If Task Manager’s uptime keeps counting after you shut down your Windows 11 PC, Fast Startup is a likely explanation. With Fast Startup enabled, Shut down can save the Windows kernel session to a hibernation file rather than fully closing it. Restart follows a full boot cycle, so its uptime should reset. The counter alone does not mean the computer stayed fully on while shut down.
Why Task Manager uptime can continue after Shut down
Task Manager reports how long the current Windows kernel session has been active, not necessarily the time since you last pressed the power button. Microsoft explains that Fast Startup uses a hibernation file to speed the next startup: Windows logs off user sessions but saves the kernel session and device drivers. As Microsoft Learn puts it, “During Fast Startup, the kernel session is not closed, but it is hibernated.”

That means Shut down and Restart can produce different results. With Fast Startup in use, a normal Shut down may preserve the kernel session; Restart performs a full boot cycle. The uptime counter can therefore carry over ordinary shutdowns and reset after a restart. The behavior does not, by itself, establish a fault or show that the PC remained fully powered on while shut down.

If uptime resets after Restart but continues across ordinary Shut down and power-on, Fast Startup is a plausible explanation. This comparison is a diagnostic inference from Windows’ documented shutdown behavior, not proof that every device or configuration will act identically.

Microsoft Learn documents that “The Fast Startup setting doesn’t apply to Restart.” Its troubleshooting article discusses Windows 10 and Windows 8.1, so treat those platform-specific instructions as context rather than a guarantee about every Windows 11 configuration.

Fast Startup is intended to make the next startup faster. Turning it off gives up that specific benefit; Microsoft’s cited documentation does not quantify the difference for an individual PC.

Use a full-shutdown command when needed
To request a full shutdown without changing the Fast Startup setting, run shutdown /s /t 0. Microsoft documents /hybrid as the optional parameter for a hybrid shutdown. The command-line options appear in Microsoft’s troubleshooting article for Windows 10 and Windows 8.1, so Windows 11-specific behavior may depend on the device and configuration.

If uptime still does not reset after Restart, the Fast Startup explanation is less likely to account for what you are seeing. Confirm that you selected Restart rather than Shut down, then check the counter again. The cited documentation establishes how Fast Startup treats these two actions, but does not identify every possible cause of a counter that persists after a restart.
