Windows 11 Privacy Settings to Review After Setup

A practical Windows 11 privacy settings tour: what each control covers, what it does not, and where to review it after setup.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After setting up Windows 11, review Diagnostics & feedback, Recommendations & offers, app permissions, and Device usage. These controls let you choose whether to share optional diagnostic data, allow particular apps to use sensitive capabilities, and receive personalized suggestions. They do not switch off every kind of data collection or control every desktop app, so check the scope of each setting before changing it.

Start with the distinction between privacy settings

Windows 11’s privacy controls cover several different things: diagnostic data sent to Microsoft, personalization based on device or account information, access by apps to capabilities such as the camera, and suggestions shaped by selected device-use categories. These are separate choices in different parts of Settings. Changing one does not automatically change the others.

For example, turning off the Windows advertising ID affects how participating apps can use that identifier for personalized advertising. It does not block website cookies or every other way ads can be personalized. Likewise, a permission list for apps does not necessarily include desktop programs installed outside the Microsoft Store.

The labels and availability can differ between Windows updates. A work or school device may also have settings controlled by its organization. Use the current labels shown on your PC rather than assuming an older screenshot or guide matches your build.

What to decide before you start

There is no single “maximum privacy” switch in Windows 11. Instead, decide which trade-offs matter to you. You might want the minimum diagnostic sharing beyond what Windows requires, no personalized offers, and strict access to the camera and microphone. Another user may prefer tailored Start recommendations, location-aware apps, and troubleshooting data that can help Microsoft improve compatibility. Both are legitimate choices.

Make changes one category at a time and read the explanation beside each switch. A setting that sounds similar to another may have a different scope. Advertising ID, for instance, concerns an identifier used by participating apps; it is not a general web-tracking blocker. Device usage affects personalization; it is not an access permission. Writing down the original choices or taking a screenshot can also make it easier to undo a change if an app stops working.

Review diagnostic data and feedback

Open Start > Settings > Privacy & security > Diagnostics & feedback. Review the diagnostic-data choice and the feedback and personalization controls available on your device.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Required and optional data are different

Windows distinguishes required diagnostic data from optional diagnostic data. Required data supports functions such as prioritizing product improvements and checking app compatibility. Optional data can include additional information about app activity and device health. You can choose whether to send optional diagnostic data, but do not expect a Windows setting that disables all diagnostic data: Microsoft documents a required category as well as the optional choice.

Decide based on your preference. If you want to limit the additional information sent beyond the required category, turn off the optional diagnostic-data choice if it is available. If you leave it on, you are choosing to share the additional category described in Windows’ on-screen explanation.

Consider the practical trade-off rather than treating optional data as automatically good or bad. Additional app-activity and device-health information can help Microsoft investigate reliability or compatibility issues, but it is still information leaving the device. If you are troubleshooting a difficult problem, you may temporarily choose a broader sharing option and revisit it later. If you are configuring a child’s, guest’s, or highly sensitive work machine, you may prefer the narrower choice permitted by the edition and policy.

Feedback and personalization controls

The same page can include controls for how Windows asks for feedback or uses diagnostic information to personalize experiences. Read the current descriptions because Microsoft can rename or reorganize them. A feedback frequency control determines how often Windows may request your opinion; it is different from the diagnostic-data category itself. Turning off optional diagnostics does not necessarily turn off every notification or account-based preference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the personalization control and its current name

Microsoft says the Tailored experiences setting is being replaced by Personalized offers on newer Windows versions. If you do not see the older name, check Settings > Privacy & security > Recommendations & offers for the newer control. Follow your normal update policy if you want the latest available labels and controls.

Do not use the absence of one label as evidence that the feature is absent. A feature may have moved to Recommendations & offers, or your Windows edition may expose a slightly different group of controls. Search within Settings for the current term if you cannot find it in the expected page.

If a control is unavailable

If Windows says a setting is managed by your organization, a local account change may not be available. Follow your workplace or school policy, or ask its IT administrator; do not assume that a local preference can override a managed setting.

