For most Windows-centered Linux development, start with WSL 2. It runs a real Linux kernel in a lightweight, Microsoft-managed virtual machine while keeping Linux tools close to Windows editors and applications. Choose a conventional Linux virtual machine when you need to configure and administer a separate guest computer yourself, or when the guest must behave as an independently managed system.
The important distinction is that WSL 2 is already virtualized. The practical choice is not “virtualization versus no virtualization”; it is Microsoft’s managed, integrated Linux environment versus a conventional VM whose guest operating system, resources, networking and storage you control directly.

What you are actually choosing
WSL 2 places a Linux kernel inside a lightweight virtual machine managed by Windows. WSL handles the VM lifecycle and distribution integration behind the scenes, so you can open a Linux shell, run Linux binaries and access Windows applications without administering a traditional guest desktop.
A conventional Linux VM is a separately configured computer running under a hypervisor. You select the Linux distribution, virtual hardware, disk image, network mode, update policy and sharing method. The guest has a clearer machine boundary, but every part of that environment becomes your responsibility.

Microsoft describes WSL as an “inner development loop” tool: a way to use Linux compilers, package managers, shells, containers and services while continuing to work on a Windows workstation. That positioning does not make WSL universally faster or more capable. Your result depends on the Windows and WSL versions, project location, memory and CPU allocation, network design and the tools in your workload.
WSL 2 and a conventional VM compared
| Decision axis | WSL 2 | Conventional Linux VM |
|---|---|---|
| Architecture | Real Linux kernel in a Microsoft-managed lightweight VM. | Full Linux guest operating system in a user-managed virtual machine. |
| Windows integration | Linux tools can work with Windows files and Windows applications can work with Linux environments. | Integration depends on the hypervisor, guest additions and the sharing configuration you create. |
| Management | Distributions and much of the VM operation are managed through WSL commands and settings. | You administer the guest OS, virtual hardware, disk, snapshots, network and updates directly. |
| Linux compatibility | Full Linux system-call compatibility; systemd is supported on recent WSL versions. | Behavior is controlled by the selected Linux distribution and hypervisor configuration. |
| Project storage | Best when Linux tools operate on files in the Linux filesystem; crossing into the Windows filesystem can be slower. | Performance depends on virtual disks, shared folders and the guest storage layout. |
| Networking | Virtualized and configurable. NAT is documented as a default mode; mirrored and other modes depend on WSL and Windows versions. | Configured through the hypervisor, commonly with choices such as NAT or a network connection that exposes the guest more directly. |
| Resource handling | Microsoft says WSL generally uses fewer resources than a full VM, but there is no universal benchmark for every workload. | You assign CPU, memory and storage to the guest, trading host capacity for predictable guest resources. |
| Best fit | Integrated Linux command-line development on a Windows workstation. | A workflow that needs an explicitly managed, independent guest machine. |
These are qualitative differences, not a speed ranking. The official documentation does not provide a current, controlled benchmark comparing WSL 2 and conventional Linux VMs across real development workloads.
When WSL 2 is the better development environment
You need Linux tools but work primarily in Windows
WSL 2 is convenient when Windows remains your main desktop but your project depends on Linux shells, package managers, compilers, interpreters, containers or services. You can edit from Windows, invoke Linux commands and keep the workflow in one workstation rather than switching into a separate guest desktop.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →You want a full Linux kernel without guest administration
WSL 1 used a translation layer. WSL 2 uses a Linux kernel, providing full Linux system-call compatibility for software that requires kernel behavior WSL 1 cannot reproduce. Systemd is available on recent Store versions of WSL, although support depends on the installed version and configuration.
You value quick, disposable distributions
WSL distributions can be installed, listed, exported, imported and removed through WSL management commands. That makes it practical to maintain separate environments for different toolchains without maintaining a complete virtual machine desktop for each one.
Your editor can work inside WSL
For a project stored in the Linux filesystem, a WSL-aware editor workflow lets the editor UI run on Windows while language servers, terminals and build tools run in Linux. Microsoft specifically recommends VS Code Remote WSL as an approach that avoids the performance penalty of repeatedly crossing filesystems.

When a conventional Linux VM is the better choice
You need direct control over the guest machine
A conventional VM is appropriate when you must choose the guest distribution and release, install a particular kernel, control boot services, configure virtual hardware, create snapshots or reproduce a machine image exactly. The guest has its own boot process and administration model instead of WSL’s managed lifecycle.
Free tools Windows power users keep installed

