Windows 11 is tightening the connection between your PC and your Android phone. The headline version of that change is simple: Android presence shows up more directly in the Windows experience—especially around the Start Menu—so you can pick up where you left off without hunting through apps.
In practice, this is powered by Microsoft’s Phone Link ecosystem. When it’s working, you’ll see phone-related entry points and actions that feel “native” to Windows 11 rather than buried in a separate workflow.

What it means when Windows 11 brings your Android phone to the Start Menu
Start Menu integration is about visibility and speed. Instead of opening Phone Link first, Windows can surface your phone’s relevant activities (messages, app shortcuts, or quick actions—depending on your build and phone model) directly from Start.

The feature is not a literal “phone screen on Start.” It’s a Microsoft-managed bridge that coordinates your Android device with Windows 11 so Start can offer phone-connected shortcuts and actions.
How the Start Menu integration works (and what you should expect)
Most of the “Start Menu phone” experience comes from two components working together:
- Phone Link on Windows (the management app for connectivity, notifications, and device-aware features)
- Phone Link / Companion setup on Android (Microsoft’s Android-side integration that grants permissions and syncs device state)
From there, Windows can project phone-related items into places like Start, the taskbar experience, and the notification/action pipeline.
What’s actually slowing this PC down?

What you can typically expect:
- Phone notifications and message previews aligned with Windows UI
- App entry points or shortcuts that jump into specific phone activities
- Quick actions that start an action on your phone while keeping you in Windows
What you usually should not expect:
- Full Android app mirroring directly inside Start
- Every phone notification type appearing the same way (some apps integrate differently)
- Identical UI across every Windows build, region, and Android manufacturer
Prerequisites: check your PC, Windows build, and phone
Before you troubleshoot, confirm you’re meeting the feature prerequisites. Phone integration features are gated by Windows version, Phone Link version, and Android companion support.
1) Windows 11 version and build
Open Settings > System > About and check:
- Edition: Windows 11 (Home/Pro are both fine)
- Version (target: current Windows 11 release with the latest updates)
- OS build (feature rollout may depend on build)
For the most reliable experience, update to the latest cumulative updates via Settings > Windows Update.
2) Phone Link app version
Go to Microsoft Store (or winget if you prefer) and update:
- Phone Link
- Link to Windows (if it’s installed separately in your setup)
Phone Link behavior changes across releases. An outdated version is a common reason “Start Menu” phone entries don’t appear.

3) Android requirements
On your Android phone:
- Install/update the Microsoft companion app used by Phone Link (commonly Link to Windows on Android)
- Grant permissions when prompted (notifications and device access are typically required)
- Keep battery optimization settings in check (more on that in troubleshooting)
Set up Phone Link so your phone appears in Start
Use this setup flow. Even if you’ve set up Phone Link before, re-check permissions—Start Menu visibility is often tied to which notifications and shortcuts are authorized.
Step-by-step on Windows 11
- Press Start and open Phone Link (or search for it).
- Select Get started.
- Choose whether you want to pair via QR code or Bluetooth (the QR flow is usually simplest).
- On your Android phone, open the companion app (Link to Windows), then follow prompts to pair.
- Confirm all required permissions when Windows asks for them and when Android prompts during the companion setup.
- Complete the initial sync. Leave both devices connected for a few minutes so background registration finishes.
Step-by-step on Android
- Open Link to Windows (or the Android companion used by Phone Link).
- Sign in with the same Microsoft account you use on Windows 11.
- Allow Notifications permissions when prompted.
- Allow relevant permissions for device actions (the exact wording varies by Android version and phone skin).
- Disable battery restrictions for the companion app if Android asks or if you notice delays.
Verify pairing before checking Start
Open Phone Link on Windows and confirm it shows your device as connected. If it’s “connected” but you still don’t see Start Menu items, proceed to the troubleshooting sections—your permissions or notification mapping may not be complete yet.
Pin and use phone content from the Start Menu
Once the integration is active, the Start experience typically provides a fast path to phone-related entry points. The exact wording and layout depend on your Windows build, but the workflow is consistent: Start shows phone-aware shortcuts, not a full emulator.
Pin phone shortcuts (when available)
- Open Start and look for a phone section or phone-related shortcuts.
- Right-click an entry (or long-press on touch systems) and choose Pin to Start if the option appears.
- If you don’t see pin options, open Phone Link and check for notification/shortcut settings (your Start Menu view may be waiting on authorization).
Use phone-connected actions
When you click a phone-related Start entry, Windows should perform an action that runs on your Android device—like opening a conversation, showing a message, or launching an app activity. For best results, keep your phone unlocked at least once after pairing so the integration refreshes state.
Phone notifications and quick actions from the Start experience
Start Menu integration is easiest to notice when notifications or actions become more “Windows-first.” Instead of relying solely on your phone, Windows can show previews and let you respond from your PC.
Enable the notification types you actually want
Open Phone Link on Windows, then check notification settings. If you only allow basic notifications, Start may only show minimal phone-aware entries.
- Enable message notifications for the messaging apps you care about
- Turn on call-related notifications if supported for your region and carrier setup
- Confirm notification access is enabled for the companion app on Android
Keep connection stable for fewer delays
Most “Start Menu phone entries” update through ongoing connectivity. If you frequently see stale items, address the connection health (Bluetooth/Wi-Fi, battery optimization, and background permissions).