Management can apply through work or school enrollment, group policy, or another device-management service. An administrator may intentionally hide a switch, lock it to a particular value, or collect diagnostic information under organizational rules. Record the message Windows shows rather than repeatedly trying to force the change. On a personal computer, an unexpected management notice is a reason to check whether a work account or management profile was added during setup.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose which offers and suggestions you want

Where available, open Settings > Privacy & security > Recommendations & offers. Review each choice individually. These settings are preferences, not universal security switches: you may value tailored suggestions, or you may prefer fewer personalized recommendations.

Personalized offers

Microsoft says this feature may use device information and Windows diagnostic data, and may combine it with account information and data from other Microsoft products and services, to provide tips, ads, and recommendations. If you want to limit this form of Windows personalization, turn off the control where it appears. That choice is not the same as disabling diagnostic data or changing app permissions.

You can stick the double-sided adhesive at the four corners of the privacy film, and then attach it to the computer screen. If you think the stickers are not firmly attached, you can apply more double-sided adhesive tapes to ensure a stable attachment

Think about whether the convenience is worth the additional personalization. Someone who wants help discovering Windows features may leave it enabled. Someone setting up a clean, distraction-free desktop may disable it. Turning this option off does not remove all messages from Windows, and it does not change privacy choices made separately inside Microsoft 365, Edge, Xbox, or other services.

Advertising ID

Windows creates an advertising identifier for each user on a device. Participating apps and advertising networks can use it to personalize advertising. Turning it off does not reduce the number of ads; it may make ads less relevant. It also does not control all advertising mechanisms, such as website cookies.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft Support puts the trade-off plainly: “Turning the advertising ID off will not reduce the number of ads you see, but it may mean that ads are less interesting and relevant to you.”

Turn the identifier off if you do not want participating apps to use this Windows identifier for personalized advertising. Keep it on if you prefer the personalization it enables. Neither choice promises an ad-free experience. To reduce web-based personalization as well, review browser cookie, tracking-prevention, and account-ad settings separately; this Windows switch cannot make those decisions for you.

Website access to your language list

Windows can share your preferred language list with websites so they can offer locally relevant content. Consider whether that convenience is useful to you. If you would rather not share the list for that purpose, turn off the corresponding option.

This control concerns the list of languages you prefer, not the contents of documents you write. A multilingual user may find the setting useful when sites automatically select a language. If revealing that list is unnecessary for your browsing habits, disabling it narrows that particular form of sharing without affecting the language installed in Windows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

App-launch tracking for Start and search

Windows can track app launches to personalize Start and search results. If you do not want those results tailored using app-launch activity, turn off the relevant tracking control. This setting concerns personalization of Start and search, not the permissions that let an app use your camera or location.

Expect a recommendation trade-off after changing it. Frequently used programs may be less prominently suggested, while the number of apps shown in search does not necessarily change. If Start feels less useful afterward, you can restore the setting without changing diagnostic data or hardware permissions.

Suggested content in Settings

Windows can show suggestions in Settings, including feature and app recommendations. Turn off the related option if you would rather not see this suggested content. If you find the suggestions helpful, leaving them on is a preference rather than a requirement.

Suggestions are not proof that an app has been installed or granted access. They are recommendation content. Removing them can make Settings feel quieter, but it does not remove advertising from websites or third-party applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Audit app permissions by capability

Open Settings > Privacy & security, then choose a capability such as Location, Camera, or Microphone. Review the overall permission and any app-level choices listed on that page. Repeat for other capabilities that matter to you, including contacts and calendar, as well as any other relevant entries shown on your PC.

Capabilities can include access to notifications, account information, phone calls, messaging, radios, documents, and other data depending on the Windows version. You may not see every category on every edition or device. Treat the list on your own PC as authoritative and inspect unfamiliar entries rather than assuming they are harmless or unnecessary.