You need a clearly separate operating environment
If your process treats Linux as an independent server or workstation, a conventional VM makes that boundary explicit. You can define its virtual disks, users, services, network interfaces and update schedule independently of your Windows setup. Do not assume that “full VM” automatically means faster or more secure; those properties depend on the design and have not been established universally by the available evidence.
You need to test machine-level behavior
Kernel boot behavior, distribution installers, service startup ordering, virtual hardware, network interfaces and guest recovery procedures are easier to test in a conventional VM because you control the whole guest. WSL can run many Linux services, but it is not intended to be a replacement for every independent Linux machine scenario.
Filesystem placement can decide the result
Project location is often more important than the label “WSL” or “VM.” Microsoft warns that WSL 2 has weaker performance when tools constantly cross between the Linux and Windows filesystems. If Linux tools perform most of the work, keep the repository in the WSL Linux filesystem and access it through a WSL-aware editor.
Linux-first project
Store the repository under the distribution’s Linux filesystem. Run Git, package installation, compilers, test runners and file watchers there. Open the folder from Windows using the editor’s WSL integration rather than copying the project into a Windows directory for every build.
Windows-first project
If Windows applications and Linux tools must both manipulate the same files in a Windows directory, measure the actual workload. Large dependency trees, metadata-heavy builds and file watchers can expose the cost of cross-filesystem access. The convenience of one shared Windows path may be worth the trade-off for a small project, but it should be a deliberate choice.

Where WSL 1 still matters
Microsoft notes that WSL 1 can have faster cross-filesystem behavior for projects stored on Windows. That is a targeted advantage, not a general recommendation: WSL 1 uses translation rather than a full Linux kernel and therefore has narrower compatibility. Choose it only when the Windows-filesystem workload is the priority and your tools do not require WSL 2’s kernel behavior.
Linux compatibility and services
WSL 2’s Linux kernel removes the system-call compatibility limitation that defined WSL 1. Software that expects normal Linux kernel interfaces is therefore a better fit on WSL 2. Recent WSL versions also support systemd, allowing distributions to manage services using the same service manager used by many conventional Linux installations.
“Recent” is version-sensitive. Check the installed WSL package and the distribution configuration before assuming systemd is enabled. A service can be installed correctly yet fail to start if the required WSL setting is absent or the distribution is using an older component.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsA conventional VM still offers the broadest control over the guest’s kernel, init system, boot sequence and virtual devices. If those details are the thing you are developing or testing, that control is a reason to choose the VM rather than a claim that WSL 2 is defective.
Networking: convenient, configurable and version-sensitive
WSL 2 uses a virtualized network. Under the documented NAT arrangement, the Linux distribution has a different IP address from Windows, and that address can change when WSL restarts. Code that assumes a permanent address or direct inbound reachability can therefore need adjustment.
Current WSL configuration documentation lists NAT, mirrored and other networking modes. Availability and prerequisites depend on the Windows and WSL versions in use, so select a mode based on the requirement rather than an outdated description of WSL as having only one network design.

Choose WSL 2 when
- Your development server is consumed from the same Windows machine.
- You can use localhost forwarding or a documented WSL networking mode.
- You do not need a stable, independently addressable Linux host on your LAN.
Choose a conventional VM when
- You need to test inbound connections to a guest with a deliberately configured address.
- You must reproduce a particular LAN, NAT or host-only topology.
- Your test depends on controlling guest interfaces and firewall behavior as a separate machine.
Before committing, test the exact inbound, outbound and host-to-guest connections your application requires. Networking behavior can change with Windows, WSL and hypervisor versions.

Microsoft documents GPU support in WSL 2 and USB device access through the USBIPD-WIN project. These capabilities are not universal plug-and-play guarantees. Check support for the specific GPU, USB device, Windows build, WSL version and driver, then follow the device setup procedure.
A conventional VM may expose virtual hardware more directly, but physical-device access still depends on the hypervisor, host drivers and device type. Treat GPU acceleration, USB passthrough, serial devices and other peripherals as explicit requirements to validate rather than assumptions about either architecture.

Microsoft’s WSL FAQ says WSL requires fewer CPU, memory and storage resources than a full virtual machine. That is a general positioning statement, not a benchmark guarantee. A WSL distribution running a large language server, database and build can still consume substantial memory; a lightly configured VM may outperform a poorly placed WSL project, and the reverse can also be true.
Conventional VMs make resource allocation visible. You can assign a fixed number of virtual CPUs, a chosen memory size and a virtual disk, then observe the guest independently. WSL provides configuration controls for VM memory, CPU count, kernel, networking and distribution behavior, but its managed design means you should tune settings only after identifying a real bottleneck.