Privacy and permissions: control what Windows can see
This is the part people skip—then regret. Phone Link doesn’t just need to connect; it needs permissions to show notifications and trigger actions. You should explicitly control what is allowed on both Windows and Android.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Windows privacy controls to review
- Settings > Privacy & security: review notification and background permissions for Phone Link
- Windows notification permissions: make sure Phone Link can deliver notifications
- Account matching: verify you’re signed into the same Microsoft account on both devices
Android permissions to review
- Notification access: allow the Phone Link companion app to read notifications (required for message previews)
- Battery optimization: exempt the companion app if your phone aggressively restricts background work
- Autostart / background permissions: OEMs like Samsung, Xiaomi, OnePlus, and others may require manual toggles
Reduce data visibility without breaking functionality
If you want the Start Menu integration without exposing message content on your PC, adjust notification display settings where available (Windows often offers options like showing notifications on-screen vs. hiding content previews).
Common gotchas (and how to fix them fast)
Most issues come from mismatched permissions, incomplete pairing, or power-saving behavior. Here are the fast fixes that solve the majority of cases.
Gotcha: You’re connected, but Start shows nothing
This usually means the integration didn’t finish its notification/shortcut registration. Fix it by re-checking companion permissions and forcing a reconnect.
- In Phone Link, try Settings and look for a Refresh or Reconnect option (wording varies)
- On Android, toggle the companion app’s notification access off and back on
Gotcha: Some apps work, others never appear
Messaging and call integration can be app-specific. If one app (like WhatsApp, Telegram, or Signal) doesn’t behave, check whether it’s supported by your current Phone Link integration settings.
- Enable notifications for that app specifically in Android’s notification settings
- Confirm the companion app has broad notification access
Gotcha: Notifications arrive late
Late delivery is almost always a battery optimization or background restriction issue.
- Android: Settings > Battery > Battery optimization > set the companion app to Unrestricted (or disable optimization for it)
- Windows: ensure Phone Link isn’t being throttled by power settings
Troubleshooting when Start Menu phone integration doesn’t show up
If your Android integration isn’t appearing in Start (or appears inconsistently), work through this checklist in order. Stop once it’s fixed.

1) Confirm Windows and Phone Link are updated
- Go to Settings > Windows Update and install pending updates.
- Open Microsoft Store > Library > update Phone Link.
- Restart your PC after updates.
2) Confirm you’re using the same Microsoft account
On Windows: Phone Link typically shows your account. On Android: check the companion app sign-in. If the accounts don’t match, Start shortcuts won’t map correctly.
3) Re-pair the devices
- In Phone Link, open Settings.
- Choose an option similar to Disconnect or Remove device.
- Restart both devices (or at least restart Phone Link and reboot Android).
- Run pairing again from Phone Link using the same method (QR is usually easiest).
4) Fix Android notification access
- Open Android Settings.
- Search for Notification access (on many devices it’s under Apps > Special access or Notifications).
- Allow the Phone Link companion app to access notifications.
- Reboot Android afterward if permission changes don’t “stick.”
5) Disable battery restrictions for the companion app
On battery-restricted devices, the integration can appear “connected” but never push updates to Start.
Recommended Free Tools
- Set battery optimization for the companion app to Unrestricted
- Allow background data and autostart for the companion app if those toggles exist
6) Clear Phone Link cache (if available) / reinstall as last resort
If the feature is stuck, a reinstall can reset corrupted integration state. Use this only after you’ve updated and re-paired.
- Uninstall Phone Link from Windows
- Reinstall from Microsoft Store
- Repeat Android pairing steps
Alternatives if you can’t get the Start Menu view
If your setup can’t reach the Start Menu projection (some builds or regions roll out later), you’re not stuck.
Use Phone Link taskbar and notification workflows
You can still open Phone Link quickly via taskbar pinning and desktop notifications. This often gives you near-equivalent daily usability even without Start Menu items.
Rely on messaging inside Phone Link
For message-first use cases, the in-app Phone Link message experience can be the main productivity layer. Start Menu integration is mainly the “shortcut layer.”
Upgrade your Windows channel (if you’re comfortable)
If you’re on a stable channel and the Start Menu integration hasn’t reached you, switching to a Windows Insider channel can help you test earlier builds. The trade-off is occasional regressions.

FAQs
Will this work with every Android phone brand?
Most Android phones work as long as the Phone Link companion app is supported and you can grant notification access. However, OEM battery optimization and permission UIs differ, which is why some devices see delayed or missing Start shortcuts.
Do I need Bluetooth, or will Wi-Fi work?
Phone Link supports common pairing and connectivity patterns. Bluetooth is often used during setup, while Wi-Fi typically supports ongoing connectivity. If you see instability, try re-pairing and ensure both devices have a reliable network connection.
Can I use this without reading notification content on my PC?
You can reduce what Windows displays through notification preview settings. The exact options vary, but you can generally keep the integration functional while limiting on-screen message content.
Why do I see phone integration in some Windows places but not the Start Menu?
Start Menu projection tends to be gated by integration state: notification access, companion app permissions, and whether the related phone-aware shortcuts are enabled in your current Phone Link version. Re-pairing and updating both apps typically resolves it.
Bottom Line
Windows 11 bringing your Android phone into the Start Menu is best understood as an integration layer—powered by Phone Link—that surfaces phone-aware shortcuts and actions right where you start your day. When it works, it saves time because you don’t have to open a separate bridge just to reach your phone.
If you don’t see it yet, don’t guess. Update Windows and Phone Link, confirm account matching, grant Android notification access, and remove battery restrictions for the companion app. Those steps solve the overwhelming majority of “missing Start Menu phone” problems.
