Does Xbox Developer Mode cost money?
Microsoft’s Xbox activation guide requires a Partner Center app developer account but does not set one universal activation price. The fee depends on how and where you register, and on the account type.

Microsoft says its newer individual developer registration flow waives the former $19 individual registration fee and is available in nearly 200 markets. To use that flow, start at storedeveloper.microsoft.com. Microsoft warns that other entry points, including starting from Xbox, may show the legacy flow. Check the checkout presented to you rather than assuming every route is free or costs $19.

Which Xbox consoles support Developer Mode?
Microsoft’s retail activation instructions cover Xbox One and Xbox Series X|S consoles acquired through retail channels. The guide is not for development kits supplied through managed programs such as ID@Xbox. Microsoft specifically warns owners of those kits not to install the retail Xbox Dev Mode app on that hardware.
What do I need to activate it?
- An eligible retail Xbox One or Xbox Series X|S console.
- The Xbox Dev Mode app installed from the Microsoft Store on the console.
- A valid, fully registered Partner Center app developer account.
- Acceptance of the activation terms in Partner Center.
How do I activate Developer Mode?
- Install the app: On the console, find and install Xbox Dev Mode from the Microsoft Store, then launch it.
- Get the activation code: Record the code displayed by the app.
- Activate in Partner Center: Sign in with the fully registered app developer account, open Partner Center’s Xbox device activation page, enter the code, and accept the terms to activate the console.
- Switch modes: Return to the Xbox Dev Mode app and select “Switch and restart.” The console restarts in Developer Mode.
For Visual Studio deployment, Microsoft says the console must be in Developer Mode and a user must be signed in. A wired network connection is recommended for better deployment performance.

Can I still play my games and use my apps?
No. Retail games and apps do not run while the console is in Developer Mode. To return to ordinary console use, open Dev Home and choose the “Leave Dev Mode” quick action. The console restarts into Retail Mode; the Xbox Dev Mode app can be used to switch into Developer Mode again.

Microsoft’s UWP FAQ says installed games and apps are not lost when leaving the Developer Program. It says saves for games played while online are in the Xbox Live cloud profile; that assurance does not establish that every save created offline will be retained.

What restrictions and risks apply?
- Three-console limit: Microsoft’s Xbox One Developer Mode Activation Program agreement says an individual or company may activate up to three Xbox One consoles at a time.
- Updates can affect functionality: The agreement requires accepting Dev Mode updates that may not be available to non-Dev Mode consoles. Microsoft warns an update could temporarily diminish or remove console functionality.
- Storefront restriction: The agreement prohibits distributing a digital storefront that competes with Microsoft Store. It also says Microsoft may designate other prohibited uses without prior notice.

No. Activation provides a console mode for development and testing; it does not itself grant publishing approval. Microsoft’s UWP applications FAQ, last updated January 14, 2026, states: “Please note that UWP based games are no longer accepted in the Xbox Store.” The same FAQ says Xbox no longer supports x86 app development or submissions. These UWP limitations should not be read as a complete guide to current Xbox game publishing, which has separate account and program processes.