Make the decision one app at a time

For each capability, consider which apps need it to perform a function you use. Allow access where that function depends on it; turn off access for apps that do not need it or that you do not trust. When Windows provides both an overall control and individual app choices, check both: a broad setting and a per-app setting can serve different purposes.

For instance, a video-calling app may need microphone and camera access for calls, while a game or utility may not. Location access may be useful for an app that provides location-aware features, but it is not automatically needed by every app. These are practical examples, not claims that every app has the same permission controls.

Review permissions again after installing a major application, adding a new browser extension, or connecting a camera or headset. A feature can fail when access is denied, so test the specific function rather than broadly re-enabling every permission. If a camera or microphone is unexpectedly active, close apps one at a time and check their own settings as well as Windows’ controls.

Know what the lists do not cover

Microsoft notes that desktop apps might not appear in Windows’ app-permission lists and may access some data or capabilities differently. Do not treat the list as a complete inventory of everything installed on your PC, or assume that a Windows app-level toggle controls every desktop program.

For a desktop app installed from the web or another source, review its own privacy settings and grant access only to software you trust. If you cannot find a program in a Windows list, that absence alone does not establish that it never accesses the relevant information. Check the publisher’s documentation, the app’s permission prompts, and any account settings it provides.

Check App diagnostics separately

App diagnostics is a separate control from camera, microphone, and location permissions. It concerns access to specified information about other running apps. Microsoft’s examples include app names, package names, the account under which an app runs, and memory use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Open Settings > Privacy & security > App diagnostics if that page is available. Review the global control and any listed per-app choices. If you do not use a feature that needs this information, you can restrict the access shown there.

This is not a universal process-privacy switch. Desktop apps do not appear in the App diagnostics list and are not affected by that setting. Review desktop software separately rather than assuming this control governs every running program.

App diagnostics can be useful to a tool that monitors or manages other apps, but many people never need that function. If you turn it off and a trusted utility stops displaying app status or memory information, restore access only for that utility if Windows offers a per-app choice. Do not confuse this data with diagnostic data sent to Microsoft; the setting governs an app’s access to information about other running apps.

Revisit the device-use choices from setup

Open Settings > Personalization > Device usage to change the categories you selected during setup. Windows offers categories such as gaming, creativity, school, and business. Microsoft describes related personalization as potentially including tips, trials, pinned suggestions, or recommendations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the categories that reflect how you use the PC, or change them if your needs have changed since setup. These selections shape personalization; they are not a security requirement and do not replace the diagnostic-data or app-permission decisions elsewhere in Settings.

For example, selecting Gaming may lead Windows to surface gaming-related suggestions, while Creativity may influence recommendations for creative applications. The categories do not grant games or creative tools permission to use the camera, microphone, files, or location. If several people use the same account, choose categories that match that account’s use rather than a single temporary project.

Review Microsoft account controls separately

Windows settings on the device do not cover every privacy preference associated with a Microsoft account or its services. Microsoft’s privacy dashboard documentation directs users to account-level activity and ad settings. If you use Microsoft services or synced activity and want to review those preferences, check the account-level controls as well as the local Windows settings.

Keep the distinction clear: a choice in Windows Settings applies to the control described there, while an account-level preference is managed separately. Do not assume that changing one automatically changes the other.

This matters when multiple Windows devices use the same account. A local permission decision may apply only to one installation, while activity history or advertising preferences can follow the account across services. Review the privacy dashboard from the account you actually use, and repeat the review if you switch between personal and work accounts.

A practical order for your settings review

  1. Open Diagnostics & feedback. Review the required-versus-optional diagnostic-data choice and the feedback or personalization controls shown.
  2. Open Recommendations & offers. Decide separately about personalized offers, advertising ID, website access to the language list, app-launch tracking, and suggested content.
  3. Review app permissions. Visit the capabilities most relevant to you, check overall access, and adjust listed apps individually where available.
  4. Check App diagnostics. Review access to information about other running apps if the control is available and relevant to your needs.
  5. Revisit Device usage. Change the categories selected during setup if they no longer describe how you use the PC.
  6. Review account-level preferences. Check Microsoft’s privacy dashboard separately if you want to manage account activity or ad settings.
  7. Inspect desktop apps directly. For programs not covered by Windows permission lists, use their own privacy settings and make access decisions based on whether you trust and need the software.

