Short answer: KB4586786 was the November 10, 2020 cumulative security update for Windows 10 versions 1903 and 1909. It produced build 18363.1198 on version 1909 and 18362.1198 on version 1903. Microsoft marked it expired and says that, since August 5, 2021, it has not been available through Windows Update, the Microsoft Update Catalog or other official release channels. The official notice is available at Microsoft Support.
That means this page can provide the historical catalog lookup and installation guidance, but it should not present an unverified .msu file or a third-party mirror as a current Microsoft download.

The title’s build number, 18363.1198, identifies Windows 10 version 1909. The same KB used the 18362.1198 build branch for version 1903; it was not one universal package for every Windows 10 release.
Official download status and safe links
Microsoft’s expiration notice states that KB4586786 is no longer offered by Windows Update, the Microsoft Update Catalog or other release channels. The official historical lookup is Microsoft Update Catalog: KB4586786. It may return no downloadable package because Microsoft removed the files.
#1 Best Overall
The catalog URL is therefore a reference link, not a promise of a working download. Older pages and search snippets may still show architecture-specific links or file names from November 2020, but those links do not establish that a package remains hosted today. Do not invent a Microsoft CDN address or treat a familiar file name as proof of authenticity.
Which systems was it for?
KB4586786 applied to all editions of Windows 10 version 1903 and version 1909, plus the corresponding Windows Server releases. It was not the correct cumulative update for Windows 10 version 1809, 2004, 20H2 or later feature releases. Each feature release followed its own servicing branch.
Identify the Windows release and architecture
- Open Settings.
- Select System, then About.
- Check Windows specifications for the version and build, and System type for x86, x64 or ARM64.
You can also use these commands:
winver
systeminfo
Get-CimInstance Win32_OperatingSystem | Select-Object Caption, Version, OSArchitecture, BuildNumber
Do not choose an architecture from download size or device branding. The package must match both the processor architecture and the Windows feature release.

What the November 2020 update changed
Microsoft’s release notes describe KB4586786 as a security and quality update, not a feature upgrade. Changes included:
Recommended Free Tools
- An updated 2020 daylight-saving-time start date for the Fiji Islands: December 20, 2020.
- Security improvements for Microsoft Office products.
- Security improvements for mice, keyboards and pens.
- Security improvements to basic Windows operations.
- A fix for a Package Frame Launcher problem involving a malformed parameter passed to a shim.
- A printing security change affecting applications running as
SYSTEMwhen local ports point to a file. - Security updates for the Microsoft Scripting Engine, Microsoft Graphics Component, Windows Input and Composition, Windows Wallet Service, Windows Fundamentals and the Windows Kernel.
For Windows 10 version 1909, Microsoft said the build included the improvements from version 1903 and documented no additional issues specific to that release in the notice linked above.
Historical manual installation
Use these steps only if you already possess a package from an authorized source and have verified that it is genuine, matches the release and architecture, and is still appropriate for the legacy system. The original instructions associated KB4586863 with the update as the servicing-stack update; that was the 2020 recommendation, not a current 2026 SSU recommendation.

- Confirm Windows 10 is version 1903 or 1909 and record the architecture.
- Create a current backup or restore point where practical.
- Install the required servicing-stack update if your deployment documentation requires it.
- Validate the file’s Microsoft digital signature before opening it.
- Run the package, for example:
wusa.exe "C:PathWindows10.0-KB4586786-x64.msu" /quiet /norestart - Restart when maintenance can safely occur:
shutdown /r /t 0
/quiet suppresses normal prompts and /norestart prevents an automatic restart. Those switches should not be used casually on production systems because they can hide a required reboot or an installation failure.
Verify the result
Check the build with winver or:
Get-CimInstance Win32_OperatingSystem | Select-Object Caption, Version, BuildNumber
To query the specific update:
Get-HotFix -Id KB4586786
If that query returns an error, inspect the component packages:

Build 18362.1198 indicates the 1903 branch, while 18363.1198 indicates the 1909 branch, provided no later cumulative update has changed the build. A newer cumulative update may supersede KB4586786, so a system can be fully updated beyond that build without listing this older KB as its current update.

Documented known issues
Certificate loss during feature upgrades
Microsoft documented possible certificate loss when upgrading from Windows 10 version 1809 or later with outdated installation media or deployment sources that lacked the October 13, 2020 or newer cumulative update. The main exposure was in WSUS or Endpoint Configuration Manager deployments, old physical media and ISO images without recent updates. Microsoft said devices connecting directly to Windows Update or Windows Update for Business were not affected in the same way, and identified KB4592449 as the resolution.
Kerberos authentication and ticket renewal
After installation on domain controllers or read-only domain controllers, organizations could encounter Kerberos authentication and ticket-renewal problems associated with handling CVE-2020-17049. This was primarily an enterprise and domain-controller issue, not a general home-user failure. Microsoft identified KB4594443 as the resolution.

“The update is not applicable to your computer”
- Verify the feature release with
winver. - Verify architecture and build with PowerShell.
- Check whether a later cumulative update already superseded it.
- Confirm that the package is for Windows client versus Windows Server as appropriate.
- Check for a pending restart or missing servicing-stack prerequisite.
Do not bypass applicability checks to force an unrelated package onto another Windows release.

Component-store errors such as 0x800f081f
These commands check and repair the component store; they do not make an expired KB available:
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
Restart after repairs and retry only when the package is legitimate and still appropriate.
Stalls, rollbacks or a blank catalog result
Repeated rollback can result from a corrupted update cache, component-store damage, insufficient disk space, a pending reboot, conflicting software or a mismatched package. Use current Windows servicing and troubleshooting tools rather than repeatedly executing an obsolete installer. An empty catalog result is consistent with Microsoft’s removal of KB4586786; it does not mean the KB number was fabricated.
Signature verification failure
Do not run a file that lacks a valid Microsoft digital signature. A name beginning with Windows10.0-KB4586786 is not authentication. Third-party archives also carry risks of tampering, wrong architecture, bundled malware, invalid signatures and confusion between the LCU, SSU, CAB and .NET packages.

For an actively used computer, install the latest security-quality update supported by its Windows release rather than hunting for KB4586786. Windows 10 versions 1903 and 1909 are legacy configurations, so plan an operating-system upgrade or replacement strategy. For deployment media, rebuild or service the image with a supported Windows release and current servicing media. Microsoft’s Windows release information page is the appropriate starting point for current servicing context.
