A local Windows account changes how you sign in and how closely the device is connected to Microsoft services; it does not switch off Windows diagnostics, advertising personalization, or app permissions. A Microsoft account can connect Windows to cloud services and support selected syncing across devices. Choose the account type for convenience and service integration, then manage privacy and sync settings separately.
What changes if you use a local account instead of a Microsoft account?
The main difference is the scope of the account. Microsoft describes a local account as specific to one device and independent of other services. A Microsoft account uses an email address and password across Microsoft services, and signing in with it connects Windows to Microsoft cloud services. That connection can make selected settings and files available across devices, depending on the backup and sync choices you make.

A local account is not a second privacy mode for Windows. It changes the identity used to sign in and reduces the account-level connection between that Windows installation and Microsoft services. Windows still has operating-system controls for diagnostics, advertising identifiers, recommendations, and app access. Those controls continue to exist regardless of which type of account you use.
| What you are comparing | Local account | Microsoft account |
|---|---|---|
| Where the account applies | One Windows device by default. | Can be used across Microsoft services and devices. |
| Signing in without internet | Microsoft says a local account does not require internet connectivity to sign in. | Windows uses the Microsoft account, which connects the device to Microsoft services; follow the sign-in prompts shown on your device. |
| Cloud and service connection | Not connected to the cloud as an account; it is independent of other services. | Connects Windows with Microsoft cloud services. |
| Settings and files on other devices | Limited to the device by default. | Can be available on other devices through selected Windows backup and OneDrive sync choices. Not every setting or file syncs automatically. |
| Diagnostics and Windows privacy settings | Still managed separately in Windows; a local account does not itself disable them. | Still managed separately in Windows, with account-level privacy controls as an additional layer. |
| Account-level activity and advertising choices | Changing the Windows sign-in does not by itself review or delete data associated with a Microsoft account used for Microsoft products. | Microsoft account activity and ad controls can be reviewed through the privacy dashboard. |
Microsoft’s account-switching guidance puts the offline distinction plainly: “A local account is created on the device and doesn’t require Internet connectivity to sign in.” The account choice is therefore especially relevant if you want a device-specific sign-in or prefer not to connect Windows to your Microsoft services account. It is not a general privacy switch for every data flow in Windows.

What remains on the device?
With a local account, the account, its sign-in relationship, and the default scope of its settings are tied to that PC. Applications, files, and preferences remain limited to that device unless an application or separate service provides its own synchronization. A local account does not mean that Windows has no network features; it means the Windows account itself is not connected to Microsoft’s cloud account in the same way.
With a Microsoft account, cloud integration is available, but “available” does not mean “automatic.” Windows backup determines which preferences can be made available on another device, and OneDrive has its own folder-selection controls. You need to inspect those choices to know what is actually being backed up or synchronized.
Does switching to a local account turn off Windows data collection?
No. Account type and Windows privacy settings are separate controls. Switching to a local account changes the sign-in relationship and cloud integration, but Windows still has its own diagnostic-data settings, advertising personalization controls, and app permissions. Each needs to be reviewed independently.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →There is also an account-level layer: Microsoft’s privacy dashboard provides controls for activity and ad settings associated with Microsoft products used while signed in. Those controls are distinct from the privacy settings on an individual Windows device. If your goal is to reduce data sharing, first decide which account relationship you want, then inspect the specific Windows and account controls relevant to your concern.
This separation prevents two common mistakes. First, choosing a local account does not make required diagnostic data disappear. Second, changing a Windows permission does not automatically change activity or advertising choices stored with a Microsoft account. Treat the account decision, device controls, and account dashboard as three related but different tasks.
How to switch account types in Windows
Microsoft documents switching in either direction through the account information page. The exact prompts and availability may vary with Windows build or device management. On a work- or school-managed PC, an administrator’s policies may affect what you can change.
- Open Settings.
- Go to Accounts > Your info.
- Use the option shown on that page to switch from a local account to a Microsoft account, or from a Microsoft account to a local account. Follow the current prompts on screen; Microsoft documents both directions, but their displayed wording can vary.
- After the switch, review Windows backup and OneDrive settings if you need to confirm which preferences or folders are syncing. Changing the sign-in account does not tell you by itself what was selected for file sync.
- Recheck the privacy controls that matter to you, including Diagnostics & feedback, Recommendations & offers, and app permissions. The account switch does not set those controls for you.
The account page is the correct starting point because it shows the option available for the current account. If the option is missing or the wording differs, do not rely on an older screenshot: Windows builds and managed-device policies can change what is displayed. A work or school administrator may also restrict account changes.

