This guide shows how to add users, assign and change roles, remove access without accidentally destroying content, review the settings that affect onboarding, and manage Super Admin status with WP-CLI.

How Multisite user management works
Multisite has two permission layers. The Network Admin Users area contains every account registered anywhere in the network. A network account is an identity record, not a site invitation. Site membership is configured separately from each site’s own Users screen.
For example, creating [email protected] with Network Admin > Users > Add User does not let Alex log in to Site A, Site B, or every site in the network. An administrator must open the target site’s dashboard, go to Users > Add New (or the site’s user list), select the existing network account, and assign a role for that site.

The same account can have different roles on different sites. Alex might be an Editor on a publication site, an Author on a project site, and have no membership at all on a private staging site. This per-site model is the main safeguard against accidentally giving network-wide access.
Super Admin versus site Administrator
A Super Admin is a network-level operator. The role includes capabilities such as manage_network_users, manage_sites, manage_network_plugins, manage_network_themes, and manage_network_options. Those capabilities affect the entire installation, not just one site’s content.

A site’s Administrator has the highest built-in role for that site, but Multisite intentionally limits it compared with a single-site Administrator. Network-only operations remain available to Super Admins. Treating the two labels as equivalent is a common privilege mistake.

Role names are bundles of capabilities, not a simple seniority ladder. Before assigning a role, identify the tasks the person must perform and choose the least-privileged bundle that covers them.
Add a user to a Multisite network and site
Step 1: Create or find the network account
- Sign in as a Super Admin and open Network Admin > Users > All Users.
- To create an account, choose Users > Add User and enter the required username or email details. If the account already exists, locate it in the network user list instead of creating a duplicate.
- Confirm which identity you are using before proceeding. A duplicate account can split a person’s posts, profile data, and access history.
Step 2: Add the account to the target site
- Open the target site’s dashboard, then go to Users.
- Use the add-user control to select the existing network account. On installations that expose the standard form, this is Users > Add New.
- Assign the role needed for that site only: Subscriber, Contributor, Author, Editor, or Administrator.
- Save the membership and have the user sign in to that site’s URL to verify access.
Repeat Step 2 for every site the person should use. Do not infer that membership on one site carries over to another.

When site administrators can add users
A site administrator may be able to use Users > Add New without visiting Network Admin. Network settings can disable this site-level creation route. If the control is missing, check the network’s user-registration and user-addition settings rather than changing the person’s role blindly.
Change a user’s access or role
Open the relevant site’s Users screen to change a site role. Select one or more accounts, choose the new role from the bulk-action or role selector, and apply the change. Bulk changes are useful when a project ends or a team moves from writing to review, but verify the selected rows before applying them.
Use a least-privilege decision
- Give Subscriber access when someone only needs to authenticate or view restricted material.
- Use Contributor when a person should draft content without receiving the broader publishing controls of an Author or Editor.
- Use Author for users who need to create and manage their own posts.
- Use Editor for trusted editorial work across other authors’ content.
- Use Administrator only when the person must configure and administer that entire site.
- Reserve Super Admin for operators who genuinely need network capabilities; it is not a shortcut for a site-level task.
Because roles are capability bundles, changing a role can remove existing abilities as well as grant new ones. Record the reason and effective date for sensitive changes so another Super Admin can understand the decision later.
Remove a user without losing posts
Deleting a user is both an access operation and a content-ownership decision. On the confirmation screen, Multisite offers a choice: delete the user’s posts and links, or attribute them to another user. Choose the ownership outcome deliberately.
Preserve content while removing access
- Open the appropriate site’s Users screen and select the account.
- Choose Delete and review the confirmation page.
- Select the option to attribute the user’s posts and links to another existing user.
- Complete the deletion, then verify that the reassigned content appears under the replacement author’s account.
This removes the account’s membership or account record according to the screen’s scope while retaining the selected content under its new owner. Check every site where the person had membership if the goal is to remove network-wide access.

Delete content as well
Select the delete-posts-and-links option only when the material is disposable, duplicated elsewhere, or covered by a documented retention policy. Deleting the account from one site’s screen does not automatically make a considered archival decision for content on other sites.
The currently logged-in user cannot delete their own account from that screen. A different administrator or Super Admin must perform the change.
Manage Super Admins with WP-CLI
WP-CLI is the repeatable option for network operators who need an auditable command-line workflow. Run these commands from the WordPress installation with a correctly configured WP-CLI environment and enough operating-system access to execute it.
List current Super Admins
Use wp super-admin list to display the accounts that currently have network Super Admin privileges. Review this output before granting a new privilege so you know who already has control.
Grant Super Admin status
Run wp super-admin add <user>. The <user> value can be a user ID, login name, or email address. For example:

wp super-admin add [email protected]Use only one identifier per command, confirm that it resolves to the intended account, and record who approved the promotion.
Revoke Super Admin status
Run wp super-admin remove <user> with the same accepted identifier types:
wp super-admin remove 42
wp super-admin remove [email protected]Run wp super-admin list again after the change to verify the final state. Removing Super Admin status does not, by itself, remove the person’s site memberships or alter their site-level roles; review those separately.

Network settings that affect onboarding
Review Network Admin settings when the available user controls do not match your procedure. The network can control whether site administrators may add users through Users > Add New. It also provides email-notification controls for new user registrations and new site registrations.
- If site administrators cannot invite or add users, check whether the network has disabled that route.
- If people report missing notifications, review the registration email settings and confirm that the recipient address is correct.
- If a user exists in Network Admin but cannot enter a site, verify site membership and role; changing network email settings will not grant access.
Troubleshooting common access problems
The account appears in Network Admin but cannot log in to a site
Being listed under Network Admin > Users > All Users proves only that the account exists. Add the account to the specific site’s Users list and assign a role.
The user can enter one site but not another
Check membership on each site independently. Roles and memberships are site-specific, so repeat the add-user process for every required site.
A site Administrator cannot install a network plugin or change network settings
That behavior is expected. Those operations use network capabilities reserved for Super Admins. Granting the site Administrator role again will not provide them.
The Add New user control is missing
Check the network setting that governs whether site administrators may add users. If policy intentionally disables it, a Super Admin must create or attach the account from the network and then assign site membership.
Deleting the account removed important content
Restore from a backup if available and review the deletion decision. The confirmation screen distinguishes deleting posts and links from attributing them to another user; future removals should use reassignment when the content must remain published.
A practical governance checklist
- Identify whether the request is network-wide or limited to one site.
- Search for an existing network account before creating a new one.
- Document each site’s required role separately.
- Use the least-privileged role that supports the person’s tasks.
- Keep the Super Admin list short and review it periodically.
- Before deletion, decide who owns the user’s posts and links afterward.
- After a change, test the intended site and confirm that unrelated sites remain unaffected.
- For repeatable or high-impact promotions, record the exact WP-CLI command and its result.

The Users Add New documentation was first published January 30, 2019 and last updated June 9, 2024. Dashboard labels can vary slightly by WordPress version, language, and network configuration, but the network-versus-site distinction remains the essential rule.
