Turning off Camera access in Windows 11’s Settings > Privacy & security > Camera can block supported apps from using the camera through Windows’ privacy controls. The impact depends on which setting you change: Store apps, desktop apps and the camera device itself have different controls. Windows Hello sign-in is a documented exception and can still use the camera when Camera access is off.
What can stop working?
Video calls, browser meetings and camera features in capture apps may fail when the permission those apps rely on is disabled. The setting that matters depends on the app category: Microsoft Store apps have individual permissions, while desktop apps share a separate access toggle.

Microsoft says turning off desktop-app camera access can also affect some Windows features, including Cortana or Windows dictation. These are examples of possible effects, not a guarantee that every Windows setup will lose those features.
Which camera setting did you turn off?
“System-wide” can mean more than one thing in Windows 11. The privacy controls govern app access; a separate setting can disable a camera device itself.

|---|---|---|
| Camera access under Settings > Privacy & security > Camera | Device-level camera permission through Windows privacy controls. | Supported apps may be blocked from using the camera. Windows Hello sign-in is an exception. An administrator may control this setting. Microsoft explains camera permissions. |
| Let apps access your camera and individual app switches | Microsoft Store apps, with permissions shown for individual apps. | A Store app with its permission turned off cannot use the camera through that permission. Microsoft’s permission guidance. |
| Let desktop apps access your camera | Desktop apps collectively, including browsers and many video-conferencing apps. They cannot be individually switched on this page. | Desktop camera use may fail in apps such as Edge or Teams. Some Windows features, including Cortana or dictation, may also be affected. Microsoft’s permission guidance. |
| Website camera permission in Edge | A website’s permission inside Edge, in addition to Windows camera access for the browser. | A site that is blocked from using the camera may not work for a video conference. Microsoft’s Edge privacy guidance. |
| Settings > Bluetooth & devices > Cameras device controls | A selected camera device, rather than an app category. | The camera is disabled at the device-control layer. Changing this setting requires administrator access; the action may affect multiple cameras, and some devices may need a reboot. Microsoft’s camera settings guidance. |
What still works—and what is not guaranteed?
Windows Hello sign-in
Windows Hello is a documented exception to the Camera access privacy setting. Microsoft Support says: “If Windows Hello is used to sign into a Windows device, the Windows device signs you in even if the Camera access setting is turned off.” See Microsoft’s camera-permission documentation.
Desktop programs may not all appear in the list
Do not treat the privacy page’s desktop-app list as a complete inventory of every program that might interact with camera resources. Microsoft notes that desktop apps may not appear in privacy lists or may handle access differently. At the same time, Microsoft specifically identifies Edge and Teams as desktop apps that need desktop-app camera access under supported settings. Microsoft’s permission guidance.

How to restore camera access or find the cause
- Open Settings > Privacy & security > Camera. Check Camera access, then the control that matches the app: Let apps access your camera and its individual Store-app switch, or Let desktop apps access your camera. A greyed-out device-level setting may be controlled by an administrator. Microsoft camera-permission instructions.
- Open Start > Camera and test the camera. If it works there but not in the app you need, Microsoft says the problem may be specific to that app. Microsoft camera troubleshooting.
- If the problem is with a website in Edge, check that site’s camera permission as well as Windows permissions. Microsoft Edge privacy guidance.
- Check for a camera function key, physical switch or built-in shutter. These can block the camera independently of Windows privacy settings. Microsoft camera troubleshooting.
- If Windows does not detect an external camera, check its connection. Then open Device Manager > Cameras and see whether the device is disabled. Microsoft camera troubleshooting.
- To check whether the camera itself was disabled, open Settings > Bluetooth & devices > Cameras. Enabling or disabling a device there requires administrator access. Microsoft camera settings guidance.
A physical privacy cover is another way to block the lens, but it does not change Windows permissions or restore app access. Microsoft’s troubleshooting guidance covers physical switches and built-in shutters. Microsoft camera troubleshooting.
