Yes. A phone’s chip still matters, but an NPU headline alone cannot tell you how useful its AI features will be. The processor has to support the specific workload, and the operating system, app, model, memory and local-versus-cloud design all affect what you can actually do.
What each part of an AI-capable chip does
A system-on-chip (SoC) combines general-purpose and specialized processing. Its components have different strengths; an NPU does not replace the CPU or GPU.

- CPU: Handles general application and system tasks, including coordinating work.
- GPU: Handles graphics and parallel computation, and can accelerate some AI workloads.
- NPU: A specialized accelerator designed to execute supported neural-network operations efficiently, including on-device inference.
Qualcomm describes this arrangement as heterogeneous computing: the system can use the strengths of the CPU, GPU and NPU for different parts of a workload. Which component handles a particular stage depends on the software and device implementation. Qualcomm’s NPU explainer discusses this division of work.

When the NPU makes a practical difference
An NPU can help run compatible AI models directly on a device. Depending on the feature, local processing may reduce reliance on a remote server, improve responsiveness or keep some inputs on the device. Apple’s Core AI developer documentation describes running models across CPU, GPU and Neural Engine, including entirely on-device execution. Qualcomm also describes on-device inference for its Hexagon NPU.

These capabilities do not mean every AI feature is offline, private by default or handled entirely by the NPU. Some features may use cloud processing, and a feature’s data flow depends on its implementation. Check the particular app or operating system feature rather than inferring its behavior from the chip name.
Why a powerful chip may not unlock a feature
Hardware capability is only one part of the execution path. The model must be compatible, and the operating system and app must support using the relevant accelerator. Apple presents Core AI as a framework for running models across its CPU, GPU and Neural Engine; an accelerator by itself cannot supply that software support.

Memory also matters: a device needs enough capacity for the model and its working data. The device’s sustained performance, battery use and heat under the intended workload matter too. A peak specification does not tell you how a particular phone behaves after extended use.

- Supported features and models: Are the named AI features available on that model and operating-system version?
- Local or cloud processing: Which tasks run on the phone, which need a server, and what happens without a connection?
- Memory and model capacity: Is the device configured to run the workload you have in mind?
- Privacy and data flow: Which inputs stay on the device, and which are transmitted elsewhere?
- Sustained use and trade-offs: Look for device-specific evidence about speed, heat and battery use, alongside price, camera, graphics and software-support needs.
Official vendor and developer pages explain capabilities, but they do not establish a universal winner among current phones. Without independent, like-for-like testing, an advertised processor figure is not enough to rank devices for real-world AI performance, power efficiency or privacy.
What a TOPS number tells you—and what it leaves out
TOPS means trillions of operations per second. It is a peak processing-capability figure, not a direct measure of how quickly an app responds, whether a model is supported, or how good its results are. Figures from different products should not be treated as a like-for-like phone comparison unless the workloads and test conditions are comparable.

For context, Qualcomm’s current product page advertises up to 45 TOPS for Snapdragon X Series laptop NPUs and up to 80 TOPS for next-generation models it says are coming in 2026. These are Qualcomm’s claims about laptop processors, not independent measurements or evidence of smartphone performance. Qualcomm’s Snapdragon laptop page provides that product information.
What to take away before buying
The chip matters when it enables a feature you will use, and when the device’s software, model support, memory and power behavior let that feature work well. Treat the NPU as one part of the phone’s platform—not a guarantee that every AI task will run locally or a shortcut to choosing the best phone.
