number of independent owners or beneficial owners. Describe the result as unique positive-balance addresses, not as a count of people.

Authorization affects eligibility, not the counting rule
An issuer can require authorization before an account may hold its tokens. Authorization changes who is eligible to hold the issuance; it does not make every trust-line row a positive-balance holding. If authorization matters to the question, disclose whether the reported count includes only authorized addresses. See the XRP Ledger’s authorized trust lines documentation.
Rippling settings do not define holders
Trust lines carry settings, including rippling-related settings, and rippling can affect how payments route through accounts. Same-code tokens from different issuers may be involved in such payment paths. Those settings and routing behavior do not turn a raw trust-line count into a holder count. The rippling documentation explains the payment-routing concept.

How to assess a published XRPL holder count
Before treating a figure as meaningful, check that its method states:
- the issuer and exact currency code;
- the validated ledger index and snapshot time;
- whether it counts line entries, unique counterparty addresses, or positive-balance addresses;
- the account perspective and balance threshold;
- that all pages were retrieved and addresses deduplicated; and
- whether the figure is an address count or a claim about distinct beneficial owners.
Without these details, a number may still describe something, such as the number of returned trust-line records, but it cannot be reliably interpreted as a positive-balance address count. No general holder-count figure follows from the protocol documentation alone; a token-specific count needs a reproducible query and a named ledger snapshot.
