Choose Local reinstall if you want to avoid downloading Windows or have a slow internet connection, knowing it may not include the latest updates. Either way, this choice only determines where Windows gets its reset files; it does not decide whether your personal files are kept.
What’s the difference between Cloud download and Local reinstall?
Both options reinstall Windows as part of Reset this PC. The difference is the source of the Windows files: Cloud download fetches a fresh copy, while Local reinstall uses files already on the computer. Microsoft describes Cloud download as providing a fresh copy with the latest version and updates, and Local reinstall as an option that may not include the latest updates. Microsoft’s Reset your PC guidance explains the choices.

|---|---|---|---|
| Cloud download | A fresh copy downloaded from Microsoft | Local recovery files may be corrupted or missing | Windows must be downloaded; a reliable internet connection is useful |
| Local reinstall | Files already on the PC | You want to avoid a large download or have a slow connection | It relies on local files and may not include the latest updates |
Neither source is a guaranteed fix for every Windows problem. The better choice depends on the condition of the local recovery files and whether downloading is practical.
Which reset option should you choose?
Choose Cloud download when local files may be the problem
If you suspect that Windows recovery files are corrupted or missing, Cloud download avoids relying on those local files and fetches a fresh Windows copy. It is also the more suitable choice when you want the latest version and updates described in Microsoft’s reset guidance. You will need to download Windows, so consider whether your connection is stable enough for the process.

Choose Local reinstall when downloading is inconvenient
Local reinstall can make sense when your internet connection is slow or you prefer not to download Windows. Since it uses files already on the PC, it is not the right choice if you believe those files are damaged. Microsoft also cautions that the local option may not include the latest updates.
Will you lose your files?
File retention is a separate choice in the reset flow. Select Keep my files to preserve personal files such as documents and photos; Windows removes apps and settings. Select Remove everything to remove personal files as well as apps and settings. Cloud download versus Local reinstall does not change what either retention option means.
If you are preparing a PC for sale or donation, Microsoft describes using Remove everything and its Clean data option. Microsoft cautions that this consumer feature does not meet government or industry data-erasure standards.
What to do before starting a reset
- Back up important files. Use an external hard drive, a network drive, or cloud backup before resetting. If you need an offline copy, an external drive is one option; choose storage according to the amount of data you need to keep.
- Find your BitLocker recovery key if the device is encrypted. Some recovery tools in Windows Recovery Environment (WinRE) may require it.
- Connect the PC to power. Keep it plugged in throughout the reset.
- Do not force-restart if the screen goes black. Microsoft warns that the screen may remain black for an extended period during a reset; manually restarting can cause the process to fail.
How to start Reset this PC
- In Windows, open Settings > System > Recovery.
- Next to Reset this PC, select Reset PC.
- Follow the on-screen prompts to choose Keep my files or Remove everything, then select Cloud download or Local reinstall.
- Review the selections and confirm only when they match what you intend to do.
You can also start recovery through Windows Recovery Environment (WinRE). Menu names and availability can vary by Windows version and device-management settings, so follow the choices shown on your PC. Some recovery options may need an internet connection.

Could another recovery option be better?
If Windows still starts and the problem might be fixed without resetting, consider less disruptive options first. Microsoft’s Windows recovery options include running troubleshooters and, when a problem began after an update, uninstalling a recent update.
Repair Windows through Windows Update
On eligible Windows 11 systems, the Fix problems using Windows Update option reinstalls the current version of Windows while preserving files, apps, and settings. It requires power and an internet connection during the process. Availability depends on the Windows version and device; see Microsoft’s Windows Update reinstall guidance.
If Windows will not start or malware is suspected
When Windows cannot start, WinRE provides recovery tools; Microsoft notes that some options may require internet. If those recovery options do not work, Microsoft’s recovery guidance describes using recovery or installation media. If you suspect malware, scan with Windows Security first. If the problem continues, Microsoft advises using installation media for a clean installation; do not assume that either Reset this PC source guarantees malware removal. See Microsoft’s guidance on Windows Recovery Environment and recovery drives.
