Windows 11 0x80070002 at “Process Drivers for Migration”: What to Check Next

The “Process Drivers for Migration” phase and 0x80070002 do not identify a universal fix. Learn which SetupDiag details and Windows logs to check before changing system files or permissions.

If Windows 11 Setup or Reset stops at “Process Drivers for Migration” with error 0x80070002, the phase and code narrow the investigation but do not identify the missing file or broken component. The next step is to match the failure to its SetupDiag result and setup, DISM, and servicing logs—not to apply a repair documented for the different code 0x80070003.

What this error does—and does not—tell you

The text “Process Drivers for Migration” identifies a setup operation, while 0x80070002 is an error code. Neither by itself establishes which file, driver, or Windows component caused the failure. A January 2022 Microsoft Q&A report describes SetupDiag showing a DISM image-session creation failure with 0x80070002 during Pre-Finalize / Process Drivers for Migration. That is one user’s historical case, not proof that other systems have the same cause or should use the same repair. Read the Q&A case.

Microsoft’s documented explanation for a migration failure with 0x80070003 is specific to that different code: missing or damaged servicing-stack folder contents in WinSxS. Its repair is not a general fix for 0x80070002. Microsoft’s 0x80070003 guidance should be used only when the logs and conditions in your own case match.

Record the complete SetupDiag result

Find the full SetupDiag output, not just the final error line. Record the matched profile, phase, operation, error, and any DISM function or message. In particular, note whether SetupDiag names a path, file, or component. A phase label alone cannot distinguish among possible failures.

Compare setup and servicing logs at the failure time

Preserve the setup logs and compare entries around the same timestamp across the relevant log families:

  • C:$WINDOWS.~BTSourcesPanthersetupact.log and setuperr.log
  • Related MOUPG logs under C:$WINDOWS.~BTSourcesPanther
  • C:WindowsLogsDISMdism.log
  • C:WindowsLogsCBSCBS.log

Microsoft identifies these log locations when troubleshooting its related 0x80070003 migration failure. For 0x80070002, use them to find the actual error context at the matching time; do not assume that the specific error strings in the 0x80070003 article will appear. The important clue is usually the first meaningful failure and the path or component it references, not the later rollback message. Microsoft’s separate Windows Update article illustrates using same-timestamp CBS entries to investigate a missing driver path in a 0x80070003 scenario; that example is a logging method, not evidence that the same cause applies here. See Microsoft’s Windows Update log example.

Choose a repair only when the logs support it

If the logs identify a specific file or component

Use the referenced path and the entries immediately before the failure to guide the next diagnostic step. If the logs do not identify a cause, avoid making broad changes based only on the code or operation name. The available reports do not establish a universal 0x80070002 repair.

If the evidence matches Microsoft’s 0x80070003 servicing-stack case

Only consider the WinSxS servicing-stack procedure if the actual logs and conditions match Microsoft’s documented 0x80070003 diagnosis. That article describes extracting the applicable servicing stack update and copying folders with robocopy /B. It explicitly warns not to take ownership of WinSxS or change its folder permissions. Do not apply that procedure to 0x80070002 merely because both errors appear at the same migration operation.

If you are considering installation media

A USB installer is a way to access installation media, not a demonstrated repair for this code. The historical Q&A report records trying a USB-created installer but does not show that it resolved the failure. Choosing a setup or recovery route should depend on your logs and on what you need to preserve; the available sources establish no success rate for a particular route.

Back up before an upgrade or recovery attempt

Microsoft’s 0x80070003 troubleshooting article says: “Before you perform any upgrade operation, back up your system.” That advice is especially relevant before attempting the procedure in that article; its diagnosis and repair concern 0x80070003, not a generic 0x80070002 failure. Make sure you have a usable backup before trying an upgrade or recovery operation.

What to provide if the failure remains unresolved

The exact cause cannot be determined from the error and phase alone. To investigate a particular machine, the useful details are its complete SetupDiag output, matching setup and servicing log entries, Windows build, whether the attempt was an upgrade or Reset, and what fixes have already been tried. Without those machine-specific details, naming a driver, file, or servicing-stack repair would be guesswork.
