Wireless Local Loop (WLL): What It Means and How It Works

Wireless local loop (WLL) uses radio to connect a subscriber’s premises to a provider network, while the rest of the route may use wired links.

Wireless local loop (WLL) is a fixed wireless connection that uses radio to link a customer’s premises to a telecom provider’s network. It replaces some or all of the wired “last mile” between the subscriber and the local exchange or provider network; the rest of the route to the internet or telephone network may still use wired infrastructure.

How does a wireless local loop work?

A radio device at the customer’s premises sends and receives signals over an access link to a provider base station or central antenna site. From there, the provider carries traffic through its distribution and core network to an internet gateway or telephone network. The Federal Communications Commission describes this customer-radio-to-provider-site arrangement as fixed wireless access, a term it also associates with WLL: FCC, FCC 01-192, Appendix A.

The radio link defines the wireless part of the subscriber access connection, not every connection in the provider’s network. Beyond the access site, traffic may travel over fiber, copper, or another radio link, depending on the network design.

What do WLL and fixed wireless access mean?

Wireless local loop names the radio connection between a subscriber and a local exchange or provider network. The European Commission glossary describes WLL as a wireless connection between a telephone exchange and a subscriber telephone: European Commission glossary.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

Fixed wireless access (FWA) is a closely related term commonly used for this kind of fixed-location wireless service. The ITU handbook notes that FWA was previously referred to as radio local loop or wireless local loop: ITU fixed wireless access handbook. ITU-R uses the broader term wireless access systems for radio connections between end users and public or private core networks: ITU-R Recommendation F.1490.

Is WLL the same as Wi-Fi?

No. WLL refers to the provider’s access connection to a subscriber. Wi-Fi is a wireless local area networking technology used to connect devices within a premises or nearby local network. A home can use both: WLL or another fixed wireless service to reach the provider, then Wi-Fi to connect phones and computers to the home network. The ITU handbook treats wireless local area networks as a separate application from wireless local loop.

What services and technologies can WLL use?

A WLL system can provide telephony, data access, or both. WLL is an architectural description, not one specific radio standard, frequency band, or service plan. The technology depends on the deployment’s requirements and conditions; current availability, equipment, spectrum rules, and performance vary by provider and location.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
  • Which link is wireless: identify the subscriber access segment and distinguish it from the provider’s backhaul.
  • Service needs: confirm whether the offering supports voice, data, or both.
  • Radio and regulatory details: ask which technology and spectrum apply in your location.
  • Coverage and conditions: local topography, propagation, and line of sight where relevant can affect deployment.
  • Performance and installation: compare the provider’s stated performance requirements, installation constraints, and operating conditions for your premises.

These are deployment-specific factors; the term WLL by itself does not guarantee a particular speed, coverage area, or equipment compatibility.