Which privacy settings should you check separately?
The useful approach is to identify the type of data or behavior you want to control. A diagnostics choice is not an advertising choice, and an app permission is not necessarily a control over every desktop program.
Diagnostics & feedback
Microsoft describes required diagnostic data as the minimum needed to help keep a device reliable, secure, and operating normally. Optional diagnostics add detail and may include browsing or activity information and enhanced error reporting. Choosing required-only diagnostics therefore does not mean diagnostic data stops being sent.
That distinction matters when evaluating a local account. A local sign-in does not remove the required level of diagnostics described by Windows. If your objective is to reduce optional detail, open the Diagnostics & feedback settings and select the least extensive level offered for your Windows version. The account choice and that selection address different aspects of the system.
Windows also provides an option to delete device diagnostic data. Microsoft cautions that deleting the device data does not delete diagnostic data associated with your Microsoft account. If your question is about data tied to Microsoft services rather than one PC, check the account-level controls as well. See Microsoft’s Diagnostics, feedback, and privacy in Windows guidance for the current details.
Advertising ID and recommendations
Windows 11 includes Advertising ID and personalization controls in Recommendations & offers. The Advertising ID setting applies to apps that use the Windows advertising identifier. Turning it off does not reduce the number of ads; it can make ads less relevant. It should not be confused with a setting that blocks advertising altogether.
In other words, a local account does not make advertising disappear, and disabling Advertising ID does not eliminate advertisements. The control changes whether apps that use the Windows advertising identifier can use that identifier for personalization. It is a narrow control, not a promise that every app or Microsoft service will stop showing recommendations.

Settings page names and locations can change with Windows updates. Microsoft says Recommendations & offers replaces the older General privacy page on more recent Windows 11 versions, so an older online walkthrough may not match your screen. Look for the current Recommendations & offers section in Windows Settings, and consult Microsoft’s Windows 11 Recommendations & offers privacy guide if the labels differ.

App permissions
Windows lets you manage app access to capabilities and information such as location, camera, microphone, contacts, and calendar. These are separate from your account sign-in. A local account does not automatically deny permission to use those capabilities.
There is an important limit: Microsoft says these controls mostly apply to Microsoft Store apps. Desktop apps may not appear in the same lists or may access data differently. Do not assume that turning off a single Windows permission switch blocks every application. Review the relevant app’s own settings and permissions where Windows does not provide a complete control. The current overview is in Microsoft’s explanation of Windows privacy settings used by apps.
For a practical review, consider each capability separately. If your concern is the microphone, inspect the microphone permission rather than changing the account type. If it is location, review location access. Camera, contacts, and calendar have their own controls. The list shown by Windows can differ by app type, so absence from a list is not proof that every program is governed by that list.
Account-level activity and ads
If you use Microsoft products while signed in, some activity and ad settings are associated with your Microsoft account rather than only with the current PC. Microsoft’s privacy dashboard is the place to review the account-level data and choices it exposes. A local Windows sign-in and the dashboard are different layers; switching the PC to a local account does not amount to a review or deletion of every account-associated item.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThis is why the same person can have a local sign-in and still have Microsoft-account data from other products or earlier sign-ins. The Windows account page controls the relationship for that installation. The privacy dashboard addresses choices and activity associated with the Microsoft account. Use each interface for the layer it controls. See Microsoft’s guide to viewing data on the privacy dashboard.
How to check what is syncing
“Microsoft account” does not mean “everything syncs.” Windows backup can make selected preferences available on other devices, while OneDrive file sync is configured separately by choosing folders. The account connection makes cloud integration possible, but the settings determine what is actually included.

- For Windows preferences: Review the Windows backup choices and the preferences selected for backup or sync. The available controls and wording can vary by Windows version.
- For files: Review OneDrive’s folder-selection settings to see which folders are chosen for sync. Do not infer that every file on the PC is being uploaded simply because Windows uses a Microsoft account.
- After changing accounts: Check both areas to establish the current sync state. Account switching affects cloud integration, but the account type alone is not a complete inventory of backed-up settings or synced folders.
Use this two-part check whenever you change accounts. First, inspect Windows backup to see which preferences are selected. Second, inspect OneDrive’s selected folders. A result in one area does not answer the question for the other: a backed-up preference is not the same thing as a OneDrive file, and a selected OneDrive folder is not proof that every Windows setting is synchronized.
Microsoft’s account and data overview explains the available choices: Your Microsoft account, your data, your choices.

