Windows 11 remains broadly usable without activation. The clearest signs are an “Activate Windows” watermark and restrictions on Personalization settings: changing the desktop background, colors, themes, and mouse pointer. Microsoft does not publish an official list of exactly four locked features; these are four common controls within the personalization area.
What gets locked without Windows 11 activation?
The practical restrictions are concentrated in Windows’ Personalization controls. Current reporting identifies the following settings as unavailable until activation; Microsoft documents the controls themselves but does not define them as four separate licensed features.
Desktop background
Changing the background through Settings is part of Personalization. Unactivated Windows 11 restricts this setting, so you may be unable to choose a different wallpaper there. Microsoft’s background settings guide explains where the control lives.
Colors and accent styling
Windows color mode and accent-color options are also Personalization settings. Current reporting groups color customization among the controls unavailable before activation. Tom’s Hardware’s account of using Windows 11 unactivated describes the practical restrictions.

Themes
A Windows theme combines desktop background pictures, window colors, sounds, and the mouse cursor, according to Microsoft’s theme and background documentation. Current reporting says theme customization is restricted without activation.
Mouse-pointer customization
Mouse-pointer appearance is another personalization control associated with themes. Current reporting identifies cursor customization as restricted when Windows is unactivated.

What keeps working?
Ordinary Windows use and automatic updates generally continue on an unactivated installation, according to Tom’s Hardware. That is practical reporting, not a Microsoft guarantee that behavior will never change. Microsoft’s activation documentation describes the state as an activation error and does not give a fixed shutdown deadline. The visible watermark is the most obvious everyday reminder that Windows needs activation. A Microsoft Community answer updated June 11, 2025 also describes the watermark and personalization limits; it is a community answer, not a formal product specification.
How Windows activation works
Microsoft describes activation as pairing a product key or digital entitlement with the device’s hardware configuration. Windows 11 accepts either a digital license or a 25-character product key, and the installed edition must match the license. If you decide to activate, use a valid entitlement for the edition installed on your PC. Check that any license or product listing identifies the edition and region and provides credible proof of license; a low price alone does not establish that a key is genuine, transferable, or supported. Microsoft Store is the official purchase route.
Why activation may fail
- No valid product key or digital license is associated with the device.
- The product key has been used on more PCs than its terms allow.
- The installed copy is counterfeit.
- The product key and installed Windows edition do not match.
- A major hardware change has affected the device’s activation status.

How to run the Activation troubleshooter
- Open Settings > System > Activation.
- Select Troubleshoot. Microsoft says this option appears only when Windows 11 is not activated.
- Follow the prompts. You need an internet connection and administrator access. The troubleshooter is intended to help diagnose eligible activation problems; it does not provide a license. See Microsoft’s Activation troubleshooter instructions.
Is it reasonable to keep using Windows 11 unactivated?
If the watermark and reduced personalization are acceptable, the reported day-to-day limitations may be manageable. Activation is the route to removing the watermark and restoring those personalization controls, as well as establishing that the device has a valid activation entitlement. Microsoft does not publish a current official count of all functions lost without activation, so the four controls described here should not be treated as an exhaustive inventory of every possible difference.
