In a September 2026 blog post, the author reports that Windows 11 Notepad’s menu bar makes common mouse and keyboard interactions awkward: holding the mouse button and dragging to a command does not activate it, keyboard navigation can get stuck around submenus, and F10 reportedly does not focus the bar. These are the author’s observations, not a measured account of how often the problems occur or an official explanation from Microsoft.
What the author says goes wrong
The author of Reupen’s September 2026 blog post describes several specific problems with Notepad’s modern menu bar. The central complaint is about a continuous mouse gesture: press and hold a top-level menu, move to a command, then release. The author says this does not usefully activate the command, and the same held-button gesture cannot move between top-level menus.

The post also reports that left and right arrow keys can get stuck when moving into or out of submenus. According to the author, pressing F10 does not focus Notepad’s menu bar. Access-key hints appear after pressing Alt but disappear after arrow-key navigation, and the author criticizes their visual presentation. The post further describes odd pointer behavior after right-clicking menu-bar items, including disabled items appearing enabled after repeated right-clicks. Those right-click effects are the author’s report; the other sources discussed here do not independently verify them.
Why F10 and access-key cues are relevant
Microsoft’s Windows keyboard shortcuts guidance lists F10 as “Activate the menu bar in the active window.” Microsoft also cautions that shortcuts can vary between applications, so that general Windows reference is a baseline rather than a guarantee about every Notepad version or build.

The same guidance describes using Alt with an underlined letter when an application provides underlined access keys. It does not specify how Notepad renders or preserves its hints during arrow-key navigation. The author calls the disappearance of those cues unexpected, noting that the user is still navigating with the keyboard.
What WinUI issue reports add—and what they do not
The author says the WinUI 3 Gallery’s MenuBar displays many of the same problems and points to open discussions in Microsoft’s WinUI repository. A 2019 WinUI issue describes a failure to press, hold, drag through a menu, and release to activate an item. A 2023 issue identifies both WinUI 2 Gallery and WinUI 3 Gallery and lists the press-hold-move-release sequence as a reproduction attempt.

A separate 2021 WinUI issue discusses press-to-open and drag-to-select as a proposed interaction, contrasting it with opening a menu by clicking and selecting with a second click. This distinction helps explain why a menu can feel less direct to someone accustomed to the continuous press-and-drag gesture. It is a discussion of interaction models, not proof of a confirmed design decision in Notepad.

What users can reasonably conclude
- The September 2026 post documents one author’s experience with mouse selection, keyboard navigation, F10, access-key cues, and right-click behavior in modern Windows 11 Notepad.
- Microsoft’s shortcut documentation supplies a general Windows reference for F10 and access keys, with an explicit warning that application behavior can vary.
- WinUI repository issues provide historical context for similar menu interaction concerns, but they do not prove Notepad’s implementation or the root cause.
- The reviewed material gives no prevalence statistic, controlled usability result, affected-build list, verified fix, release timeline, or confirmed Microsoft rationale.
An older Microsoft Tech Community post illustrates a different user’s menu frustration but should not be treated as evidence about current behavior. On 4 April 2022, a user described Windows 11 Pro build 22000.556 at 175% display scaling, where the Edit menu sometimes opened upward beyond the visible screen and German menu shortcuts did not match prior versions. That is one dated account, not a survey or confirmation of the 2026 post’s specific findings. A later reply says the user installed Notepad++ after submitting feedback; that records one person’s choice, not a verified remedy for these menu-bar issues. Read the 2022 community thread.

The cited material does not establish a verified fix or a current list of affected Notepad builds. It also does not support a registry edit or other system change as a safe remedy. If the behavior matters on your system, you can describe the exact interaction, Windows build, and Notepad version when submitting feedback; distinguish what you observed from the older reports rather than assuming the same cause.
