An input method editor (IME) interprets typed input—often a sequence of keystrokes—to produce text or offer candidates. Windows groups some of these options under keyboard settings, so the name shown in Settings does not always tell you how text entry works.
Keyboard layout vs. input method: the practical difference

Microsoft describes IMEs as software components that interpret input and can work with physical and on-screen keyboards. East Asian languages are examples, but IME-style text entry is not limited to them. Microsoft’s Indic Phonetic keyboards, for instance, transliterate typed pronunciation and suggest Indic text options. What a keyboard layout changes
A layout is the mapping layer between keys and the characters they produce. With another layout active, the same physical key may produce a different character or symbol. This is useful when you need an alternate arrangement or characters absent from your current layout.
You do not always need to install the full language pack associated with a layout. If the layout you want is not listed under the language currently shown in Settings, check the language that matches that layout. What an IME does
An IME is a software input component for entering text when the desired characters are not conveniently available one key at a time. You provide keystrokes or other input; the IME interprets it and can generate a character or present candidate text for selection. Candidate lists are possible, not a requirement for every input method.
Phonetic input is one example: type a pronunciation using an existing keyboard, and the software transliterates it into possible text in another script. Microsoft says of its Indic Phonetic keyboards: “As words are typed using the existing keyboard, Indic Phonetic keyboards transliterate them to suggest possible Indic text options.” (Microsoft Support: Set up and use Indic Phonetic keyboards)

Why Windows Settings can make the terms confusing
Windows groups input options in language and keyboard settings. A phonetic option may be called a keyboard even though it does more than remap individual keys: it can transliterate a sequence and suggest text. When choosing an option, consider whether you need a different key-to-character mapping or software that interprets what you type.
Add or switch a keyboard layout in Windows
Windows 11
- Open Settings > Time & language > Language & region.
- Open the options for the relevant language, then add the desired layout under Keyboards.
- To switch layouts, select the input-language indicator in the taskbar and choose an installed option, or press Windows key + Space to cycle through installed layouts.
If the shortcut appears to do nothing, only one keyboard layout may be installed. The available layouts and their placement can depend on the language entry you open. (Microsoft Support: Manage the language and keyboard/input layout settings in Windows)

Windows 10
The corresponding Settings route is Time & language > Language. Microsoft’s Windows 10 support ended on October 14, 2025; its support page marks the Windows 10 guidance with that end-of-support notice. The display language and keyboard layout are separate settings, but Microsoft warns that changing the display language may also change the keyboard layout. If you are unsure which layout is active—especially at sign-in—check the input indicator before entering a password. Characters can differ from what you expect when a different mapping is selected.
