How to try the reported Windows 11 local-account route
Windows Latest reported in September 2026 that this route worked during a fresh Windows 11 Home installation in a virtual machine using the latest Home ISO. It is a reported behavior, not a supported or guaranteed setup option.

Under “Sign-in options,” find the small “Learn more” link in the paragraph. Click that link, not the larger “Learn More” button farther down the page.

In the reported test, setup opened “Who’s going to use this device?” Enter a local username, create a password, and answer the three security questions to continue.

The report does not confirm how the link behaves on other editions, builds, or devices, or whether it will remain available in future setup versions.
Is this an officially supported option?
No. Microsoft’s setup guidance, accessed October 7, 2026, describes OOBE using a personal Microsoft account or a work or school account. It also describes a separate offline procedure for creating a local user. Microsoft does not document the small-link behavior as a supported route. If the link is absent or does not lead to local-user creation, the reported method may not apply to your setup. The available report does not establish a universal workaround for every Windows 11 installation.
What changes when you use a local account?
| Account type | What it means |
|---|---|
| Local account | Created on and specific to one device. It can be used to sign in without an internet connection and is not connected to Microsoft’s cloud. |
| Microsoft account | Uses an email address and password associated with Microsoft services. Signing in connects Windows to Microsoft’s cloud and can sync settings and files across devices. |
These distinctions are described in Microsoft’s explanation of account types. The choice is mainly between device-specific sign-in without a cloud connection and access to Microsoft services with cross-device syncing.

Why older bypass advice may not apply
Microsoft announced on March 28, 2025, that it was removing the bypassnro.cmd script from Windows 11 Insider Preview Build 26200.5516. The company said: “This change ensures that all users exit setup with internet connectivity and a Microsoft Account.” That announcement concerns the named Insider build; it does not prove that every workaround was removed from every public Windows 11 release. The small-link behavior reported in 2026 is a separate finding from a Home installation test. See Microsoft’s Build 26200.5516 announcement.
