Try Windows 11’s built-in Start settings first
Windows 11 already lets you adjust some Start menu preferences, including the pinned-app view and app-list visibility. These controls can help if your goal is a modest layout change rather than a return to an older Windows menu. Microsoft’s Start menu guide describes the consumer settings; the options available can depend on the Windows version installed. Microsoft describes Start as providing access to apps, settings, and files. If the built-in controls do not provide the appearance or behavior you want, compare third-party tools by scope and compatibility rather than assuming one is best for every PC.

Choose a classic-style menu: Open-Shell
The Open-Shell project README documents classic-style Start menu support through Windows 11. That makes it the clearest fit here if your main requirement is a traditional menu and you want the free project option. The README also lists Explorer toolbar functionality, so check the project’s documentation if you are considering changes beyond Start.

Before installing, review the Open-Shell README and official releases for current Windows-build and architecture notes. The release page includes an ARM64-specific installation note; do not assume instructions for one architecture apply to another.
Choose paid menu customization: Start11
Stardock describes Start11 as offering multiple Start menu styles, including classic-inspired designs. Consider it if appearance and menu customization are your priority and you are comfortable with a paid product. The available evidence establishes the vendor’s stated range of styles, not an independent comparison of speed, stability, or quality.

StartAllBack presents its scope as covering the Start menu, taskbar, Explorer, and interface styling. If you want to adjust several parts of the Windows shell rather than Start alone, review the vendor’s product information for its current version, compatibility, price, and specific features.

ExplorerPatcher
ExplorerPatcher is a broader shell-customization option, but its compatibility guidance deserves particular attention. Its official releases page identifies tested operating-system builds and warns about conditions involving Smart App Control and some security software. The project also describes patching system components.
The project says GitHub is its only official distribution channel. Use the official releases page rather than a download mirror, and read its current compatibility notes before installing. If you are unwilling to troubleshoot compatibility issues or monitor build-specific guidance, a narrower alternative may suit you better. The project wiki provides additional documentation.

Make the decision using your PC and your priorities
- Decide how much to change. Try built-in settings for a modest adjustment. Choose a menu-focused option if Start is the only problem; consider StartAllBack or ExplorerPatcher only if you also want broader taskbar, Explorer, or shell changes.
- Choose your cost model. Open-Shell is the free project option described here. Start11 and StartAllBack are paid products; verify their current terms directly with their vendors.
- Check Windows build and processor architecture. Confirm your installed Windows version/build and whether the device is x64 or ARM64, then compare that information with the tool’s current documentation and release notes.
- Assess maintenance tolerance. Prefer tools with guidance that matches your system and your comfort level. For ExplorerPatcher in particular, read its current release cautions and security-software conditions before proceeding.
The official sources do not establish a universal winner or provide comparable performance measurements. Choose by the menu you want, how much of the shell you intend to alter, and whether the tool’s current compatibility guidance matches your setup.
