PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Outdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchIf Windows scrolls when you are not using the wheel or touchpad, first find out which input is responsible. Disconnect or disable external pointing devices one at a time, check whether the movement happens only when the pointer hovers over an inactive window, then inspect the mouse or touchpad. The steps below start with reversible checks and separate mouse, touchpad, and Windows-setting issues.
First identify what is moving and when
Note whether the movement happens in every app or only one, and whether a window scrolls when the pointer passes over it while another window is active. Also check whether the PC is a laptop with a built-in touchpad. These clues help narrow the possibilities, but none proves the cause by itself.

Isolate the input device safely
On a laptop, temporarily avoid touching the touchpad or use its built-in control to switch it off, if available. Disconnect external mice and other pointing devices, then watch whether scrolling continues. Reconnect or re-enable devices one at a time to see whether the behavior returns. This is a practical way to distinguish inputs, not a Microsoft-published diagnostic test.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteKeep at least one working way to control the PC before disabling an input device. If the problem stops when one device is disconnected and returns when it is restored, that device or its connection becomes a more likely place to investigate.

Check whether Windows is scrolling an inactive window
Windows can scroll a window beneath the pointer even when that window is not active. If the symptom is specifically that a background window moves when you hover over it, check the inactive-window setting:
- In Windows 11, open Settings > Bluetooth & devices > Mouse.
- Under Scrolling, review Scroll inactive windows when hovering over them. Turn it off as a targeted test if background-window scrolling is the issue.
The same page includes options for scrolling multiple lines or one screen per wheel action and setting the number of lines per notch. Those options adjust the amount moved by a wheel action; they do not explain unsolicited movement on their own. Microsoft’s mouse-settings guidance lists the Windows 10 path as Settings > Devices > Mouse. Windows 10 support ended on October 14, 2025, so users still on it should consider the implications for ongoing support and security. Microsoft: Change mouse settings

Inspect an external mouse and its connection
If the behavior follows an external mouse, check the simplest physical and connection issues before changing software:

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Confirm the mouse is powered on and properly connected. Charge it or replace its batteries if applicable.
- For a wired mouse, inspect the cable for damage and try a different USB port. If it is connected through a USB hub, connect it directly to the PC.
- For a USB wireless mouse, unplug its receiver, wait about 10 seconds, and reconnect it. Check the Bluetooth connection for a Bluetooth mouse.
- Look for dirt or debris around the wheel, buttons, or sensors that could interfere with operation.
If practical, test the mouse on another PC with any required driver installed. If the same fault follows the mouse, it may need replacement. The test is not conclusive if the other PC lacks a required driver or the issue depends on a particular app or connection. Microsoft: Mouse and keyboard problems in Windows

Update or reinstall a touchpad driver when the symptom follows the touchpad
A missing or outdated driver can cause touchpad problems. Microsoft recommends Windows Update as the preferred way to update the driver; Device Manager is another option. Driver work is most relevant when the symptom tracks the built-in touchpad, rather than appearing only with one external mouse or in one app.

- If the problem remains, contact the PC manufacturer for device-specific help.

Choose the next step based on what the checks show
- One external mouse triggers the issue, including on another PC: contact the mouse maker or consider replacing that mouse.
- The touchpad remains affected after the driver steps: contact the PC manufacturer.
- The behavior appears only in one app or no device-specific check explains it: note your Windows version, device model, affected apps, and what changes when each input is disconnected before seeking targeted support.
