Windows 10 Safe Mode vs. Clean Boot: Which Should You Use?

Safe Mode checks Windows with limited files and drivers; a clean boot helps isolate conflicts from non-Microsoft services and startup apps.

Use Safe Mode to check whether a problem continues when Windows loads only a limited set of files and drivers. Use a clean boot when Windows starts and you want to find out whether a non-Microsoft background service or startup app is interfering with an application. Neither is a repair; each is a way to narrow down the cause.

Safe Mode vs. clean boot: the difference

Question Safe Mode Clean boot
What changes? Windows starts with a limited set of files and drivers. Non-Microsoft services and enabled startup apps are disabled for a diagnostic startup.
Best first use Check whether symptoms persist in a minimal Windows startup; Microsoft also lists Safe Mode as a troubleshooting step for some unexpected restarts and stop-code problems. Check whether background software is interfering with an app or game, including when it will not run, install, or uninstall.
How targeted is the test? A broad reduction in what loads. You can re-enable services or startup apps in groups and retest to isolate a likely conflict.
Main caveat Reaching Startup Settings through Windows Recovery Environment may require a BitLocker recovery key on an encrypted device. Keep track of changes and restore normal startup afterward; organization or network policies may restrict the steps.

Microsoft describes Safe Mode as a basic state that uses a limited set of files and drivers. If a problem stops there, default settings and basic device drivers are less likely to be the cause. Safe Mode with Networking also loads network drivers and services, so ordinary Safe Mode is the more constrained test. Microsoft’s Startup Settings guidance explains the available modes.

A clean boot instead lets you selectively disable non-Microsoft background services and startup apps. Microsoft says it provides greater control for isolating background software conflicts affecting apps or games. It may temporarily remove some functionality while those components are disabled. See Microsoft’s clean boot instructions.

Which should you use for your symptom?

An app will not run, install, or uninstall

Try a clean boot if Windows starts. If the app works in that state, a disabled service or startup app may be interfering. Re-enable components in groups and retest to narrow down the cause. If the app still fails, Microsoft says that this type of background-software interference is not the cause; contact the program’s manufacturer for help.

You need to check whether a problem persists in a minimal startup

Try Safe Mode when available. It is a useful broad check because Windows loads fewer files and drivers than usual. Microsoft also includes Safe Mode among basic troubleshooting steps for some unexpected restart and stop-code problems in its Windows restart and stop-code guidance. A result in either mode narrows the possibilities; it does not identify every hardware, driver, Windows, or application fault.

Windows will not start

A clean boot requires Windows to start, so it is not an option when you cannot reach Windows. Use Microsoft’s Windows recovery options and choose the recovery path appropriate to the failure.

The PC is managed by an organization

Check with your IT administrator before changing System Configuration settings. Network policy may block clean boot steps, and Microsoft advises getting support before changing advanced boot options in that situation.

How to start Windows 10 in Safe Mode

  1. Enter the Windows Recovery Environment (WinRE).
  2. Select Troubleshoot > Advanced options > Startup Settings > Restart.
  3. After the restart, choose Enable Safe Mode (option 4). Choose Enable Safe Mode with Networking (option 5) only if you need network access for the test.

On an encrypted device, Windows may ask for the BitLocker recovery key to access Startup Settings. A normal restart should exit Safe Mode. If Windows keeps starting in it, open System Configuration and clear the Safe boot checkbox. Microsoft’s Startup Settings page covers the recovery path and Safe Mode options.

How to perform a clean boot

  1. Sign in with an administrator account and search for msconfig to open System Configuration.
  2. On the Services tab, select Hide all Microsoft services first. Then select Disable all and Apply.
  3. On the Startup tab, open Task Manager. Disable each enabled startup item, keeping a record of what you changed.
  4. Close Task Manager, select OK in System Configuration, and restart the PC.
  5. Retry the app or operation that was failing. If it works, re-enable some disabled services or startup items, restart, and test again. Microsoft recommends testing halves of the items to reduce the number of restarts needed to isolate a conflict.

Use this procedure only if Windows starts and you have the appropriate permission to change startup settings. A clean boot can temporarily remove functionality. If policy settings block the steps on a networked or managed PC, ask your administrator for guidance.

How to undo a clean boot

  1. Open System Configuration by searching for msconfig.
  2. Select Normal Startup.
  3. Restore the services and startup apps you disabled during the test, using your record of the changes.
  4. Restart Windows.

The clean boot procedure disables startup components; it does not describe deleting user files. Restoring the settings you changed returns Windows to its normal startup configuration. Follow Microsoft’s clean boot instructions if you need the full procedure.

Windows 10 support status

Microsoft says Windows 10 support ended on October 14, 2025. Windows 10 continues to work, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for it. Details are on Microsoft’s recovery options page and its Startup Settings page.
