It is a per-process control you can apply yourself. Windows also uses separate scheduling signals and power settings, which can look similar but work differently.
What Task Manager’s Efficiency mode actually does
Efficiency mode is a user-applied control for an individual process. In Task Manager, open Processes, select the process, then choose Efficiency mode from its context menu. Microsoft also documents applying it from the process context menu in Task Manager. It is not a switch for an entire app group, and some core Windows processes cannot be throttled because doing so could affect system performance.

Under the hood, the mode lowers that process’s base priority and applies EcoQoS. Lower priority gives other work a chance to run first; EcoQoS tells Windows the work can be handled with energy efficiency in mind, potentially using a lower processor frequency. Microsoft’s initial implementation focused on CPU allocation, so the leaf icon should not be read as a blanket setting that directly caps every resource an app uses.
That can help when a process is consuming substantial CPU while you need other work to respond promptly. The trade-off is that CPU work from the selected process may run less promptly. If an app is doing a time-sensitive task, applying the mode could make that work feel slower.

Does Windows automatically put the wrong apps into Efficiency mode?
The wording can be confusing: Task Manager’s Efficiency mode is a control the user applies, while Windows also uses thread-level Quality of Service (QoS) signals to guide scheduling and power management. Those broader signals can reflect factors such as a window’s focus or visibility, whether a process is audible, and explicit tags supplied by an app. Microsoft also documents a case where Windows may lower a foreground app’s QoS to Medium after user inactivity while on battery.
These QoS behaviors are not the same as Windows maintaining a simple list of apps allowed “full power,” and they do not establish that Windows is routinely misclassifying useful work. Public posts describe unwanted Efficiency mode labels or behavior that does not persist, but they are anecdotes—not a measure of how often this happens or proof of a specific cause. No population-level error rate is established by the available evidence.

How the related Windows controls differ
| Control | Scope and who sets it | What it changes | Trade-off |
|---|---|---|---|
| Task Manager Efficiency mode | An individual process; selected by the user | Lowers base priority and applies EcoQoS | Can reduce competition for CPU time, but the selected process may run less promptly. |
| QoS classification | Thread behavior influenced by Windows or app signals | Influences scheduling and processor power management | Can favor efficiency for less urgent work; it is not a single app-level performance switch. |
| Background activity permission | A supported app; set in Windows Settings | Allows, optimizes, or prevents background operation | Choosing Never stops background operation while the app is inactive, including notifications and updates. |
| System Power mode | Device power profile; set by the user | Sets a preference for power efficiency, balance, or performance | Performance preference may use more power; available choices depend on configuration. |
Check what is limiting an app before changing settings
Look for the Task Manager leaf icon
If you see a leaf icon or suspect a process is in Efficiency mode, open Task Manager and identify the specific process. On Processes, select it and inspect the context menu. If the option is unavailable, Microsoft says it is generally a core Windows process that cannot be throttled this way. Avoid assuming that every slowdown or background delay is caused by the mode.
Review background activity permissions
For supported apps, go to Settings > System > Power & battery > Battery usage, open the app’s More options, then choose Manage background activity. The available choices are Always, Power optimized, and Never. Power optimized lets Windows limit an app that uses more power while still allowing notifications and periodic updates. Never prevents background operation when the app is not in use, so notifications and updates will not arrive then.

Check the system Power mode
Go to Settings > System > Power & battery and review the Power mode choices for battery and plugged-in use, where available: Best power efficiency, Balanced, or Best performance. These apply at the device power-profile level, not to one process. A custom power plan can prevent changing the mode.

Microsoft’s Performance and Diagnostics team reported that, in a 2022 busy-system test, applying Efficiency mode to a synthetic CPU workload improved responsiveness by 14%–76% across the common scenarios tested. The setup ran a continuous, normal-priority synthetic workload on each CPU core and measured activities such as launching an app and opening Start. Those figures describe Microsoft’s test conditions; they are not a forecast of how much faster a particular app or PC will feel.

- Clear and Convenient: The bold, bright white and long-lasting characters make the keys on this PC or laptop keyboard easy to read and extra durable
In a separate 2021 initial EcoQoS assessment, Microsoft reported up to 90% lower CPU power consumption and less than half the CPU energy to complete the same work. That result concerns the tested workload, not a guaranteed reduction in a user’s total power use or a promised battery-life gain.

When to change a setting—and when not to
- If a specific process is marked with Efficiency mode and its work is delayed, inspect that process in Task Manager and consider whether you or another user applied the mode.
- If the issue is missed notifications or delayed updates while an app is closed, check its background activity permission rather than changing system Power mode.
- If the whole device is favoring efficiency or performance, inspect the system Power mode and whether a custom power plan is in use.
- Before changing registry values or installing third-party utilities, identify which control is involved. The documented settings above address distinct behaviors; there is no established universal fix for every unwanted Efficiency mode report.
