Xbox Promises to Simplify Its Game Publishing Process Following Developers’ Feedback

Xbox says it will simplify its concept and publishing processes, but has not announced specific changes or a timeline. Here is what was said, what remains unannounced, and how the current process works.

Xbox has committed to making it easier to bring a game to the platform, and it has named its concept and publishing processes as the first areas to simplify. What it has not done is say what will change, which requirements (if any) will go, or when any of it will arrive. The only public detail so far comes from a statement by Xbox CTO Scott Van Vliet on October 7, 2026, reported the next day.

What Xbox actually said

On October 7, 2026, Van Vliet said Xbox had heard developer feedback that bringing a game to Xbox should be easier. In the statement, as reproduced by Windows Central on October 8, 2026, he wrote:

As an Amazon Associate I earn from qualifying purchases.

“We’ve heard the feedback from developers: bringing a game to XBOX should be easier than it is today. We agree, and we’re working to make it better. We care deeply about ID@XBOX and the developers who build for XBOX. We’re starting with some of the areas we know can create unnecessary friction, including our concept and publishing processes, and simplifying them so developers can spend less time navigating process and more time bringing great games to players. More soon.”

The phrase “More soon” is the most concrete timing signal in the statement. It is not a date, and it does not say which of the revisions will arrive first.

What has not been announced

Same-day coverage, including Windows Report, reflects the same gap. As of October 8, 2026, nothing public establishes the following:

  • Specific changes. No revised concept form, approval step, publishing workflow, or agreement has been described.
  • Requirements or eligibility. Xbox has not said that any current requirement has been removed or that eligibility rules will change. Treat the current requirements described below as still in force.
  • Timing. There is no rollout date, and no phased schedule.
  • Scope. The statement does not say whether changes would apply to every Xbox platform, to PC, or to every developer type, including independent developers and larger publishers.

The commitment is to work on the process. Anything beyond that is not yet on the record.

What was reported from an internal town hall

Pure Xbox reported that Asha Sharma also discussed simplifying publishing across Xbox consoles and PC during an employee town hall. That account comes from Windows Central’s reporting of the meeting, not from a public Microsoft transcript, so it should be read as secondhand. Pure Xbox quoted Sharma as saying, “Right now, it is simply very hard to work with Xbox.” The same account describes remarks about simplifying targets, a “headless partner center,” and making APIs machine-readable. None of these has been published by Xbox in an official form, so they indicate direction rather than delivered features.

How publishing works today

Until Xbox announces changes, the process described in Microsoft Learn’s ID@XBOX game publishing guide (last updated August 7, 2026) is the reference point. In broad terms:

  1. Submit at least one game concept. The form asks for developer and publisher information, a game description and features, planned release timing, platforms, market availability and pricing, Xbox network and user-generated-content capabilities, and supporting material.
  2. Wait for concept review. Microsoft says reviews take place on business days and can take up to three weeks, typically 10 to 15 business days.
  3. Sign the Title Licensing Agreement and the GDK License Agreement. These are issued after concept approval.
  4. Complete the ID@XBOX application. Signing both agreements completes the application and enables full development and publishing features.

These steps are the currently published requirements. They are not a list of changes Xbox has promised to make.

Microsoft’s earlier developer workflow changes

The October statement follows separate work Microsoft described in March 2026. In a Microsoft Game Dev post dated March 11, 2026, Principal Product Manager Lead for Xbox Developer Onboarding Travis Bradshaw described changes that were already live or in progress. He wrote:

The post describes modular onboarding, which lets developers start building while the publishing relationship moves forward. It also says public documentation and a public GDK are available without an NDA simply to read or start building, that agreements are now automated, and that Game Package Manager uploads are faster. The post says the public GDK now builds as a standard x64 project.

Microsoft’s figures are its own measurements of its own process, not independent data. They are:

Measure Microsoft’s reported figure Scope stated in the post
Time to a working Xbox development environment About 30 minutes Microsoft’s stated process; not measured across all developers
Agreement-generation handling time Reduced by over 90% Compared with prior handling time as described by Microsoft
Full Game Package Manager uploads 2× to 13× faster Microsoft’s reported upload speeds
Delta Game Package Manager uploads About 2.5× faster Microsoft’s reported upload speeds

None of these figures describes the end-to-end publishing timeline, which still includes concept review and agreements. Microsoft framed the work as ongoing, saying “we’re not done.”

What ID@XBOX does and does not guarantee

A January 28, 2026 Microsoft Game Dev recap of an ID@Xbox office hours session describes ID@Xbox as the route to an onboarding hub and to a pitching process for Game Pass. A pitch is a way to be considered. It does not guarantee selection, funding, or inclusion in Game Pass.

How to judge the changes when they arrive

When Xbox publishes specifics, the useful questions are concrete. Compare each announcement against the current process:

  • Whether the concept review stage is removed, shortened, or changed, and whether the 10 to 15 business day typical window changes.
  • Whether the Title Licensing Agreement and GDK License Agreement still apply, and whether they are signed before or after development access.
  • How quickly a developer reaches a working build, and whether that is measured the same way as Microsoft’s 30-minute figure.
  • Which platforms are covered, including whether console and PC changes are handled together.
  • Whether any requirement is removed outright or only moved to a later stage.

Until Xbox answers these questions in its own documentation, the current Microsoft Learn guide and the March 2026 developer post are the authoritative references.
