Choose API keys when your access model depends on issuing credentials and applying provider-defined customer policies. They solve different problems, so a paid API can use both: a key for identity or entitlements and x402 for payment on selected resources.
What x402 and API keys actually do
An API key is a credential a client presents so a provider can identify or authorize it under the provider’s policy. The key itself does not dictate how the API charges: billing and access rules depend on the service.

x402 is an HTTP payment exchange. A client requests a protected resource; the server responds with HTTP 402 Payment Required and payment requirements; the client authorizes an accepted payment option and retries. The server or its payment infrastructure verifies and settles the payment before the resource is served. Cloudflare’s x402 documentation describes the flow and its version 2 headers.
That distinction matters: x402 is not simply another kind of API key, and an API key is not itself a payment protocol.

Compare the models against your product needs
| Decision | x402 | API-key access |
|---|---|---|
| Main job | Negotiate and authorize payment for a resource in an HTTP exchange. | Identify or authorize a client under the provider’s policy. |
| Buyer onboarding | Designed to let clients pay without accounts, subscriptions, or API keys, as Cloudflare describes it. | Requires the client to obtain a credential; signup and billing depend on the provider. |
| Billing shape | Suited to pay-per-use access. Cloudflare’s x402 v2 documentation distinguishes fixed and variable pricing schemes. | Can support provider-defined billing; the credential does not prescribe a pricing model. |
| Client requirement | The client must understand the payment challenge and produce a valid payment authorization. | The client must obtain and use the credential; lifecycle details vary by provider. |
| Provider operations | Payment must be verified and settled, directly or through a facilitator. | The provider must operate its chosen credential and access policy. |
| Availability | Protocol documentation exists, but implementations, payment rails, networks, and eligibility vary. Cloudflare’s named gateway was documented as closed beta. | Availability and policy depend on the API provider. |
Use this as a product-design framework, not a universal ranking. If your API sells usage to customers with accounts, keys may fit the identity and policy layer. If it should let a client pay for a specific request without first signing up, x402 is a more direct fit for collecting that payment.
How an x402 request works
- Request the resource. The client makes a normal request to a protected API route.
- Receive the payment challenge. The gateway responds with HTTP 402 and, in Cloudflare’s documented v2 implementation, a
PAYMENT-REQUIREDheader describing the resource and accepted payment options. - Authorize payment and retry. A compatible client chooses an accepted option, signs its authorization, and retries with a
PAYMENT-SIGNATUREheader. - Verify, serve, and settle. The gateway verifies the authorization, forwards the request to the origin, and settles through the Coinbase x402 Facilitator. With variable pricing, the origin reports the actual charge.
Cloudflare’s gateway also requires the origin to validate the gateway’s PAYMENT-CONTEXT JWT before serving the resource. That is a Cloudflare implementation detail, not a universal x402 requirement. See Cloudflare’s protocol documentation for its documented flow.

When to use each model—and when to combine them
Use x402 for request-priced, programmatic access
x402 is a candidate when you want payment to happen in the request flow and want clients such as agents or services to purchase usage without a conventional account or subscription onboarding step. The client still needs compatible payment software and a way to authorize an accepted payment.
Use API keys for provider-managed client access
Keys fit when your product is organized around credentialed customers and the provider’s own access policy. The exact enrollment, billing, and credential-management arrangements are product choices; a key alone does not establish any particular security property or pricing scheme.
Rank #3
Combine identity and payment where they serve different needs
A provider can use a key to associate activity with a customer, enforce account entitlements, or apply quotas, while using x402 to charge for particular resources. This is an architectural option rather than a guarantee of compatibility in any specific gateway. Decide which layer answers each question: who is the client, what may it access, and how is this request paid for?

Cloudflare’s Monetization Gateway documentation, updated September 30, 2026, described the service as closed beta, with access requested through Cloudflare’s dashboard and buyers and sellers required to be based in the United States. The documentation says the gateway can protect APIs, MCP tools, websites, and datasets. Beta status and eligibility can change, so confirm the current terms before designing around that hosted service.

Protocol examples are version-sensitive. Cloudflare’s agent guide, updated June 3, 2026, labels base-sepolia as a test network and says to switch to base for production. Treat network, asset, SDK, header, and settlement details as implementation-specific and verify them against the version and deployment you choose.
Cloudflare and Coinbase announced the x402 Foundation on September 23, 2025, describing support for an open protocol. Coinbase’s May 6, 2025 launch material framed x402 as supporting instant stablecoin payments over HTTP; that is the organizations’ description, not an independent performance test. Cloudflare also said sites on its network send over a billion HTTP 402 responses per day to bots and crawlers trying to access content and ecommerce stores. That figure describes HTTP 402 responses on Cloudflare’s network, not completed x402 payments or x402 adoption.