After completing the tour, restart or reopen the affected app and test the function you care about. A video call, map lookup, or accessibility tool may need a permission you just changed. Testing prevents you from weakening several settings simply because one application failed.

Common mistakes to avoid

  • Expecting to turn off all diagnostic data: Windows distinguishes required data from optional data; the optional choice does not erase the required category.
  • Expecting fewer ads after disabling the advertising ID: the change may affect relevance, not the number of ads, and does not govern every ad mechanism.
  • Treating a Windows permission list as complete: some desktop apps may not appear or be controlled there.
  • Confusing personalization with permissions: suggestions, offers, app-launch tracking, and access to hardware or personal information are different controls.
  • Assuming every PC exposes the same options: Windows updates can change labels, and organizational policy can restrict settings.
  • Changing every switch without testing: broad restrictions can break legitimate features; adjust the narrowest control that solves your concern.
  • Ignoring account settings: local Windows choices do not automatically change Microsoft account activity or advertising preferences.
  • Assuming a desktop app is covered because it is listed nowhere: absence from a Windows list is not proof that the program cannot access data.

When to review again

Privacy review is not limited to the first day of setup. Recheck after a major Windows update, because Microsoft can move a control or replace a label such as Tailored experiences with Personalized offers. Recheck after enrolling the device in work or school management, installing software that requests sensitive access, or changing the Microsoft account used on the PC.

Use the labels and explanations currently displayed in Settings. If a guide or screenshot disagrees with your build, trust the on-device description and consult your administrator where a policy message appears. This approach keeps the review accurate without assuming that every Windows 11 installation exposes identical controls.

Frequently Asked Questions

Can I turn off all diagnostic data in Windows 11?

No. Microsoft distinguishes required diagnostic data from optional diagnostic data. You can usually choose whether to send optional data, but Windows still documents a required category. The exact control can be limited by edition or organizational policy.

Does turning off Advertising ID stop personalized ads?

No. It does not reduce the number of ads and does not block other methods such as website cookies. Microsoft says ads may become less relevant because participating apps can no longer use that Windows identifier for personalization.

Why can’t I find Tailored experiences?

Microsoft says newer Windows versions are replacing that name with Personalized offers. Look under Settings > Privacy & security > Recommendations & offers and use the label shown on your device.

Do Windows privacy permissions control desktop programs?

Not always. Microsoft notes that desktop apps may not appear in the Windows permission lists and may access some data or capabilities differently. Check each desktop app’s own privacy controls and use software you trust.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does App diagnostics allow?

It concerns an app’s access to specified information about other running apps, such as app names, package names, the account running an app, and memory use. It is separate from camera, microphone, and location permissions, and it does not govern desktop apps.

Will changing Device usage improve security?

Device usage is a personalization control, not a security requirement. Categories such as gaming, creativity, school, and business can influence tips, trials, pinned suggestions, or recommendations, but they do not grant apps access to hardware or personal data.

Do Windows privacy changes apply to my Microsoft account?

Not necessarily. Local Windows settings and account-level activity or advertising preferences are separate. If you use Microsoft services or synced activity, review Microsoft’s privacy dashboard as well as the settings on each device.

What if a privacy setting says my organization manages it?

Follow your workplace or school policy and ask its IT administrator. A management service or policy may hide the control, lock its value, or determine how diagnostic information is handled; a local change may not override it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

After setup, review Diagnostics & feedback, Recommendations & offers, capability permissions, App diagnostics, Device usage, and Microsoft account controls separately. Turn off optional sharing or personalization when it does not suit you, allow only the app access you need, and remember that desktop programs and organization-managed devices can fall outside Windows’ local switches.