| If your priority is… | What to do | What not to assume |
|---|---|---|
| A device-specific sign-in that works offline | Consider a local account; Microsoft says it is created on the device and does not require internet connectivity to sign in. | Do not assume it switches off diagnostics or all privacy-related settings. |
| Using Microsoft services and selected preferences across devices | Use a Microsoft account if that integration is useful, then choose Windows backup and OneDrive sync settings deliberately. | Do not assume all settings and files sync automatically. |
| Reducing optional diagnostic detail | Review Diagnostics & feedback and select the diagnostic-data level available on your Windows version. | Required diagnostics remain; required-only does not mean no diagnostics are sent. |
| Changing ad personalization | Review the Advertising ID and personalization controls under Recommendations & offers on current Windows 11 versions. | Turning off Advertising ID does not remove ads. |
| Limiting camera, microphone, location, or other app access | Review the corresponding Windows app-permission controls and individual app settings where needed. | Windows permission controls may not cover every desktop app in the same way. |
| Reviewing data associated with Microsoft services | Use the privacy dashboard and its account-level controls. | Device privacy controls and account-level controls are not interchangeable. |
A simple decision sequence
- Decide the account scope. Choose local if a device-specific, offline-capable sign-in is the priority. Choose Microsoft if using Microsoft services and selected cross-device features is useful.
- Identify the data concern. Diagnostics, advertising, app capabilities, and account activity are different categories. Name the category before changing a setting.
- Open the matching control. Use Diagnostics & feedback for diagnostic detail, Recommendations & offers for Advertising ID and personalization, app privacy pages for capabilities, and the privacy dashboard for account-level activity and ads.
- Verify synchronization separately. Check Windows backup and OneDrive folder selection rather than inferring sync behavior from the account type.
- Recheck after updates or account changes. Windows 11 labels and locations can change, and switching accounts does not provide a complete privacy or sync report.
Common misconceptions and pitfalls
- “Local account” means “no data leaves the PC.” It does not. Required diagnostic data is still described as necessary for reliability, security, and normal operation, and other Windows controls remain independent.
- “Required-only diagnostics” means zero diagnostics. It does not. Required data continues to be sent under Microsoft’s description of the setting.
- “Advertising ID off” means no ads. It does not reduce the number of ads; it may reduce their relevance for apps using that identifier.
- “An app permission switch controls every program.” Microsoft says the controls mostly apply to Microsoft Store apps. Desktop apps can appear differently or access data differently.
- “A Microsoft account uploads every file.” OneDrive synchronization depends on the folders selected, while Windows backup separately controls selected preferences.
- “Changing the Windows account deletes Microsoft-account data.” It does not. Device diagnostic data and account-associated data are separate layers, and the privacy dashboard remains the place to review account-level choices.
- “An old Windows screenshot must match today’s Settings app.” Windows 11 pages and labels change. Microsoft says Recommendations & offers replaces the older General privacy page in newer versions.
Windows 10 and Windows 11: what to keep in mind
Microsoft’s documentation covers account and privacy topics across Windows 10 and Windows 11, but labels and settings locations can differ, particularly in Windows 11 as its privacy pages change. When an instruction does not match your PC, use the current labels in Settings rather than assuming that a guide written for another build is exact.
There is also a support distinction that matters when choosing which instructions to follow. Microsoft states that Windows 10 support ended on October 14, 2025. Do not treat Windows 10 as continuing to receive current free security fixes or software updates. For Microsoft’s account and privacy overview, see Change privacy settings in Windows; for the support date and current Windows guidance, check the applicable information on that page.
The version caveat does not change the central comparison. A local account remains device-specific, while a Microsoft account provides cloud and service integration. What can change is the wording, location, and set of controls exposed in Settings. Always match the instructions to the Windows version and build actually running on the device.
Frequently Asked Questions
Does a local account stop Windows from collecting diagnostic data?
No. A local account changes sign-in scope and cloud integration. Windows still sends the required diagnostic data Microsoft describes as necessary to help keep the device reliable, secure, and operating normally. Optional diagnostic detail is controlled separately in Diagnostics & feedback.
Can I use a local account without an internet connection?
Yes. Microsoft states that a local account is created on the device and does not require internet connectivity to sign in.
Best Value
Will a Microsoft account sync every Windows setting and file?
No. Windows backup controls selected preferences, and OneDrive separately controls which folders sync. Review both settings to know what is included.
Does turning off Advertising ID remove ads?
No. The Advertising ID control applies to apps that use the Windows advertising identifier. Turning it off does not reduce the number of ads, although ads may be less relevant.
Do Windows app-permission switches block every desktop application?
Not necessarily. Microsoft says these controls mostly apply to Microsoft Store apps. Desktop apps may not appear in the same lists or may access data differently, so check the application’s own controls as well.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →What happens to Microsoft-account data if I switch Windows to a local account?
Switching the Windows sign-in does not by itself review or delete data associated with a Microsoft account. Use the Microsoft privacy dashboard for account-level activity and advertising choices.
Where do I switch between a local and Microsoft account?
Open Settings and go to Accounts > Your info. Use the option shown there to switch account types and follow the current prompts. Availability and wording can differ on managed devices or across Windows builds.
Why can’t I find the old General privacy page in Windows 11?
Microsoft says Recommendations & offers replaces the older General privacy page in more recent Windows 11 versions. Settings labels and locations can change with updates, so use the current page names shown on your device.
Does deleting device diagnostic data delete data linked to my Microsoft account?
No. Microsoft distinguishes device diagnostic data from diagnostic data associated with the Microsoft account. Review the account-level controls separately.
Which account is better for privacy?
Neither account type alone determines all Windows privacy behavior. A local account limits the Windows account to one device and can work offline, while a Microsoft account adds cloud and service integration. For privacy, choose the account scope you want and then configure diagnostics, advertising, app permissions, account activity, Windows backup, and OneDrive independently.
The Bottom Line
A local account changes the Windows sign-in relationship: it is device-specific and can be used without an internet connection. A Microsoft account connects Windows with Microsoft services and can support selected cross-device backup and sync. Neither choice automatically turns off diagnostics, ads, app access, or account-level activity. Pick the account for scope and convenience, then review each privacy and synchronization control on its own.
