Not yet. Texas is showing signs of greater electoral competitiveness, but the available evidence does not establish a Democratic statewide victory or a durable partisan realignment. Population growth and changing voter coalitions could make future contests closer; neither guarantees that Texas will turn blue. As of October 3, 2026, the November general election has not taken place, so its outcome is unknown.
What does “turn blue” mean?
The phrase can describe several different outcomes: a Democratic presidential win, a Democratic win in a statewide race such as a Senate or governor’s election, or a lasting change in party preference across multiple election cycles. Those are not interchangeable. The evidence available here chiefly concerns statewide contests and the 2026 U.S. Senate race. A larger population, a strong Democratic primary, or local results alone would not establish that Texas has become a blue state.
For now, the best description is that Texas remains Republican-leaning statewide but has reasons to be watched as a competitive state. A durable shift would require repeated statewide wins and sustained changes in who votes and how those voters choose—not just a single encouraging signal.
What the voter totals show—and what they do not
Texas’s electorate has grown, but registration and turnout totals do not tell us which party people support. The Texas Secretary of State reported 18,623,931 registered voters ahead of the November 5, 2024 election. Its historical table lists the following statewide figures:

These are official state-reported figures, not estimates of party preference. Registration increased between the two elections, while the number of ballots cast was similar and turnout as a share of registered voters was lower in 2024. Texas does not register voters by party in the same way as states with party registration; party affiliation is associated with participation in a party primary or convention, or taking an oath. Could population growth help Democrats?
It could change the electorate, but growth is not automatically a Democratic advantage. Axios reported in May 2026, using U.S. Census data analyzed by Mendoza Law Firm, that Texas added nearly 400,000 residents in 2025 and about 2.6 million since 2020. More than two-thirds of the five-year growth came from people moving to Texas from elsewhere in the United States or abroad. The figures are reported through Axios’s analysis; they should not be mistaken for a direct Census Bureau publication.

The political preferences of newcomers are mixed, according to the analysts Axios cited. Rice University political science professor Mark P. Jones used the shorthand “economic migrants” and “political refugees” for two broad types of people moving to Texas—for example, those drawn by jobs, costs, or family, and those drawn by lower taxes or more conservative politics. These are his informal labels as reported by Axios, not formal demographic categories. University of Houston professor Brandon Rottinghaus told Axios that newcomers may be less tied to Texas’s long-standing political patterns; that is an analyst’s interpretation, not a measured description of every new resident.
Migration can reshape the state over time, but the relevant question is how newcomers register, turn out, and vote across different regions. Population counts alone cannot answer it.

Why Latino voters and regional change matter
Latino voters are politically important in Texas, but their voting patterns are not fixed. Axios reported in 2026 that there were signs of renewed Democratic strength among Texas Latino voters. The same report noted that Donald Trump won 55% of Texas Latino voters in 2024, citing exit-poll figures from the Texas Politics Project. That point-in-time figure and the newer signs of possible change indicate volatility, not a settled trend in either direction.
Regional shifts also matter. Fast-growing suburbs and exurbs, large metropolitan areas, rural counties, and South Texas can move differently. Even if Democrats improve in one part of the state or among one group of voters, they still need enough turnout and support across the statewide electorate to win an office. District-level figures are not a substitute for statewide returns; the Texas Legislative Council’s district reference uses voter tabulation districts and notes that small differences from official results may occur. Official statewide totals should come from the Secretary of State.

What the 2026 primary signals—and why it is not a November forecast
Axios’s March 2026 account reported that Democrats made up a larger share of primary voters than in 2024 in a number of counties, including parts of South Texas and North Texas suburbs. That suggests enthusiasm and campaign momentum, including attention to the Senate contest, but primary electorates are not general-election electorates.
The primary took place amid popular Democratic candidates, an intense Republican contest, and the presence of President Trump. Those circumstances can influence who participates in each party’s primary. A larger Democratic share of primary voters does not establish how many will vote in November, how independents will break, or how the statewide race will end.

As of October 3, 2026, the November general election result is not available in the reporting considered here. The 2026 primary and candidate dynamics do not provide a defensible numerical probability of a Democratic statewide win.
What keeps Texas from being called blue now?
Axios’s May 2026 analysis said no Democrat had won a Texas statewide election since 1994. It also described continuing Republican strengths in rural margins and turnout operations, and Democratic difficulty producing large enough margins in cities to offset Republican support elsewhere. That record is a substantial reason not to treat demographic change or recent Democratic energy as proof that a statewide realignment has already happened.
Those obstacles do not make a future Democratic victory impossible. They do mean that a convincing case for Texas turning blue should rest on actual statewide results and a lasting coalition shift, not on a single demographic projection, poll, primary, or group-level voting figure.
How to judge claims that Texas is turning blue
- Check the office and election: a presidential result, Senate race, governor’s race, and primary each measure something different.
- Separate population from voting: population growth changes the potential electorate; registration, turnout, and vote choice show different stages of political participation.
- Look across multiple cycles: repeated statewide wins are stronger evidence of realignment than one unusually close contest or a single primary.
- Consider geography and coalitions: statewide outcomes depend on the combined results of cities, suburbs, exurbs, rural areas, and regions such as South Texas.
- Distinguish evidence types: official returns document what happened; polls and analysts offer evidence about what might happen, with their own limits.
On those measures, Texas is changing and may become more competitive, but the evidence does not support calling it blue now. The decisive test is whether Democrats can convert shifts in population and voter coalitions into repeated statewide victories.