What to measure
- Clean and incremental build time with the repository in the location you intend to use.
- Dependency installation and repository operations on your largest projects.
- File-watcher reliability and latency for your editor and test runner.
- Memory pressure while the editor, browser, containers and database run together.
- Network startup, inbound access and service discovery for your development stack.
No independent, current study establishes a universal WSL 2 versus conventional-VM winner. Measure your workload instead of transferring results from another machine or from Microsoft’s older WSL 2-versus-WSL 1 figures, which are not direct VM comparisons.
Best Value
How to start with WSL 2
- Confirm prerequisites. Use a supported Windows release, enable hardware virtualization if Windows requests it, and install current WSL components through Microsoft’s supported method. Labels and prerequisites can change between Windows releases.
- Install a distribution. On current Windows versions,
wsl --installinstalls WSL and a default distribution; usewsl --install -d <Distribution>when you need a specific one. - Make WSL 2 the default. Run
wsl --set-default-version 2before creating additional distributions. - Verify the version. Run
wsl --list --verbose. Confirm that the project distribution reports version 2, then update the distribution with its normal Linux package tools. - Place the repository deliberately. Put Linux-tool-heavy projects in the Linux filesystem. If the repository must remain under a Windows path, record that choice and test build, watcher and dependency performance.
- Connect your editor. Use a WSL-aware workflow so terminals, language services and builds execute in Linux while the editor interface remains available in Windows.
- Configure only what you need. Use WSL settings for memory, CPU, kernel, networking and distribution behavior when a measured requirement justifies a change. Enable systemd only on a recent supported WSL version and verify service startup afterward.
How to set up a conventional Linux VM
- Define the guest requirement. Specify the Linux distribution and release, kernel or init-system behavior, services, network reachability, device access and snapshot needs before choosing a VM configuration.
- Choose a hypervisor and obtain the distribution installer. Confirm that the hypervisor supports your Windows build and can coexist with other virtualization features you use. Compatibility can depend on software versions.
- Allocate virtual hardware. Assign CPU cores, memory and virtual disk space with enough headroom for the guest and Windows. Under-allocation causes poor builds; over-allocation starves the host.
- Install Linux as a normal guest. Create users, updates, development packages, services and firewall rules inside the guest. Keep the guest’s system clock, package sources and recovery process documented.
- Select networking deliberately. Test NAT, bridged or host-only behavior against the actual requirement for outbound access, LAN visibility, inbound connections and host-to-guest communication.
- Choose file sharing. Prefer a guest-native virtual disk for Linux-heavy builds. Add shared folders only when Windows access is worth the latency and metadata trade-offs.
- Validate the workflow. Build the largest project, run file watchers, connect to required services, test snapshots and confirm that the guest resumes correctly after a host restart.
Common failure modes and fixes
Builds are unexpectedly slow in WSL 2
First check whether the repository is under a Windows-mounted path and whether the build performs many small file operations. Move a test copy into the Linux filesystem, run the same command and compare. If the Linux-side copy is faster, keep the active checkout there and use WSL-aware editor integration.
A Linux service cannot be started with systemctl
Verify the installed WSL version and whether systemd is enabled for that distribution. Recent Store versions support systemd, but an older component or missing configuration can leave the service manager unavailable.
A service address changes after restart
Under WSL’s NAT mode, the Linux IP can change when WSL restarts. Prefer the documented host-to-guest mechanisms for your Windows and WSL versions, or choose a networking mode that meets the requirement. Do not hard-code a transient address.
A USB or GPU device is missing
Confirm that the device and driver are supported, install any required USBIPD-WIN components, and repeat the documented attach or pass-through procedure. Device support must be configured; it is not implied by installing WSL 2 or a VM.
The VM conflicts with another virtualization feature
WSL 2 and third-party virtualization can coexist in some configurations, but compatibility varies by Windows, WSL and hypervisor versions. Check the current Microsoft FAQ and the hypervisor’s guidance for the exact combination instead of assuming that every release behaves the same way.
A practical decision framework
Choose WSL 2 first if most answers are yes
- Windows is your primary desktop and Linux is the development toolchain.
- You want Linux commands and services without maintaining a second desktop.
- Your projects can live in the Linux filesystem, or you have measured acceptable cross-filesystem performance.
- Your networking needs are local or fit a supported WSL networking mode.
- You do not need to boot and administer a completely independent Linux machine.
Choose a conventional VM first if most answers are yes
- You need direct control of the guest OS, kernel, boot services or virtual hardware.
- You must reproduce a separate Linux server or workstation topology.
- You require deliberate guest networking, snapshots or isolation boundaries.
- You are testing installation, boot, recovery or machine-level behavior.
- Your team already standardizes on a managed VM image and its tooling.
Use both when the workloads are different
There is no requirement to make one architecture serve every task. WSL 2 can handle the daily shell, editor and build loop, while a conventional VM provides a reproducible guest for integration, network or operating-system tests. Confirm compatibility before enabling both, and assign enough CPU, memory and storage for them to coexist without starving Windows.
Bottom line
WSL 2 is the better default for integrated Linux development on Windows: it provides a real Linux kernel, broad system-call compatibility, optional systemd support and close Windows integration without asking you to manage a traditional guest machine. Put Linux-heavy projects in its Linux filesystem and treat networking, device access and resource settings as version-dependent configuration.
Recommended Free Tools
Use a conventional Linux VM when the guest itself is part of the product or test: you need a separately administered operating system, controlled virtual hardware, deliberate network topology or reproducible machine lifecycle. Neither option wins every benchmark, and neither is automatically more secure or faster. The right choice follows from your filesystem, Linux compatibility, networking and control requirements.
